                                  FOREWORD
Under a series of documents exchange  agreements with  environmental
agencies in other countries, EPA is building a collection of  environ-
mental reports issued by foreign governments and  international organi-
zations.  This is a monthly announcement  listing  of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the Library Systems
Branch (see back page for order form).  More detailed English abstracts
can be provided when required.  Full  text  translations, which are expen-
sive, should be requested only when essential for operation of EPA
programs.  Translation Services Requisition form  #1350-1 is used to re-
quest translations.

A computerized search system is being developed which will allow future
retrieval of these summaries by:

PROTECTION BOARD  (NEPB).  THE ORDINANCE FORBIDS  BURNING  OF FUEL  OIL CONTAINING OVER 2.5 PERCENT BY
WEIGHT OF SULFUR.  COUNTY ADMINISTRATION AUTHORITIES  MAY GRANT EXEMPTION FROM THE RULE IN CERTAIN
CIRCUMSTANCES.  SELLERS ARE REQUIRED TO PROVIDE  INFORMATION  ABOUT THE SULFUR  CONTENT OF THEIR
PRODUCT.  THE INSTRUCTION ALLOWS USE OF FUEL OIL WITH A  HIGHER SULFUR CONTENT 1)  BY INSTALLATIONS
WITH FLUE GAS CLEANING DEVICES TO KEEP SULFUR DIOXIDE EMISSIONS  AT THE SAME LEVEL AS THEY ARE WITH
THE LOWER SULFUR-CONTENT FUEL, 2) FOR AN INDUSTRIAL  PROCESS  FROM  WHICH SULFUR DIOXIDE DOES NOT

    THIS ARTICLE SUMMARIZES  THE  PROCEEDINGS  OF  A  CONFERENCE, SPONSORED BY THE NATIONAL  ASSOCIATION
FOR THE PPOTECTION OF HATERS AND THE  PERIODICAL "NUISANCES ET ENVIPONNEMENT," WHICH UNDERTOOK  AN
ASSESSMENT OF THE TEN YEAR PERIOD FOLLOWING  THE ENACTMENT OF THE DECEMBER 16, 1964 HATER  LAH  IN
FRANCE.  MR. ANDRE JARROT, MINISTER FOR  THE  QUALITY OF LIFE, POINTED OUT THAT FIVE OF THE LAW'S
IMPLEMENTING DECREES, HHICH  WOULD HAVE PERMITTED  THE ESTABLISHMENT OF "QUALITY OBJECTIVES"  FOR
EACH OF THE COUNTRY'S MAJOR  RIVERS, HAD  YET  TO  BE ADOPTED.  THE MINISTER INDICATED THAT THE FIRST
SUCH DECREE WOULD BE SUBMITTED FOR APPROVAL  DURING THE COURSE OF THE YEAR ALONG WITH A  METHOD
OF ESTABLISHING QUALITY OBJECTIVES FOR THE FOUR REMAINING WATERWAYS.  ALSO DISCUSSED AT THE
MEETING WERE THE BASIN AGENCIES  CREATED  BY THE  HATER LAW, WHICH HERE JUDGED TO HAVE SIGNIFICANTLY
REDUCED POLLUTION.  A BRIEF  REVIEW OF THEIF  ROLE  AND FUNCTIONS IS INCLUDED IN THE ARTICLE.

    THIS ARTICLE REVIEWS THE BRANCH CONTRACT POLICY INSTITUTED BY THE FRENCH MINISTER FOR THE
QUALITY OF LIFE FOR THE REDUCTION OF  INDUSTRIAL POLLUTION.   INITIATED IN 1972 WITH THE PAPER AND
PULP BRANCH OF INDUSTRY, THE POLICY GUARANTEES  FINANCIAL  ASSISTANCE TO POLLUTING INDUSTRIES HHICH
CONSENT TO AN 80 PERCENT REDUCTION OF THEIR  POLLUTING  DISCHARGES WITHIN  A FOUR YEAR PERIOD.
ASSISTANCE FROM THE ADMINISTRATION IS PROVIDED  IN THE  FORM OF REDUCTIONS IN THE PAYMENT OF FEES TO
THE WATER BASIN AUTHORITIES, AS  HELL  AS  BY GRANTS GENERALLY AMOUNTING TO 10 PERCENT OF THE TOTAL
INVESTMENTS NECESSITATED BY THE  CONVERSIONS.  AS  A CONDITION OF THE CONTRACT NEW FACILITIES ARE
REQUIRED TO CONFORM TO EXISTING  STANDARDS.   FOUR  SUCH  CONTRACTS HAVE THUS FAR BEEN ENDORSED.   THE
PAPER AND PULP INDUSTRY, THE SUGAR MANUFACTURERS, AND  MORE RECENTLY THE  YEAST AND LEAVENING
PRODUCERS ALONG HITH THE DISTILLING INDUSTRY HAVE ALL  CONTRACTED TO REDUCE THEIR CONTRIBUTION  TO
INDUSTRIAL POLLUTION.

                     COLLECTED ARE IN TURN REDISTRIBUTED IN THE FORM OF  LOANS OR  SUBSIDIES TO  PROMOTE THE ESTABLISHMENT
                     OF ADDITIONAL HASTEWATER TREATMENT PLANTS.   ACCORDING  TO MR. SUZANNE, THE SERVICES PERFORMED BY
                     THE AGENCY HAVE RESULTED IN A 14 PERCENT DECREASE IN POLLUTION  SINCE 1968.

                     PROCESSES MUST BE SUBMITTED TO  THE  BUREAU,  WHICH MUST THEN DETERMINE THE OPTIMAL METHOD FOR
                     NEUTRALIZING WASTE DISCHARGES FROM  THOSE  PROCESSES.   THEREFORE, NO NEW INDUSTRIAL INSTALLATIONS
                     MAY BE PUT INTO OPERATION WITHOUT A GUARANTEE OF AN  EFFECTIVE  SYSTEM OF WASTE PURIFICATION.   ALSO
                     NOTED ARE THE ECONOMIC ADVANTAGES OF PURIFICATION FACILITIES BY WHICH WASTEHATER CAN BE RETURNED
