      OTS  (Office   of  Toxic
Substances)   Chemical   Library
provides  technical  support  for  OTS
programs  under  TSCA  (Toxic
Substances Control Act).

      The library staff gives priority to
meeting  the  needs  of  OTS  staff.
However,  all EPA  employees  have
access to library collections  to locate
specific chemical information.

      The Library  also  serves  the
public by  providing access  to TSCA
Rulemaking  Records, and Emergency
Planning  and  Community  Right-to-
Know  Act/Toxic  Release  Inventory
data.

LIBRARY COLLECTIONS
General and Reference Collections

      The   Library  maintains   a
collection of 5,000 books,  77  current
journals,   5,000   technical  reports,
including  those   supported  by  the
Office  of   Pesticides  and   Toxic
Substances, a microfiche collection of
140,000 scientific and technical journal
articles,  15,000  technical  reports  on
microfiche, three national newspapers,
and library newsletters.

Special Collections

      Industry   submissions,   as
required  by TSCA, and  indexed in
TSCATS (Toxic  Substances Control
Act Test Submissions), include health
and environmental effect data,  toxicity
studies, and other information.

      Other special  collections  are
available in areas of:

CD-ROM Databases

      CHEM-BANK includes  RTECS
(Registry of Toxic Effects of Chemical
Substances),  OHMTADS  (Oil  and
Hazardous  Materials   Technical
Assistance Data System), and CHRIS
(Chemical   Hazard  Response
Information System).
     MEDJJNE features references to
articles  from more than 3,200 journals,
selected for their importance to health
professionals.  1966-present,  updated
monthly.

CD-ROM Databases

      TOXIC RELEASE INVENTORY
SYSTEMS contains information about
the release of over 300 toxic chemicals.
      TOXLINE  covers   the
pharmacological,  biochemical,
physiological,   environmental,   and
lexicological effects of chemicals and
drugs,  and  consists of 16  subfiles,
including TSCATS (Toxic Substances
Control Act Test Submissions). 1981-
present.

PC-Based Databases

      CORR (Chemicals On Reporting
Rules)  contains  a  list  of  chemical
substances, categories, and mixtures that
are,  or  have  been, the  subject of
proposed or final OTS regulations. 1990.
      EXICHEM (Existing CHEMicals),
provides information about planned and
ongoing activities on existing chemicals
among  countries  belonging  to   the
Organization for Economic Cooperation
and Development.
      IRPTC (International Register of
Potentially Toxic Chemicals) contains
toxic  chemical  data  profiles  and  a
Register Index that offers a "profile of
the profiles"-a display of the substances
covered,  their current status, and the
areas  where  information exists  or  is
absent. Pharmaceutical and  radioactive
substances are excluded.

SPECIAL SERVICES
PC-Based Databases

     REG-A-DEX  indicates
governmental  regulations   affecting
5,000 common chemicals, including, for
example, SARA 313, RCRA (Resource
Conservation and Recovery Act), and
the  Department of Transportation's
Hazardous Materials Regulations.
     ROADMAPS contains a number
of reference sources, federal regulatory
standards or recommendations,  and
federal regulatory levels for SARA 313
chemicals.

Current Awareness Programs

      The Library  offers a number of
newsletters with a view to giving an
update on the  latest development in
specific  disciplines.     Tox   Talk,
Biotechnology  News,  and
Biotechnology Pathfinder  are  three
regularly  issued   newsletters  listing
selected current bibliographic citations of
interest.
      TACOS  (TAble  of  COntents
Service)  provides  OTS  staff   with
customized photocopying of the contents
pages of journals.
      In addition, a current awareness
packet on  EPCRA is distributed on an
irregular basis.

Intel-library Loan

      The  Library  provides   an
mterlibrary loan service, participating
in a cooperative lending and borrowing
arrangement   among   government,
academic, special, and public libraries.
Online Databases

      The  Library  has  access  to
hundreds of databases from systems
such as NLM (National Library of
Medicine), CAS (Chemical Abstracts
Service),   DIALOG   Information
Retrieval Service,  Lexis/Nexis,  CIS
(Chemical Information System), as
well as EPA-developed databases such
as IRIS (Integrated Risk Information
System),  OLS   (Online   Library
System),  TSCA  Inventory  Online,
TSCATS, and Toxic Release Inventory
(TRI) database.

REFERENCE SERVICE
      At the center of the Library is the
reference service.

      By   tapping   into   the  vast
information resources accessible to the
Library—from all the existing collections
to the special services and products-the
library staff implements a wide variety
of reference activities such as responding
to specific information inquiries and
communicating current awareness.

      Library   staff   also   provide
assistance  for   the  Toxic  Release
Inventory  User  Support  (TRI-US),
responding to inquiries for information
from the TRI database.

      In addition, the  staff performs
other duties such as conducting library
tours and demonstrating equipment
usage.
