                               FOREWORD
Under a series of documents exchange agreements  with  environmental
agencies in other countries,  EPA is building a collection  of  environ-
mental reports issued by foreign governments and international  organi-
zations.  This is a monthly announcement  listing of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the  Library Systems
Branch (see back page for order form).  More detailed English abstracts
can be provided when required.  Full text  translations,  which are  expen-
sive, should be requested only when essential for operation of  EPA
programs.  Translation Services Requisition form #1350-1 is used to  re-
quest translations.

A computerized search system is being developed  which will allow  future
retrieval of these summaries by:

DAMAGE.  THE BODY OF THE BILL, DIVIDED INTO FOUR CHAPTERS, SETS FORTH ENVIRONMENTAL GUIDELINES,
FORMULATES THE NATIONAL ENVIRONMENTAL PROTECTION PLAN AND CREATES THE NATIONAL ENVIRONMENTAL

LAWS OR REGULATIONS IN IMPLEMENTATION OF THE REQUIREMENT.  OTHER  FEDERAL  BASES  FOR SUCH
ORGANIZATIONS INCLUDE THE FEDERAL TANK REGULATION  (1967), THE GENERAL  WATER PROTECTION REGULATION
OF 1972, AND THE REGULATION FOR PROTECTION OF WATER FROM POLLUTION  (1972).   OP  THE 19 CANTONS AND
HALF-CANTONS SURVEYED FOR THE ARTICLE, SEVEN HAVE A SPECIAL OIL BRIGADE LAW OH  REGULATION.  MOST
CANTONS ASSIGNED FORMATION OF TRAINED OIL BRIGADE PERSONNEL TO  THE FIRE DEPARTMENT INSPECTORATE OB
TO THE SEA POLICE.  PERSONNEL TRAINING SESSIONS LAST FROM ONE TO  THREE DAYS, AMD COSTS ARE BORNE
BY CANTONS AND COMMUNITIES.  THE OIL ALARM REPORTING PLAN IDENTIFIES JURISDICTIONAL AREAS TO BE
NOTIFIED IN CASE OF EMERGENCY AND PROVIDES FOR INTERNATIONAL COOPERATION.

                     FIRST ENTERPRISE IN THE COUNTRY TO HIDBLY UTILIZE ION-EXCHANGE PURIFICATION  TO CATCH HETAL
                     PARTICLES IN HASTEHATER AND BIOLOGICAL PURIFICATION METHODS, BY HHICH 99.9 PERCENT OF CYANIDE,
                     94 PERCENT OF COPPER AND 99 PERCENT OF LEAD RESIDUES ARE BEHOVED FROH HASTEHATER.
