The 1991  EPA Information Resources Workshop was developed to give EPA
personnel and other interested parties an opportunity to meet representatives from
a wide range of agency information sources, including hotlines,  dockets,
clearinghouses, and libraries. The participating services cover all environmental
media addressed by EPA programs—air and radiation, hazardous waste, emergency
response, pesticides, toxic substances, and water—as well as general environmental
information. This directory offers a brief description of each service, hours of
operation, relevant phone numbers, and addresses.

    The EPA Air Docket is maintained by the Office of General Counsel and contains the public record of
    information used in agency rulemaking and other decisions under the Clean Air Act. Air docket files include
    Federal Register notices, background documents, scientific and  technical reports, transcripts of public
    hearings, correspondence/memoranda, and public comments. All files are available for public inspection
    and copying. Approximately 75% of the docket records are available in microfiche. A public reading room

   The Air Risk Information Support Center, commonly called Air RISC, helps air pollution control agencies
   answer questions about the health risks posed by exposure to toxic air pollutants. Air RISC can provide
   state and local governments technical assistance and guidance pertaining to health, exposure, and risk
   assessments related to toxic air pollutants through its hotline, which gives quick access to EPA experts. In
   addition,  when the requestor has several months before needing an answer, contractual assistance is
   available to conduct more in-depth analyses. EPA is developing a mechanism to provide these services
   to others on a cost reimbursable basis.

The Alternative Treatment Technology Information Center (ATTIC) is a comprehensive information retrieval
system containing data on  alternative treatment technologies for hazardous waste. The ATTIC system is
a collection of hazardous waste databases that are accessed through a computer bulletin board. The
bulletin board also includes features such as news items, bulletins, and special interest conferences (e.g.,
the Bioremediation Special Interest Group). It also features a message board that enables users to "chat"
and request  advice from other users, as well as pose questions to the ATTIC System Operator. ATTIC
users can access any of four databases:

    D The main ATTIC Database, which contains over 1,600 records dealing with alternative and innovative
      technologies for hazardous waste treatment;

    D The Water Treatability Database, which provides data on characteristics and treatability of a wide variety
      of contaminants;

    D A Technical Assistance Directory, which identifies experts on a given technology or type of contaminant;
      and

    D A calendar of upcoming relevant conferences and events.

ATTIC can be directly accessed by users with a personal computer and a modem. New users can register
themselves and assign their own password the first time they call into ATTIC. In addition, users can request
an ATTIC search by phoning the ATTIC System Operator.

    The Asbestos and Small Business Ombudsman Hotline tracks the development and status of EPA policies
    and regulations that affect small businesses, including those concerning asbestos abatement. The hotline
    responds to over 1,500 telephone inquiries a month, investigates and helps resolve problems that arise
    between small businesses and EPA, and distributes publications and audiovisual materials.

The Asbestos School Hazard Abatement Act (ASHAA) Hotline is a toll-free telephone service that provides
information about ASHAA to interested parties and technical assistance to local education agencies that
are applying for financial assistance for asbestos removal under the annual ASHAA Loan and Grant
Program. Hotline staff also receive and track ASHAA loan and grant applications.

  CLEAN LAKES CLEARINGHOUSE
The Clean Lakes Clearinghouse is a resource center for information on lake restoration, protection, and
management. The clearinghouse includes a bibliographic database of Clean Lakes Program Reports;
conference proceedings, particularly those of the North American Lake Management Society; technical
reports; government documents; journal articles; and books. It currently indexes and abstracts some 3,000
lake-related documents published since 1987 (various older studies are also included). Among the topics
covered are lake ecology, lake problems (nutrients, acidification, toxics, etc.), lake management and
protection, in-lake restoration techniques, watershed management, point and nonpoint sources of pollution,
water quality assessments, and modeling.  Most items cited are  available through  EPA libraries.
Clearinghouse staff can also assist in locating  them.

The database is maintained at the National Computer Center's Online Library System. A limited application
version is available to public computer users on EPA's Nonpoint Source Bulletin Board (301 -589-0205).

CLU-IN is designed for hazardous waste cleanup professionals to use for finding current events information
about innovative technologies, consulting with one another online, and accessing databases. CLU-IN is
used by those involved in the cleanup of Superf und and Resource Conservation and Recovery Act (RCRA)
corrective action sites, including EPA, other federal and state personnel, consulting engineers, technology
vendors, remediation contractors, researchers, community groups, and individual citizens. The system is
open to all callers.

The features of CLU-IN include electronic messages, bulletins that can be read online, files that can be
downloaded  for use on the user's own computer, and online databases that can be  searched while
connected to CLU-IN.

     DRINKING WATER RESOURCE CENTER
   The Drinking Water Resource Center provides access to over 250 drinking water documents and health
   advisories published by the Office of Ground Water and Drinking Water. Individual copies of most drinking
   water documents are available in the center. Requests for multiple copies are electronically transmitted to
   the EPA Clearinghouse in Cincinnati. The center's reference collection includes occurrence reports and
   toxicological profiles, as well as over 200 Federal Register notices. The Drinking Water Resource Center
   also maintains a bibliographic database of over 700 drinking water-related publications produced by the
   EPA. The center's librarian provides document retrieval assistance to EPA staff and can facilitate interlibrary
   loans.

The Emergency Planning and Community Right-to-Know Information Hotline provides information and
technical assistance on the Emergency Planning and Community Right-to-Know Act (EPCRA or SARA
title III). The hotline, which is toll-free, responds to inquiries from the public, the regulated community, and
state and local implementing agencies. It is also the referral point for document requests, the conduit for
disseminating changing information, and the primary means for answering factual questions on EPCRA
regulations and policies.

  EPA LAW LIBRARY

The EPA Law Library is maintained by the Office of General Counsel (OGC) to provide information services
primarily to its  personnel, although services are also extended to the agency's enforcement staff, the
administrative law judges, the chief judicial officer, program attorney-advisors, and EPA regional office
employees. In addition, the EPA Law Library serves as a national resource to state and local governments,
private law firms, and educational institutions for reference and primary source materials in environmental
law.

Collection materials concentrate on federal law, with a special emphasis  on administrative and
environmental law. Included are statutes, codes, regulations, case reporters, digests, citators, and legal
reference sources, as well as newspapers and law reviews. Of special interest are archival holdings of title
40 of the Code of Federal Regulations, and other Code of Federal Regulations  titles pertinent to EPA's
mission.

Searches are routinely performed for agency personnel only, in LEXIS and JURIS — two online legal
databases to which the  Law Library subscribes. While public access to the  collection is permitted,
photocopying of copyrighted materials by the public is not allowed.

   INFOTERRA is the information retrieval and referral service of the United Nations Environment Programme
   (UNEP). The INFOTERRA National Focal Point (NFP) for  the United States is located at the EPA
   Headquarters Library.  INFOTERRA/U.S.A. assists  EPA staff with  information queries on international
   environmental issues by utilizing online databases, electronic bulletin boards, and materials in the
   International Collection of the EPA Headquarters Library, and  through contacts in the  worldwide
   INFOTERRA network. In addition,  INFOTERRA/U.S.A. is a clearinghouse for international requests
   addressed to the agency. The INFOTERRA International Directory of Sources is one of many tools utilized
   by the NFP staff in responding to queries.

The International Register of Potentially Toxic Chemicals (IRPTC), which is part of the United Nations
Environment Programme (UNEP), maintains a databank of centralized computer files containing chemical
information. These files link a formal network of government-nominated institutions. IRPTC aims to help
the world community make better use of  existing global resources and give  developing countries the
information base to manage chemicals effectively. The register contains 17 categories of data:

The Legislative Library is maintained by EPA's Office of Congressional and Legislative Affairs. It provides
information on federal environmental legislation to agency staff and the general public. The library collection
contains documents produced by Congress, as well as various other congressional reference guides and
periodicals. The library tracks the status of current legislation before Congress and helps patrons with
congressional research. The library abstracts the Congressional Record, compiles lists of and reports on
the status of pending bills, and prepares legislative histories.

   The National Pesticide Telecommunications Network (NPTN) is a toll-free telephone service that provides
   its callers with a wide variety of pesticides-related information, including pesticide product information;
   recognition and management of poisonings; toxicology and symptomatic reviews; referrals for laboratory
   analyses; training in recognition and investigation of poisonings; investigations of pesticide incidents; and
   emergency treatment information. Inquiries cover a wide range of topics, such as product information,
   protective equipment, safety, health, and environmental effects, cleanup procedures, disposal, and

    NATIONAL RADON HOTUNE
   The National Radon Hotline provides information to citizens on the hazards of radon, a common and
   naturally occurring radioactive gas believed to be the second leading cause of lung cancer in the United
   States.

   Since it was established in  1989, the Radon  Hotline has logged some 116,000 calls. The hotline is
   administered under a cooperative agreement  with the Advertising Council, a nonprofit consortium of
   advertising firms and media outlets that sponsor public service advertising for broadcast and print media.

   Callers to the 24-hour hotline reach a recording that asks for their name and address. They are subsequently
   sent a brochure that explains radon risks in layman's terms and urges callers to purchase a radon test kit
   from a commercial source and to test their homes.

The Nonpoint Source Information Exchange (NPSIE) provides an active national center for the exchange
of information and environmental education concerning the nature of nonpoint source (NFS) pollution, NPS
management techniques, and institutional  arrangements for the planning and implementation of NFS
management, including financial arrangements.

NPSIE activities include

    D  NPS News Notes: NPS News Notes is a technical bulletin  published eight times a year. The target
       audience is state and local participants in EPA's Water Quality Program. The circulation is over 8,000.

    D  NPS Electronic Bulletin Board System (NPS BBS): NPS BBS is a telecommunications system that
       provides federal, state, and local agencies; private organizations; businesses; and individuals, with timely
       and relevant NPS information. It is used as a means to exchange computer text and program files and
       as an information resource and a forum for open discussion. Several "mini-bulletin boards" accessed

    The Office of Pesticide Programs (OPP) Public Docket supports and provides public access to the agency's
    rulemaking activities administered under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).
    The OPP Docket maintains three types of dockets. The Federal Register Docket contains Federal Register
    notices, background documents, and public comments on proposed actions announced by OPP in the
    Federal Register. The Special Review and Registration Standard Docket (required under regulations 40
    CFR154.15 and 40 CFR155.32, respectively) includes all Position Documents, Reregistration Standards,
    Science Chapters, references and/or background documents used to reach a rulemaking decision, and
    correspondence and minutes of meetings between EPA and outside parties. Special Dockets are created
    when an OPP program office wants to place a set of documents on public display. The OPP Docket is
    required to distribute a "Monthly Index of Additions to the Registration Standard and Special Review
    Dockets," which is currently mailed out to over 550 interested parties. The OPP Docket also maintains a

    The Public Information Center (PIC) is a primary point of contact between the EPA and the public and

The Toxic Release Inventory User Support Service (TRI-US) offers specialized assistance to individuals
seeking data (and customized reports of the data) collected under the Emergency Planning and Community
Right-to-Know Act (EPCRA), section 313. Activities include:
    D  answering general questions regarding access to TRI data, search methods of the TRI online database,
       and facts produced from analyses of the data;
    D  demonstrating the CD-ROM and NLM online database to interested users;
    D  conducting limited searches of the online TRI database to retrieve release data reported by specific
       facilities;
    D  duplicating floppy disks containing TRI data for specific states in dBase, Lotus, or Excel format; and
    D  producing customized reports showing detailed or summary TRI data for portions of the TRI database,
       based on conditions specified by the user.

Documents available through this service include the Hazardous Substance Fact Sheets and Ecological
