FOREWORD
The Directory is intended to help' you gain access to the
scientific, technical, and general expertise of the Office of
Toxic Substances.
The Directory is organized into two parts. The first
section presents the organization chart and function statement
for the Agency, Office of Pesticides and Toxic Substances, and
the Office of Toxic Substances. These statements provide a
brief description of the different parts of the structure. The
second section shows OTS experts in some 50 areas, ranging from
rulemaking to modelling to specific chemicals.
As in any organization, assignments occasionally change
as people move to new jobs. As new information is received,
the Office of Program Management & Evaluation (OPME) will
compile and insert this data at least once a year.

AGENCY ORGANIZATION/FUNCTION STATEMENT
The Environmental Protection Agency (EPA) was established
in the executive branch as an independent agency pursuant to
Reorganization Plan No. 3 of 1970, effective December 2, 1970.
The EPA was created to permit coordinated and effective govern-
mental action on behalf of the environment. The EPA endeavors
to abate and control pollution systematically, by proper
integration of a variety of research, monitoring, standard
setting, and enforcement activities. As a complement to its
other activities, EPA coordinates and supports research and
anti-pollution activities by State and.local governments,
private reinforces efforts among other Federal agencies with
respect to the impact of their operations on the environment,
and it is specifically charged with making public its written
comments on environmental impact statements and with publishing
its determinations when those hold that a proposal is un-
satisfactory from the standpoint of public health or welfare, or
environmental quality. In all, EPA is designed to serve as the
public's advocate for a livable environment.
Organizationally, EPA is headed by an Administrator and is
responsible to the President. The Office of the Administrator
provides the overall supervision to the Agency and is supported
by a Deputy Administrator; two Associate Administrators, one
for International Activities and one for Regional Operations;
and nine Assistant Administrators. The Assistant Administators
are responsible for Administration and Resources Management;
Enforcement and Compliance Monitoring; Policy, Planning and
Evaluation; External Affairs; Water; Solid Waste and Emergency
Response; Air and Radiation; Pesticides and Toxic Substances;
and Research and Development. In addition, there are separate
offices for the General Counsel and the Inspector General. The
Agency also has several supporting offices including Administrative
Law Judges, Civil Rights, Small and Disadvantaged Business
Utilization and the Science Advisory Board. To insure that EPA
is truly responsive to the American people, it has established
a strong field organization with regional offices in ten major
cities: Boston/ New York, Philadelphia, Atlanta, Chicago,
Dallas, Kansas City/ Denver, San Francisco, and Seattle. These
regional offices are the "cutting-edge" for the major EPA
programs.
The Agency's research and development programs are centered
at four environmental research centers in Las Vegas, Nevada;
Research Triangle Park, North Carolina; Cincinnati/ Ohio; and
Corvallis, Oregon. Each center is the location of one or more
major research laboratories. In addition, the Agency operates
a number of smaller research laboratories throughout the country.

The Assistant Administrator serves as the principal advisor to the Administrator
in matters pertaining to assessment and regulation of pesticides and toxic
substances and is responsible for managing the Agency's Pesticides and Toxic
Substances programs under the Federal Insecticide, Funaicide, and Hodenticide
Act (FIF3A); the Federal Food, Drug, and Cosmetic Act (~FFDCA); the Toxic
Substances Control Act (TSCA); and for promoting coordination cf all Acency
programs engaged in toxic substances.activities. *
The Assistant Administrator has responsibility for establishing Agency
strategies for implementation and integration of the pesticides and the toxic
substances programs under applicable Federal statutes; developing and cperatina
Agency programs and policies for assessment and control of pesticides and" * "
toxic substances; developing recommendations for Agency priorities for research
monitoring, regulatory, and information-gathering activities relating to"
pesticides* and'toxic substances; developing scientific, technical, economic,
and social data bases for the conduct of hazard assessments and evaluations in
support of toxic substances and pesticides activities; directing pesticides
and toxic substances compliance programs; providing toxic substances and
pesticides program guidance to EPA Regional Offices; and monitoring, evaluatir.c,
and' assessing pesticides and toxic substances program operations in EPA
Headquarters and Regional Offices.
a. Science and Policy Analysis Staff. The Special Assistants to the
Assistant Administrator are considered members of the Assistant Administrator's
personal staff and are the principal staff advisors on program and policy
issues. Provides review and coordinates program activities to ensure sound
scientific basis for establishing criteria, standards, or regulations to protect
human health and well-being; evaluates and recommends science policy options;
reviews and evaluates rulenaking from science and policy aspects; and advises
on the overall quality of science in the OPTS; provides total program informa-
tion services for media and serves as liaison with other external interests.
Peer review of policy and scientific documents is also .the responsibility of
the Special Assistants as well as other tasfcs and assignments the Assistant
Administrator deems appropriate.
b. Office of Program Manacement Operations. The Office of Program
Management operations, under the supervision of a Director, serves as the
principal staff to the Assistant Administrator/Deputy Assistant Administrator
on matters relating to program management and administrative operations.

Represents the AA/DAA on Agency and inter-agency task forces and committees
regarding OPTS policy, administrative and program management issues and
responsibilities. Ensures that Regional resource allocation is integrated
with budget preparation. Serves as liaison with the Administrator's staff
Offices of Civil Rights and Small and Disadvantaged Business Dtilization. "
Develops data in support of requirements for testimony and other public
aopearances placed upon the AA and other principals in the Office. Coordinates
publication review and outreach programs with appropriate Administrator's
staff offices and the AA for External Affairs (OEA)". Responsibilities
described herein are carried out through two subordinate staffs: Resource
Management Staff and the Federal Register Staff.
c. Pesticide Applicator Certification and Training Program. The Pesticide
Applicator Certification and Training-Program, -under cne~management or a Director
is responsible to the Assistant Administrator for Pesticides and Toxic Substances
for direction and implementation of the Agency's regulatory and non-regulatory
pesticide applicator training and certification activities under Sections 4 and 23
of FIFRA. it is responsible for reviewing, evaluating, and assisting in the upgrading
of State, Federal, and Indian Tribe pesticide applicator certification programs'and
the supporting applicator training activities conducted cooperatively between EPA,
and the"U.S. Department of Agriculture with State Cooperative Extension Services.
The program accomplishes this by (1) cooperating with and providing direction to
EPA's Regional offices in the review, revision, and approval of FIFRA Section 4 state
CST plans; (2) cooperating with the U.S. Department of Agriculture, Extension
Service, to administer grants to State Cooperative Extension Services for pesticide
applicator training; (3)'coordinating with EPA's Regions and the OPTS Office of
Compliance Monitoring in administering grants to State lead pesticide agencies in
support of State certification activities; (4) overseeing development, approval and
implementation of Federal certification plans and programs; (5) supporting the
Office of Pesticide Programs and regulatory actions by providing appropriate outreach
and user educational programs; (6) investigating, proposing, and overseeing
implementation of the recommendations contained in the August 1985 c&T Task Force
Report; (7) working in collaboration with SLA's and SCES's to identify needed appLicato:

OFFICE OF THE DIRECTOR (OTS)
OFFICE OF TQXIC SUBSTANCES - The Office of Toxic Substances
(OTS), under the management of a Director and Deputy Director,
is responsible to the Assistant Administrator for those activities
of the Agency mandated by the Toxic Substances Control Act
(TSCA). The Director is responsible for Developing and operating
Agency program and policies for new and existing chemicals. In
each of these areas, the Director is responsible for information
collection and coordination; data development; health,
environmental and economic assessment; and negotiated or
regulatory control actions. The Director provides operational
guidance to EPA Regional Offices, reviews and evaluates toxic
substances activities at EPA Headquarters and Regional Offices;
coordinates TSCA activities with other EPA offices and Federal
and State agencies; and conducts the export notification required
by TSCA and provides information to importers. The Director is
responsible for developing policies and procedures for the
coordination and integration of Agency and Federal activities
concerning.toxic substances. The Director is also responsible
for coordinating communication with the industrial community,
environmental groups, and other interested parties on matters
relating to the implementation of TSCA; providing technical
support to international activities managed by the Office of
International Activities; and managing the joint planning of
toxic research and development under the auspices of the
Pesticides/Toxic Substances Research Committee.
POLICY STAFF- The Policy Staff, under the supervision of a
Chief, reports directly to the Director of the Office of Toxic
Substances. The Policy Staff serves as the principal source of
advice and analysis to the Director of OTS on appropriate broad
policy direction for the OTS program, interrelationships among
program policies, and the effectiveness of these policies.
Develops broad long range policies dealing with implementation
of the Toxic Substances Control Act (TSCA), Asbestos School
Hazard Abatement Act (ASHAA), Asbestos Hazard Emergency Response
Act (AHERA) and Sections 110 and 313 of the Superfund Amendements
Reauthorization Act (SARA); identifies interrelationships among
these mandated responsibilities and formulates, on a continuing
basis, a coherent set of policy positions for use in Congressional
testimony, program implementation, and in policy decisions by
OTS management; develops, formulates, and carries out short and
long-term analytical studies, both in-house and through contracts,
to support policy development. Participates on intra-agency
and interagency workgroups to help ensure consistent applications
of environmental policy across the Agency and the Federal
government. Works with other Federal agencies such as Consumer
Product Safety Commission (CPSC) and the Occupational Safety
and Health Administration (OSHA) to establish coordinated

policies related to toxic chemicals. Works closely with the
Office of Program Management and Evaluation (OPME) to ensure
that the office's program planning and resource allocation
decisions reflect OTS policy and priorities. Also provides
analytical -support to strategic planning and program evaluation
efforts.
THE OFFICE OF PROGRAM MANAGEMENT & EVALUATION - The Office of
Program Management and Evaluation (OPME), under the supervision
of the Director, serves as the principal staff office to the
Director, Office of Toxic Substances, on matters relating to
budgeting, program planning, resource management, administrative
operations, and program evaluation. In regard to these matters,
OPME recommends and implements administrative policies and
procedures Office-wide; prepares official budget submissions to
the Agency, OMB, and the congress; coordinates the development
of all planning documents; monitors and audits all resources;
evaluates program performance and recommends corrective action;
designs and implements administrative management information
systems; conducts performance agreement reviews; and provides
financial and analytical support. The Office of Program
Management and Evaluation provides the Office Director, the
Chemical Coordination Staff and TSCA Assistance Office with all
administrative, personnel management, and financial management
services. Coordinates planning activities necessary to develop
recommendations on OTS programs, including the identification
of alternative program goals, priorities, objectives and plans;
ensures that OTS program conform to the requirements of the
Paperwork Reduction Act; recommends and, as directed, conducts
reviews and evaluation of OTS programs to determine effectiveness,
efficiency and ability to attain goals and objectives, including
the development of appropriate criteria to measure program
performance and environmental results; provides inputs to the
Agency's Strategic Planning and Management System; and develops
and implements OTS-wide systems or process necessary to provide
program evaluation.

FUNCTIONAL STATEMENT - CHEMICAL CONTROL DIVISION
The Ch-emical Control Division (CCD), under the supervision
of a Director, is responsible for developing and implementing
appropriate regulatory and non-regulatory control measures for
new and existing chemicals, and for new uses of such chemicals,
found to have the potential to pose unreasonable risks to human
health and/or the environment. With respect to new chemicals,
subject to premanufacturing notices under Section 5, CCD oversees
and manages the regulatory evaluation and decision-making
process, selects appropriate control measures, implements the
necessary control actions, in the form' of either negotiated
binding agreements or promulgated orders or rules, and initiates
and carries out actions to follow up, and if necessary further
control, particularly hazardous chemicals that enter commercial
production. With respoect to existing chemicals, CCD evaluates
alternative remedial control measures under TSCA, identifies
options and makes recommendations regarding the appropriate
regulatory controls, and drafts and publishes proposed and
final rules implementing the adopted approach. With respect to
categories of chemicals, CCD develops strategies for (1)
achieving greater efficiency than is possible on a chemical-by-
chemical basis, and (2) reconciling the Office's fact-finding,
assessment and regulatory activities with respoect to new and
existing chemicals. This responsibility involves identifying,
from experience in both the new and existing chemical regulatory'
programs, likely candidates for categorical treatment under
TSCA; refining these categories to exclude less hazardous
members, ranking and establishing priorities among the evaluated
categories; developing and recommending strategies for addressing
the categories selected for treatment, and implementing the
regulatory component of the adopted strategies by developing
proposed and final rules and orders under Sections 5(a), 5(b)(4),
5(e), 5(f) and 6. The Division developes generic and chemical-
specific rules for new chemicals under Section 5 and for existing
chemicals under Sections 6 and 7 of the Toxic Substances Control
Act (TSCA); holds public hearings on such rules as required;
manages any neccesary post-promulgation programs such as review
of exemption applications; evaluates the need for, and as
appropriate develops, chemical-specific orders and notices
pursuant to Sections 5(e), 5(f), 6(b); coordinates cross-media
risk management projects; and, in cooperation with the Office
of General Counsel, supports court actions under Sections 5(e),
5{f) , and 7.

FUNCTION STATEMENT - EXISTING CHEMICAL ASSESSMENT DIVISION
The Existing Chemical Assessment Division (ECAD), under
the supervision of a Director, provides program management for
the TSCA testing and existing chemicals program. The Division
is responsible for identifying, managing the evaluation of, and
implementing non-regulatory remedial control actions for chemical
risks posed by existing chemicals to human health and the
environment. With the support of the Exposure Evaluation
Division, Economics and Technology Division, and the Health and
Environmental Review Division, ECAD evaluates chemicals and
categories of chemicals identified for priority attention.
ECAD identifies specific sources of exposure and potential
effects on human health or the environment for which testing of
hazards is warranted and evaluates the degrees of risk reflected
in the data and petitions submitted to the Agency under TSCA
Sections 4, 8, and 21. The Existing Chemical Assessment Division
develops and implements significant new use, reporting and
recordkeeping rules, and guidelines for existing chemicals
under Sections 5(a)(2) and 8 of TSCA to ensure the Agency's
access to industry data needed to identify and evaluate possible
unreasonable risks posed by commercial chemicals. ECAD also
develops and implements procedures for systematically screening
available information on existing chemicals and uses of chemicals
to identify priority chemicals or categories of chemicals for
further evaluation as possible sources of unreasonable risk to
human health or the environment. This activity includes planning
for and managing OTS efforts to screen chemicals subject to
reporting under SARA section 313. The Division manages the
assessment of chemical problems being considered for regulatory
or non-regulatory action; prepares chemical advisories and
significant new use rules for existing chemicals; and responses
to Section 21 petitions on existing chemicals not yet subject
to control action by TSCA. ECAD coordinates its chemical
assessment efforts with other EPA offices and other agencies,
as appropriate, and where necessary, serves as the Agencywide
lead in developing multi-media chemical assessments. In addition,
the Existing Chemical Assessment Division serves as the OTS
focal point for identifying and selecting specific chemicals or
categories (including "high visibility" chemicals) for testing
and strategy development under TSCA Section 4, by referral to
the National Toxicology Program, or by other means. These
activities include conducting or coordinating the review of
relevant data on candidate substances, identifying the most
appropriate testing mechanism, prepairing test rules and
conducting public hearings where appropriate, responding to
priority designations of the TSCA Interagency Testing Committee
(ITC), and evaluating requests for exemptions from testing.
ECAD manages all activities under Sections 12 and 13 relating
to exports and imports into customs territory.

FUNCTIONAL STATEMENT - ENVIRONMENTAL ASSISTANCE DIVISION
The Environmental Assistance Division (EAD) under the /
supervision of a Director, is responsible for comprehensive
public -participation, outreach, liaison, and technical assist-
ance activities to enhance development and implementation of
OTS toxic chemical use control programs under the Toxic
Substances Control Act (TSCA), the Asbestos School Hazard
Abatement Act (ASHAA), the Asbestos Hazard Response Act
(AHERA), and Title III of Superfund Amendments and Reauthor-
ization Act (SARA). Such programs include controlling and
disposal of toxic chemicals, and reducing risk by removing
chemical from the environment. The Division is also respons-
ible for implementation of statutory requirements, technical -
assistance initiatives, and outreach programs for adressing
health risks of asbestos in schools and public/commercial
buildings. The division is set up to carry out the following
goals:
Involve EPA Regions, States, interest groups and the
public in decision-making about toxic substance;
Increase understanding of toxic substances control
programs;
Enhance State and Local capabilities to carry out
toxic substances control programs;
Build a national toxic substances use control pro-
gram with EPA Regions;
Reduce risks through communication;
Develop EPA/private sector non-regulatory initia-
tives;
Develop and implement programs to control asbestos
in buildings.
The division is responsible for the implementation
of statutory requirements and other initiatives to reduce
or eliminate the risk or injury to health from asbestos in
buildings other chemical substances, and implemenation of
outreach and assistance strategies for OTS programs. EAD
serves along with certain other units of OTS as a focal point
for technical and policy information exchanges between Agency
officals and external groups to ensure appropriate public
participation in identifying and resolving environmental

issues. The division designs and conducts external notifica-
tion programs to foster mutual understanding of TSCA, ASHAA,
AHERA, andJTitle III of SARA, manages a national telephone
response -and information distribution project, sets the
quarterly OTS agenda for development and implementation of
TSCA communication strategies; conducts public hearings and
press conferences and establishes and maintains a network of
TSCA contacts in environmental, industry and labor organiza-
tions. The division serves as the focal point for outreach
coordination with other governments for administering the ASHAA
loan and grant program. BAD provides technical assistance to
Local Education Agencies (LEAs); establishes and implements
procedures for controlling asbestos containing materials for
implementation of the AHERA. The division informs and provides
Congress information about activities under TSCA, ASHAA, and
Title III of SARA. The division provides liaison activities
with interest groups and regulated entities; development of
outreach and guidance materials and information disseminations
through hotline and document distribution services, development
and distribution of the Chemical-In-B'ulletin (the official
source of information on EPA activities under statutes admin-
istered by OTS. ) EAD is also responsible for coordination
of Regional Office programs in toxic chemical control, including
regular communication efforts, strategic planning, and resource
allocation activities with Regional toxic programs.

FUNCTIONAL STATEMENT - EXPOSURE EVALUATION DIVISION
The Exposure Evaluation Division (EED), under the supervision
of a Director, is responsible for the intergrated assessment of
human and environmental exposure to chemical substances in
support of OTS risk assessment activities. EED provides
standards, guidance, and rule development support to the Chemical
Control Division and the Existing Chemical Assessment Division
for chemical, physical, and persistence properties testing,
analytical methods, field sampling, and .other exposure-related
data and studies, under Sections 4, 5, and 6 of TSCA. It reviews,
evaluates, and validates data submitted by industry and other
available information relevant to chemical exposure to humans
and the environment, and evaluates human epidemiological data
and develops guidelines for epidemiological studies. In
addition, this Division performs scientific assessments of
human and environmental exposure to chemical substances in
support of the risk assessment activities of OTS and perfoms
risk estimation and statistical support to such activities;
identifies and develops new methods and techniques for laboratory
testing, field study, and integrated evaluation of human and
environmental exposure to chemicals through intramural efforts,
extramural studies, and collaboration with the Office of Research
and Development and other Federal and international organizations;
designs, oversees, conducts, and evaluates monitoring and field
studies in support of OTS exposure assessment and risk assessment
activities; and also provides modeling support for these
activities. It is also responsible for carrying out the OTS
quality assurance program. EED is responsible for managing and
implementing Section 6(e) of TSCA and regulations promulgated
thereunder that address the manufacture, processing, distribution
in commerce, use, marking and disposal of polychlorinated
biphenyls. The Exposure Evaluation Division is also responsible
for processing all applications for exemptions from the requirements
of Section 6(e)(3)(A).

The Health and Environmental Review Division (HERD), under
the supervision of a Director, is responsible for developing
and recommending to OTS science policies related to the assess-
ment of human health and ecological effects. The Division is
responsible for assessing the hazards posed by new chemicals to
human health and the environment, and for integrating these
assessments with exposure information from other Divisions (BED
and ETD). The resulting risk assessments are used by CCD in the
TSCA Section 5 Premanufacturing Notice Program. HERD also is
responsible for evaluating new test data submitted by industry,
along with other existing toxicological information, concerning
the hazard potential of new and existing chemicals,' and for
developing and recommending specific testing requirements for
new chemicals submitted under Section 5 and for existing
chemicals under the Section 4 Test Rules Development Program
and Section 6 Existing Chemicals program. The Division develops
and periodically updates generic testing guidelines for use in
Sections 4 and 5. HERD develops and/or reviews hazard/risk
assessments for existing chemicals under Section 4 and Section
6, and for SARA Sections 110, 302, and 313. It also reviews
hazard and risk information submitted in petitions under SARA
Section 313 and TSCA Section 21. It performs reviews of hazard,
exposure and risk assessments developed by other OTS Divisions,
other EPA offices and a number of outside organizations, both
government and non-government. HERD also identifies, develops
and validates new methods and techniques for laboratory testing
and assessment of hazard and risk of chemicals to human health
and the environment through intramural efforts, extramural
studies, and individual professional scientific collaboration
with their expert counterparts in the Office of Research and
Development, academic and international organizations.

FUNCTIONAL STATEMENT - INFORMATION MANAGEMENT DIVISION
The Information Management Division (IMD), under the supervision
of a Director, is responsible for all information and security services
in support of TSCA and SARA Title III Section 313. It is the focal point
for toxic chemical information in EPA Headquarters. The Division is re-
sponsible for developing and maintaining databases on Agency toxics-related
activities; for the development of ADP systems to support TSCA and SARA
Title III Section 313 activities; for maintaining the computer network; and
for the collections and dissemination of TSCA and SARA Title III Section
313 data subbmitted to the Agency.
The Division interacts with the international chemical information
community to exchange data; develops chemical information policy; develops
long-range chemical information strategies; and performs information
integration planning for OTS to relate IMD information systems to each
other and to other OTS sources of information.
IMD is composed of two brances: the Confidential Data Branch
(CDB) and the Public Data Branch (PDB).
The Confidential Data Banch is responsible for the receipt, processing,
organization, and control of all TSCA Confidential Business Information (CBI)
including the security of documents received; the development and implement-
ation of policies and procedures for handling and transferring TSCA CBI; the
operation of the OTS Confidential Business Information Center (CBIC); and the
maintenance and updating of the TSCA Chemical Inventory. In addition, the
branch provides inventory search support to OTS staff, OCM staff, and the
chemical industry.
The Public Data Branch provides non-confidential information services
for OTS. The branch is responsible for: designing, developing and operating
computerized information systems to store and process data submitted under
both TSCA and SARA Title III Section 313; controlling the receipt and handling
of all data and documents submitted to the Agency under the various rule-
making authorities of TSCA and SARA; developing and directing literature for
information in support of TSCA Programs, and providing hardcopy and microfiche
journal articles to OTS users; operating the TSCA Public Information Office
which serves as the primary source of all TSCA and SARA 313 rulemaking and
administrative records for OTS and public use.

FUNCTIONAL STATEMENT - ECONOMICS AND TECHNOLOGY DIVISION
The -Economics and Technology Division (ETD), under the
supervision of a Director/Deputy Director is responsible for
economic, industrial chemistry, engineering analyses in support
of the Toxic Chemical Release Inventory under section 313'of
Title III of the Superfund Amendments and Reauthorization Act
of 1986 (SARA). Supports the Chemical Control Division and the
Exposure Evaulation Division by supplying any economic, industrial
chemistry, and engineering support needed for Section 4, 5 and 8
rulemaking and for Section 5 and 6 assessment activities. Provides
technological input into major risk assessment activities. Pro-
vided technological input into major risk assessments conducted
by OTS. Develops regulations and programs implementing the Toxic
Release Inventory reporting requirements under Title III of SARA
and manages the process for modifying the list of Toxic Chemicals
subject to reporting. Provides support to the Office of Solid
Waste and Emergency Response for other programs under Title III;
participates in the development of regulations within OTS, en-
suring that economic and technical feasibility issues are fully
considered; provides engineering, industrial chemistry, and
economic analyses as part of the initial; detailed, and followup
reviews of premanufacture notices; and conducts assessments of
the overall economic, engineering, and industrial chemistry
impacts of TSCA regulatory actions and OTS non-regulatory
