                               FOREWORD

Under a series of documents exchange  agreements with  environmental
agencies in other countries,  EPA is building  a collection of environ-
mental reports issued by foreign governments  and  international organi-
zations.  This is a monthly announcement  listing  of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the  Library Systems
Branch (see back page for order form)„   More  detailed English abstracts
can be provided when required.  Full  text  translations, which are  expen-
sive, should be requested only when essential for operation of EPA
programs.  Translation Services Requisition form  #1350-1  is used to re-
quest translations.

A computerized search system is being developed which will allow future
retrieval of these summaries  by:

                     ENVIRONMENTAL CONSERVATION LAW, AND PERIODICALLY WORK GROUPS CONSISTING  OF MEMBERS OF THE ASSEMBLY
                     AND THE DISTRICT COUNCIL INSPECT INDUSTRIAL FACILITIES TO  INSURE  COMPLIANCE WITH THE LAW.  TO

PROVIDE THAT THE FEDERAL GOVERNMENT MUST TAKE INTO ACCOUNT NATURAL AND. CULTURAL  SITES  IN ISSUING
LEGISLATION AND PERFORMING DUTIES SUCH AS ROAD-BUILDING, GRANTING  OF  PERMITS AND OF FUNDS.   IT
MAY ALSO PROVIDE SUBSIDIES FOR UPKEEP OF SUCH SITES AND TAKE DIRECT PREVENTIVE.ACTION  IN SOME
CASES.  THE GOVERNMENT IS OBLIGATED TO ESTABLISH AN INVENTORY OF SUCH OBJECTS AND CONSULT IT IN
PLANNING NATIONAL PROJECTS.  THE LAW ESTABLISHES A FEDERAL SECTION FOR PROTECTION AND  THE NATIONAL

120 SUBSTANCES AND 25 COMBINATIONS IN THE AIR.  A FACILITY HAS COMPLETED  ON THE COAST OF THE
CASPIAN SEA LAST YEAR HHICH PROCESSES MECHANICALLY, BIOLOGICALLY AND CHEMICALLY 200,000  CUBIC
METERS OF INDUSTRIAL HASTEHATER DAILY.  EXPENDITURES FOR ENVIRONMENTAL PROTECTION IN THE USSR IN
1972 ARE ESTIMATED AT MORE THAN 11 BILLION RUBLES.  DEVELOPMENT OF NEH TECHNOLOGY TO EFFECTIVELY
ELIMINATE INDUSTRIAL WASTES IS BEING URGED IN VIEH OF THE CONTINUING PROBLEM.

CAPABLE OF SERVING TWO MILLION PEOPLE, AND PLANS TO CONSTRUCT ADDITIONAL  STATIONS IN  STAGES UP TO
1981.   THE CITY HAS OBTAINED LOANS FROM THE SPANISH MINISTRY OF  PUBLIC  WORKS TO FINANCE 50 PERCENT
OF THE PROJECTS, AGREEING TO REPAY THE LOANS WITHIN TWENTY YEARS.  OTHER  MUNICIPALITIES ALONG THE
MANZANARES ALSO PLAN THE CONSTRUCTION OF TREATMENT STATIONS.  THE ARTICLE ACKNOWLEDGES THAT THE
DE3RSE OF SUCCESSFUL POLLUTION CONTROL DEPENDS NOT ONLY ON THE UNIFIED  ACTION OF LOCAL
MUNICIPALITIES, BUT ALSO ON THE COSTS OF CONSTRUCTION AND THE FUTURE  AVAILABILITY OF  FUNDS.

OF WATER LEGISLATION OF THE USSR AND FEDERATED REPUBLICS" AND THE RESOLUTION  "ON  INTENSIFYING  THE

URAL RIVER BASINS, UNDER THE SUPERVISION OF THE MINISTRIES OF FISHING OF THE  USSR AND OF THE RIVER
FLEET OF THE RSFSR.   IN ADDITION, ENFORCEMENT PROCEDURES FOR INDUSTRIAL WATER POLLUTION  CONTROL
ARE BRIEFLY DISCUSSED, NOTING THAT POLLUTING INDUSTRIES MAY BE PENALIZED BY FINES OR ORDERED TO
