DISTRIBUTION OF OTS REGIONAL DIRECTORY
The Environmental Assistance Division has developed the
attached Regional Directory to respond to the increasing need for
thorough, cooperative interaction between headquarters and the
regions. The Directory is divided into two sections; the first
part lists key regional and headquarters staff, and the second part
contains helpful guidance on how best to communicate with the
regions. We plan to update the Directory annually and welcome your
comments and suggested revisions.
There were a few, last minute changes to mailing addresses and
telephone numbers that we did not receive in time to incorporate
in the Directory. A list of those changes is attached.
I want to thank the many people who reviewed and provided,
valuable comments on this Directory. I encourage you to contact

FOREWORD
We are pleased to provide you with a copy of the Office of Toxic Substances 1990
Regional Directory. This is the first time we have attempted to compile a comprehensive list
of regional and headquarters staff involved in, or those who assist with, the implementation of
regional toxic substances programs. We hope that this Directory will become a useful
resource for you and plan to update this Directory every six months. Please contact us
regularly with changes.
The first part of the Directory lists all major regional and headquarters contacts in the
toxics program, and the second part contains helpful guidance on how best to communicate
with the regions. Some of the areas covered include setting up conference calls, mailing
documents to the regions, and descriptions of pertinent cooperative headquarters/regional
programs.
Our main purpose in developing this Directory is to respond to the increasing need for
thorough, cooperative interaction between headquarters and the regions. With the increased
transfer of program responsibilities from headquarters to the regions, and, ultimately, to the
states, it is critical that we monitor our ability to communicate with the regions and maintain
effective avenues for continued cooperation. We consider this Directory a major step in that
process.

ENVIRONMENTAL ASSISTANCE DIVISION DESK OFFICERS
The Environmental Assistance Division of the Office of Toxic Substances has assigned
individual staff as Desk Officers to monitor key OTS program areas. HAD Desk Officers will
work cooperatively with the staff of OTS programs and serve those programs by: (1)
facilitating public participation in program activities; (2) identifying communication and
outreach needs and developing/implementing strategies to meet them; (3) coordinating with
regional officers and state/local agencies and associations. The role of the desk officers will be
to ensure that OTS programs take full advantage of opportunities to involve and inform the
public, relevant interest groups, and government agencies.

LEAD REGION
Region 7 became the Lead Region for Pesticides and Toxics in FY89 and will finish its two-year
term at the end of FY90. The Lead Region is the main link between headquarters and the
regions. Primary responsibilities of the Lead Region are polling the regions on major issues,
informing regions of workgroup formations, assisting with selection of regional participants,
and coordinating regional and state input into the development of Agency OPTS Operating
Guidance, the budget, and OPTS policies and guidelines.

SUB-LEAD REGIONS
Generally, the sub-lead regions act as a focus of regional involvement in their assigned key
program area. The sub-lead region gathers and coordinates comments dealing with issues in
their program area from all regions, with the intent of reaching a consensus. If a consensus is
not reached, the sub-lead region formulates a regional response citing both majority and
minority opinions, but reflecting all regional concerns. The sub-lead reports the regional
comments to the Lead Region and the Lead Region communicates these comments to
headquarters and the other regions.

In FY89 OPTS began its first OPTS-wide regional program reviews. Program reviews
were held in all ten regions, some focusing on one particular area in the toxics, pesticides, or
compliance programs, while other reviews were more comprehensive and covered all the
major areas in the individual OPTS programs.
In FY90, OPTS will hold five comprehensive reviews with those regions who did not
receive comprehensive reviews in FY89 (Regions 3,6,7,8, and 10). The reviews will begin in
late Winter or Spring of 1990 after OPTS finalizes recommendations for the FY90 process.
In general the process for program reviews is as follows:
Regional program review coordinators (there is one for each OPTS office) work with
the AA's Office and the individual region to schedule particular program reviews
The coordinators work with OTS staff and the Regional Branch Chief to finalize the
Agenda
Based on the region's response to self-evaluation questions, each participating Office
develops a list of issues, forms the basis for discussion during the program review
During the review, the program review team leader (rotates from Office to Office)
coordinates the development of a report that summarizes significant discussions and
identifies action items
At the end of the review, the DAA for OPTS meets with the RA for a "close-out"
review
A program review report is finalized and provided to the region
Action items are monitored by individual offices and periodic updates are provided
to the region

REGIONAL ROUTING
In February, 1988, at the OTS Office Director's request, HAD developed a clearance
process for documents forwarded to the regions for comment or other action (excludes
information documents). The Office Director asked that a clearance system be created to
improve regional communications and to avoid overburdening the regions with different
program deadlines.
On the following page is the routing form that is to be used when forwarding
documents from headquarters for regional review and comment. Please copy the form as
needed. The form must be filled out (typed) prior to final sign-off and provided to HAD along
with a copy of the document (including draft E-mail requests) to be sent to the regions. After
HAD sign-off, the routing form must be sent along with the document to the regional
recipient.
Please see the section on "Sending Materials to the Regions" for the quickest way to get
headquarters documents to our field offices.

GUIDANCE DOCUMENT
SENDING MATERIALS TO THE REGIONS
I. Purpose
This Guidance is intended to inform OTS staff of the advantages and disadvantages of
using various methods of sending materials to the regions, and to set forth guidelines for
using each.
II. Background
The regional offices have concerns about OTS communications with them. First,
they believe that the Electronic Mail system is overused by sending overly lengthy
material and personal messages via that system. Second, material sent by other means is
reaching them much later than headquarters thinks; as a result, they do not have
sufficient time to prepare thoughtful comments or to respond to other HQ requests. And,
last but not least, some material is misdirected within the region because we do not
understand how their mail system works.
III. Guidance
A. Express Mail
All Express mail goes to the regional offices' mailroom. Overnight delivery is
promised. Since pouch mail also gets to the regional mailrooms on the next day, and
since Express mail is quite expensive, it's use is not recommended. A single exception
to this (Region 2) is explained below.
B. Pouch Mail
Sending material to the regions by pouch mail is accomplished by addressing an
envelope in the normal manner and writing POUCH in block letters on the outside of
the envelope. Pouch mail received in the EPA mailroom by 3:00 p.m. will be delivered
to the regional mailrooms the next day. Pouch mail is recommended for all materials
exceeding 25 pages in length, since to fax or E-mail a document of that length may be
burdensome for both sender and receiver.
If it is important that some particular person in the region actually receive the material
the next day, we suggest that you notify them via E-mail that the package is coming,
that it is important that they get it earlier than normal (and why), and ask them to
check with their mailroom.
The Region 2 OPTS staff is located in Edison, NJ, and the pouch mail goes to New
York. It will take an extra day to get it to Edison. If time is critical, use Express mail for
the Region 2 toxics program.
C. Magnafaxing
To send Magnafax copies of material to the regions, take a good copy of the material
and a list of the names and phone numbers of the recipients to the Fax Center in room
B-100 of the East Tower (in the long corridor connecting the East Tower and the Mall in

the basement). Also, please number the pages of the material in the lower center of
each page; when doing so, please note that a cover page you will complete at the Fax
Center will be page 1 and any list of addressees you prepare would be page 2.
The Fax Center usually sends lengthy documents overnight; shorter documents
normally are sent within an hour or two. In the regions, their Fax Centers call the
recipient within two hours to notify them that they have a message. As a result, this
is often the fastest way to send medium-length material.
The normal maximum length of documents the Fax Center will send is 25 pages.
However, if you have to send longer material, you may call them a day or two ahead
and, if at all possible, they will work with you. Remember, however, that, if all
goes well, they can only Fax two pages per minute and to only one region at a
time. If, then, you want to send 100 pages to ten regions, it will take over six hours.
Again, if the materials are time-sensitive, you may wish to send a "notification E-
mail" or telephone call (preferred) to the recipient to alert them. For Fax numbers for

D. Electronic Mail
E-mail is the best way to guarantee that material is received in the OPTS program in
the regions by the next day. Every Regional Division Director and Branch Chief has
an E-mail box. All regional staff (e.g., RACs, Section 313 Coordinators, etc.) can be
reached at the Branch Chiefs E-mail box.
EAD has prepared E-mail "keys" for sending material to all ten regions without
having to enter all ten E-mail box numbers. Those keys are:
- For the Division Directors REGTOXDD
- For the Branch Chiefs (and, hence, any staff person) REGTOXBC
Simply enter one or both at the 'To:" prompt.
E-mail is designed for short documents only. The ideal length is three pages or fewer,
with five pages the maximum length recommended. It consumes lots of secretarial
time in the regions to run copies from E-mail, so they ask that these length limits be
followed unless some compelling reason dictates otherwise.
When sending E-mail to the regions, it is very important to enter the name or title of
the person to whom the material is directed at the "Subject:" prompt, e.g.,
Subject: Branch Chiefs-Request for SPMS Reports
or
Subject: RACs-URGENT Request for Comments or Draft Guidance
If you need to know for certain that the regions have received and at least looked at
the material, enter ".ar" after reading the material into the computer, but before
entering the ".send" command. If you want your material to move to the top of their
list of E-mail messages, enter ".express" after reading the material into the computer,
but before entering the ".send" command. If you wish, both ".ar" and ".express"
commands may be used.

HOW TO SET UP A CONFERENCE CALL

When setting up a conference call with the regions, please use the following directions.
Should investigate time conflicts with other offices.
Find out the number of regional participants and the number of headquarters
participants. If the number of headquarters participants cannot be accommodated in
an office, you need to reserve a conference room with live phone lines.
Contact the teleconferencing staff at 382-CONF and reserve the number of lines you
need to cover the regions and one for yourself. In many instances, it is a good idea to
reserve more lines than you need for the regions in case others wish to join in at the
last minute. The conference call staff will give you a "participants" phone number
that the regions should use to call in and a "leader" phone number for you to use.
Next, contact the teleconference equipment office at 382-2626 and reserve phone
equipment if you do not have access to a speaker phone that you can take to the
conference call with you.
Send an E-mail to the regional participants that provides the agenda, time of the
conference call, and the participants1 phone number they are to use to connect with
the conference call. Ask for an acknowledgement that the E-mail has been received.
It is also recommended that you phone the regions after you have sent the E-mail so
they will know to be on the lookout for it.
Approximately 1 /2 hour before the conference call, pick up the reserved phone
equipment (a property pass will be issued to you so you can take it to the WIC
conference rooms, if that is where your meeting is to be held). Instructions for
setting up the speakerphone are provided in the speakerphone case.
Return phone equipment to the teleconference equipment center.
Prepare and E-mail to the regions a 1-2 page summary of the call, including key
deadlines, updates on the status of documents, requests for their input, etc.
For regular calls, try to make them at the same time, same day of week.

The purpose of the network is to enhance communication and information sharing
between OPTS/OSWER, Regional Offices, State Title m Contacts, and Headquarters Title m
Programs. We also hope the network will enhance State-to-State communications.
The network itself is not a bulletin board, but provides its' users access to the Integrated
Risk Information System (IRIS), CHEM file (file of New Jersey Fact Sheets covering the Section
