                                  FOREWORD
Under a series of documents exchange  agreements with  environmental
agencies in other countries, EPA is  building a collection of  environ-
mental reports issued by foreign governments and  international organi-
zations.  This is a monthly announcement  listing  of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the Library Systems
Branch (see back page for order form).  More detailed English abstracts
can be provided when required.  Full  text  translations, which are expen-
sive, should be requested only when  essential for operation of EPA
programs.  Translation Services Requisition  form  #1350-1 is used to re-
quest translations.

A computerized search system is being developed which will allow future
retrieval of these summaries by:

24-HOUR AVERAGE OF PARTICLES PER CUBIC METER OF CITY AIR HAS BEEN INCREASED FROM 90 TO 120
MICROGRAHS, SINCE THE PREVIOUS LEVEL PROVED UNREALISTIC.  2.  THE LEGAL LIMIT FROM A FIXED
SOURCE REMAINS UNCHANGED AT A ONE-HALF-HOUR AVERAGE OF 100 MICROGRAMS.   3.  CADMIUM EMISSION
STANDARDS HAVE BEEN HALVED TO A HALF-HOUR AVERAGE OF FIVE MICROGRAMS PER CUBIC METER OF AIR.  THE
NEH AMBIENT AIR QUALITY LEVEL IS A 24-HOUR AVERAGE OF TWO MICROGRAMS.  4.  HYDROGEN CHLORIDE AND
NITRIC ACID EMISSION LEVELS WERE REDUCED SINCE THE OLD STANDARDS WERE FOUND TO BE TOO STRINGENT.
5.  GUIDELINES, RATHER THAN REGULATIONS, HERE ISSUED FOR VINYL CHLORIDE AIR LEVELS, BUT
U.S.-CANADIAN RESEARCH HAY LEAD TO LEGAL LIMITS FOR THIS SUBSTANCE.  6.  BERYLLIUM EMISSION LEVELS

THE FEDERAL REGULATION FOR PROTECTION OF WATER FROH WATER-ENDANGERING SUBSTANCES, EFFECTIVE AS OF
JULY 1, 1974, PROVIDES THAT OLD TANK INSTALLATIONS BUST APPROACH THE SAFETY LEVELS OF NEW
INSTALLATIONS IN THE FUTURE.  ACCORDING TO THE FEDERAL COUNCIL, IT WILL REQUIRE SOHE TIME FOR ALL
OF THE COUNTRY'S APPROXIMATELY 450,000 TANKS TO MEET THESE STANDARDS, AND A PRIORITY PROGRAM MUST
BE ESTABLISHED.  THIS INFORMATION WAS PROVIDED BY THE FEDERAL COUNCIL IN ANSWER TO AN INQUIRY ABOUT
AN ACCIDENT INVOLVING OIL FROM THE TANKS OF A PETROLEUM COMPANY IN VERNIER IN THE CANTON OF GENEVA.
