                                  FOREWORD
Under a series of documents exchange agreements with environmental
agencies in other countries, EPA is building a collection of environ-
mental reports issued by foreign governments and  international organi-
zations.  This IE a monthly announcement  listing  of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the Library Systems
Branch (see back page for order form).  More detailed English abstracts
can be provided when required.  Full text translations, which are expen-
sive, should be requested only when essential for operation of EPA
programs.  Translation Services Requisition form  #1350-1 is used to re-
quest translations.

A computerized search system Is being developed which will allow future
retrieval of these summaries by: •

POLLUTION CONTROL PROGRAH.  THE COMPANY IS SPENDING $400,000 ANNUALLY IN A SIX-YEAH
ANTI-POLLUTION PROGRAM.  THE VERDICT OF GUILTY RETURNED AGAINST THE COHPANY IS THE APPEAL COURT'S
FIRST RULING ON THIS TYPE OF DEFENSE WHICH HAS BEEN USED BY SEVERAL COMPANIES IN LOWER COURT
LITIGATION WITH MIXED RESULTS.  THE CASE HAS NOW BEEN SENT BACK TO A LOWER CODRT TO ASSESS

    THIS DECREE PROVIDES FOR THE CREATION OF THE COMMISSION OF THE NATIONAL HATER RESOURCES
DEVELOPMENT PLAN  (COPLANAHH) RHICH HILL CENTRALIZE ALL ACTIVITIES CONCERNING THE PROTECTION AND
DEVELOPMENT OP VENEZUELA'S HATER RESOURCES.  THE MEMBERS OF THE COMMISSION RILL BE HIGH RANKING
EXECUTIVE OFFICIALS UNDER HHOSE AUTHORITY RILL BE THE EXECUTIVE OFFICE, COMPOSED OF A SECRETARY
AND STAFF RESPONSIBLE FOR CONDUCTING RESEARCH IN FORMULATING THE NATIONAL HATER RESOURCES
DEVELOPMENT PLAN.  THE COMMISSION HILL ALSO INTERACT HIT!?  PUBLIC AND PRIVATE AGENCIES IN THE
FORMULATION OF THE PLAN, AND ALL HATER RESOURCES PLANNING  MUST BE APPROVED BY THE COMMISSION TO
INSURE COMPLIANCE HITH THE PLAN.  THE ACTIVITIES OF THE COMMISSION HILL BE FINANCED BY ALLOCATIONS
FROM THE MINISTRY OF PUBLIC HORKS.  THE MINISTERS OF DEVELOPMENT; PUBLIC RORKS; HEALTH AND SOCIAL
SECURITY; AGRICULTURE; AND KINES AND ENERGY ARE RESPONSIBLE FOR IMPLEMENTING THE PROVISIONS OF
THIS DECREE.

    THIS DECREE SUPERSEDES DECREE 901 OF AUGDST 18, 1967, WHICH ORIGINALLY  PROVIDED FOR THE
CREATION AND OUTLINED THE ACTIVITIES OP THE VENEZUELAN COMMISSION OP THE NATIONAL WATER RESOURCES
DEVELOPHEBT PLAN.  THIS NEW DECREE PROVIDES FOR AN INCREASE IN THE  MEMBERSHIP  OF THE COMMISSION
AND SPECIFIES THE PROGRAMS ADMINISTERED BY THE NATIONAL WATER RESOURCES PLAN.   INCLUDED AMONG THE
PROGRAMS FORMULATED WITHIN THE PLAN ARE THOSE CONCERNING WATER SUPPLY, SEWAGE, IRRIGATION,  FLOOD
CONTROL, SANITATION, CANALIZATION, RIVER PORTS, HYDROELECTRIC ENERGY, FISH  CULTURE, CONSERVATION,
AND WATER RECREATION.  WITH THE AID OF ITS EXECUTIVE OFFICE, WHICH  CONDUCTS RESEARCH IN FORMULATING
THE PLAN, THE COHISSIOH COORDINATES AND MUST APPROVE ALL ACTIVITIES PBHTAINIHG TO THE PROTECTION
AND DEVELOPMENT OF VENEZUELA'S WATER RESOURCES.  THE COMMISSION IS  FINANCIALLY SUPPORTED BY THE
MINISTRY OF PUBLIC WORKS.  THE MINISTERS OF DEFENSE, DEVELOPMENT, PUBLIC WORKS, HEALTH AND  SOCIAL
SECURITY; AGRICOLTURE; AND MINES AND ENERGY WILL IMPLEMENT THE DECREE.
