                             FOREWORD
Under a series of documents exchange agreements with environmental
agencies in other countries, EPA is building a collection of environ-
mental reports issued by foreign governments and international organi-
zations.  This is a monthly announcement listing of foreign documents
received through the exchange agreements.

The original documents can be obtained through the Library Systems
Branch  (see back page for order form).  Nbre detailed English abstracts
can be provided when required.  Full text translations, which are expen-
sive, should be requested only when essential for operation of EPA programs.
Translation Services Requisition form #1350-1 is used to request trans-
lations.

A computerized search system is being developed which will allow future
retrieval of these summaries by:

            This Law, as amended by the Implementing Act to the May 24,
1968 Law on Violations (BGB1.  i} s. 503), specifies the types of construc-
tion machinery, such as excavators, compressed-air hammers, and circular
saws, that come under the purview of this legislation.  The Law requires
that the operators of such machinery take steps to prevent avoidable noise
and to reduce, to the extent that technology permits, unavoidable noise.
Owners and operators of such construction machines, as well as the owners
of the properties on which the machines are operating, are required to grant
access to official inspectors  charged with the taking of measurements to
ascertain noise levels.  The Law also specifies the composition of the Com-
mittee on Protection against Construction Noises,  that operates under the
aegis of the Federal Ministry  of Health.

            These four pamphlets, each separately paginated, contain general
industrial standards for the reduction of noise levels in above-ground
structures.   The first is a discussion of concepts including noise levels
and noise pressures, sound dampening, architectural acoustics, and sound
absorption.   The second pamphlet is concerned with architectural require-
ments such as the soundproofing of walls  and ceilings, connecting corri-
dors and shafts, determination of acoustical sufficiency and protection in
technical facilities against internal and external noise.  The third deals
with specific examples of anti-noise protection measures for walls,  ceil-
ings, shafts, and corridors.  The fourth pamphlet  is concerned with  float-
ing plaster-stone techniques and instructions for builders.

            These General Provisions deal with definitions of construction
sites, construction machinery, and with noise immissions, immission thresh-
olds in decibels, measurements for the abatement of construction noises,
and with the ascertainment of estimated noise levels.  The five appendixes
concern the calculation of the noise level at the  immission site from the
noise  level at the measurement site, procedure for determining the average
level  of measurement data, the compilation of individual estimated levels
for an overall estimate of the noise level, measurement protocols, and
measures for the reduction of construction noise.

            These Norms contain certain rules to be considered as noise-
protection measures in urban planning.  The document covers data useful
in the determination of noise emissions, the transmittal and extent of
noise  as well as on noise immission and its evaluation.

            Section 8 of this Act provides for licensing, inspection and
certification of aircraft, airports and facilities, and for regulation of
personnel employed on aircraft or at airports.  Authority to control air-

            Section 19 of this Act amends the Civil Aviation Act, 1949, to
include provisions for control of aircraft noise and supersonic flight.  It
defines authority to prohibit aircraft from landing in the United Kingdom
unless they carry certificates of compliance with noise standards.  Provi-
sions are established to regulate or prohibit flight of aircraft over the
United Kingdom at speeds in excess of Mach 1.

            Section 29 of this Act empowers the Secretary of State to make
regulations concerning noise and vibrations at airfields.   Landing and take
off procedures may be regulated to reduce noise levels.  Any aircraft oper-
ator who fails to comply with such regulations may be prevented from using
airport facilities.  The Secretary of State may order the manager of an
airport to take measures to reduce noise and vibrations at the airfield.
The manager may also be required to install at his own expense any equip-
ment deemed necessary for measuring noise levels in the vicinity of the
airport.

            The Act empowers the Minister of Agriculture,  Fisheries and
Food, and the Secretary of State, acting jointly, to make regulations con-
cerning the labeling of products that are used in gardening and farming for
the control of plant pests and diseases.   These products include those
items used to repel or kill insects, birds and animals, to control plant
diseases, or to destroy weeds and unwanted plant growth.  Section 1 (3)
requires that  the ministers, prior to making regulations, consult with
those organizations whose interests will be affected by the regulations.

            The Act empowers the Secretary of State to make regulations con-
cerning the use of hydrogen cyanide for the fumigation of any premises or
articles within an enclosed area.  The provisions of this Act nay be extend-
ed to other substances by an Order in Council.  The Schedule describes pro-
cedures for investigating accidents or deaths associated with any fumigation
process.

            The Hydrogen Cyanide  (Fumigation of Buildings) Regulations,
1951, No. 1759  (Statutory Instruments, 1951, No. 1759) and the Hydrogen Cy-
anide  (Fumigation of Ships) Regulations, 1951, No. 1760  (Statutory Instru-
ments, 1951, No. 1760) require that the person in charge of the operation
must be trained and experienced in fumigation work.  Substances which might
be dangerous to the operation must be removed and appropriate warning signs
displayed.  Certain other protective measures must be taken and certified
by the fumigator.  After fumigation, the operator must ascertain that the
premises are safe for reoccupation and sign a certificate of clearance.
The two regulations vary only slightly to satisfy the various requirements
of building and ship fumigation.  The Schedules contain forms to be com-
pleted by local authorities and the fumigator, first aid regulations and
requirements for safety tests after fumigation.

            This Act authorises a retail drug business under supervision of
a registered pharmacist to sell poisons upon registration and payment of a
fee.  Poison containers must be labeled with name of poison, its proportion
and address of seller.  Certain poisons may be sold only to authorized per-
sons who must sign for them.  Section 16 and Schedule 2 establish the Poi-
sons Board which lists poisons subject to the Act.   The Secretary of State
is responsible for regulation of preparation,  storage, labeling, transport
and sale of poisons.  The Pharmaceutical Society of Great Britain is re-
sponsible for registering pharmacists and inspecting premises to secure
compliance with this Act.  Local authorities are responsible for compliance
by persons not authorized as sellers of poison under the Act.

            This Act defines procedures for maintenance of the Annual Reg-
ister of Pharmaceutical Chemists by the Council of the Pharmaceutical Soci-
ety of Great Britain.  Only registered pharmacists may sell poisons under
the Pharmacy and Poisons Act, 1933, c. 25.   The Fourth Schedule explains
the extent of repeal and amendment of the Pharmacy and Poisons Act, 1933.

            The Poisons Rules, issued by the Poisons Board in accordance
with The Pharmacy and Poisons Act of 1933, provide for control of all  poi-
sons with certain sections referring specifically to pesticides.   Poisons
listed in Part A of Schedule 5 may be sold generally but are restricted to
specific uses  (e.g., horticulture, photographic processing) which must be
stated on label, while those in Part B may be sold only to persons requir-
ing them for agricultural and horticultural business.  Rule 18 prohibits
sale of strychnine and certain other poisons except to persons engaged in
pest control business and certified according to Schedule 13.  Rule 19 out-
laws sale of cyanide poisons except to certain institutions, by wholesale
or for export.  In Schedule 15, certain herbicides and pesticides which
must be dyed a distinctive color are listed.  Other provisions concern
storage, transportation, types of containers and labeling requirements.

            Part III of this Act provides that the Minister of Agriculture,
Fisheries, and Food may make regulations concerning the methods to be used
for controlling rodents, insects, and other pests.  Noncompliance with
these regulations subjects the violator to fines up to 100 pounds and an
additional 200 pounds for each subsequent offense.

            Section 76 of this Act empowers  the Minister to make regulations
concerning the health and safety of persons  employed in the manufacturing
industry.  Regulations may be made to apply  .to all factories, to certain
classes of factories or to an individual  plant.  Power of entry and inspec-
tion is granted.  Regulations made under this Act are subject to review by
Parliament.  (Regulations dealing with factories using radioactive sub-

             This Decree, issued in pursuance of the 1934 Safety Law, stipu-
lates that the number of workers exposed to ionizing radiation must be kept
as low as possible and that appropriate measures must be taken to prevent
external radiation and contamination.  It prescribes maximum permissible

             This Decree contains provisions for keeping a register to fa-
cilitate the determination of the quantity of fissionable material and ore
present in the Netherlands.  The amount and chemical and physical condition
of fissionable materials or ores have to be registered at regular intervals
with the Director of Central Services for Import and Export under the
Minister of  Economic Affairs.

            This Act, as amended by the Removal and Disposal of Vehicles
(Alteration of Enactments) Order, 1967, No. 1900, assigns to the Minister
the power to provide by regulation for the removal of illegally parked or
abandoned vehicles.  Prior to removal, notice must be given to the owner
of the land where the vehicle is found.  If a vehicle is to be destroyed,
notice to that effect must be posted, permitting the owner of the vehicle
time to claim it.  Charges for the removal, disposal, or storage of a
vehicle may be recovered from the owner.

            This Law forbids directly or indirectly introducing pollutants
or wastes into Belgian coastal waters or into internal water networks and
drainage systems.  Regulations governing public sewers are to be set by the
Crown, which may forbid manufacture, sale, importation and use of products
likely to cause water pollution.  By Article 5, all discharges into water
are subject to public authorization.  The Law creates three Associations
for Water Purification which are responsible for carrying out programs for
the purification of waste water and for investigating possible causes of
pollution.  The Associations receive their operating funds from: (1) capi-
tal subscriptions, (2) state subsidies, (3) loans, (4) contributions from
the provinces and from businesses linked up to the public sewers,  (5) sale
of purified water and other services.  Violators of the Law are subject to
fines and prison terms.
