                               FOREWORD
Under a series of documents exchange  agreements with  environmental
agencies in other countries,  EPA is building  a collection  of  environ-
mental reports issued by foreign governments  and  international  organi-
zations.  This is a monthly announcement  listing  of foreign documents
received through the exchange agreements.

The original documents can be obtained  through the  Library Systems
Branch (see back page for order form).  More  detailed  English abstracts
can be provided when required.  Full  text  translations, which are  expen-
sive, should be requested only when essential for operation of  EPA
programs.  Translation Services Requisition form  #1350-1  is used to  re-
quest translations.

A computerized search system is being developed which will allow future
retrieval of these summaries  by:

    THE BELGIAN CONTROVERSY OVER FLUORIDE  EMISSIONS PHOH THE BATER CHEMICAL  PLANT  IS BRUGES HAS
BEEN RESOLVED WITH THE APPROVAL OF A  MINISTRY OF EMPLOYMENT AND LABOR DECREE STATING NEW STANDARDS
FOR THESE EMISSIONS.  EARLIER RESTRICTIONS IMPOSED ON THE EMISSIONS CEASED TO BE EFFECTIVE ON
MARCH 15, THE DATE ON WHICH THE PLANT WAS  DUE TO BEGIN OPERATIONS WITH A TALLER SMOKESTACK;
HOWEVER, BECAUSE THE CONSTRUCTION  OF  THE  STACK WAS REJECTED AS AN INADEQUATE MEASURE BY THE STATE
SECRETARY FOR FLEMISH LAND PLANNING,  NEW EMISSION RESTRICTIONS BECAME NECESSARY.   BASED ON SIMILAR
GERMAN LEGISLATION, THE STANDARDS  LIMIT FLUORIDE EMISSIONS TO 300 TO 500 GRAMS PER HOUR.
BEGINNING IN 1976 THIS EMISSION LEVEL IS TO BE REDUCED BY 50 PERCENT, DECREASING THE AMBIENT AIR
QUALITY LEVEL FOR FLUORIDE TO THREE HICROGHAMS PER CUBIC METER.  THE PLANT IS IN THE PROCESS OF
INSTALLING THE NECESSARY EQUIPMENT TO CONFORM WITH THESE REGULATIONS.

INSTALL ANTI-POLLUTION EQUIPMENT OR TO TRANSFER  OPERATIONS BECAUSE OF THEIR HAVING  BEEN  DECLARED
SOURCES OF POLLUTION BY THE GOVERNMENT.  UPON  MEETING CERTAIN CONDITIONS, INDUSTRIALISTS MAY
SOLICIT ECONOMIC ASSISTANCE FROM THE MINISTRY  OF FINANCE TO FIGHT POLLUTION.  ECONOMIC  ASSISTANCE
HAY TAKE THE FORM OF LOANS, SUBSIDIES  OR TAX INCENTIVES, THE AMOUNT OF WHICH IS  COMPUTED BY THE
GOVERNMENT AT THE PROPOSAL OF THE MINISTRY OF  FINANCE.  THE DECREE ALSO PROVIDES FOR A  SYSTEM OF
VIGILANCE AND REVOCATION OF BENEFITS WHERE NECESSARY.
