                                  FOREWORD
Under a series of documents exchange agreements with environmental
agencies in other countries, EPA Is building a collection of environ-
mental reports issued by foreign governments and International organi-
zations.  This is a monthly announcement listing of foreign documents
received through the exchange agreements.

The original documents can be obtained through the Library Systems .
Branch (see back page for order form).  More detailed English abstracts
can be provided when required.  Full text translations,  which are expen-
sive, should be requested only when essential for operation of EPA
programs.  Translation Services Requisition form #1350-1 is used to re-
quest translations.

A computerized search system is being developed which will allow future
retrieval of these summaries by:

    THIS REGULATION, ISSUED PURSUANT TO THE MARCH 15, 197U FEDERAL IHMISSIONS  LAW, LIMITS THE
PERMISSIBLE SULFUR CONTENT BY WEIGHT OF LIGHT HEATING OIL AND OF DIESEL FUEL AS  FOLLOWS:   FROM
MAY 1, 1975 TO 0.55 PERCENT; FROM MAY 1, 1976 TO 0.50 PERCENT; AND FROM JANUARY  1, 1979  TO 0.30
PERCENT.  THE RESPONSIBLE AUTHORITIES MAY GRANT EXEMPTION FROM THESE MAXIMUMS  UNDER  TWO  STIPULATED
CIRCUMSTANCES FOR LIMITED PERIODS OF TIME.  THOSE WHO PRODUCE, PROCESS, IMPORT OR  DISTRIBUTE THESE
PRODUCTS MUST KEEP RECORDS INDICATING THE SUPPLIER.  AT THE REQUEST OF THE AUTHORITIES,  THEY MUST
PROVIDE A DECLARATION AS TO THE COMPOSITION OF THE HEATING OIL OR DIESEL FUEL  ACCORDING  TO THE
MODEL APPENDED TO THE REGULATION.  IMPORTERS MUST ALSO PROVIDE CUSTOMS OFFICIALS WITH SUCH A
DECLARATION FROM THE PRODUCER OR PROCESSER, WHICH MUST ACCOMPANY THE SHIPMENT  TO ITS FIRST

FACILITY TO EMPLOY MORE THAN ONE IMMISSIONS CONTROL OFFICER TO ADEQUATELY MEET CONDITIONS  OF THE

INFORMATION FROM THE MEASURING  STATIONS WILL BE  RECEIVED AND PROCESSED  INITIALLY BY REGIONAL
SUBSTATION COMPUTERS AND THEN RELAYED OVER  TELEPHONE WIRES  TO  THE CENTRAL COMPUTER FOR EVALUATION
AND STORA3E.  IN CASE OF EMERGENCY, THE SUBSTATION COMPUTERS WILL AUTOMATICALLY ALERT THE CENTRAL
ONE.  POLLUTANTS TO BE MEASURED INCLUDE:  DUST,  SUIFUR DIOXIDE,  NITROGEN OXIDES, HYDROCARBONS,
OZONE, CARBON MONOXIDE AND CARBON DIOXIDE.   ACCORDING  TO THE ARTICLE RECENT FEDERAL LEGISLATION,
SUCH AS THE APRIL 1, 1974 FEDERAL IMMISSIONS LAW, MAKES GREATER AUTOMATION OF AIR POLLUTION

                     STEEL-REINFORCED CONCRETE IN A HALL FROM 100 TO 200 KG. INCREASES SOUNDPROOFING BY AN  AVERAGE OF  4

AMINOTRIAZOLE WAS FOUND TO ACCUMULATE IN TISSUES WITH A RAPID CELL TURNOVER, FOR EXAMPLE IN THE
BONE MARHOW, 3ASTRO-INTESTINAL MUCOSA, AND IN PARTS OF THE SPLEEN, THE THYMUS. AND LYMPH NODES.  IN
THESE TISSUES IT INTERFERES WITH SOME FACTORS OF CELL DIVISION, FOR EXAMPLE WITH PURINE SYNTHESIS.
THE SUBSTANCE IS THEREFORE A POTENTIAL HEALTH HAZARD.  A TERATOLOGICAL STUDY OF AMINOTRIAZOLE
INDICATED THAT ALTHOUGH IT MAY CAUSE SMALL AND IMMATURE FETUSES, IT DOES NOT CAUSE MALFORMATIONS.
THE PUBLICATION PROVIDES SWEDISH AND ENGLISH SUMMARIES, AND 21 PAGES OF TABLES AND FIGURES
LABELLED IN BOTH SWEDISH AND ENGLISH, AS WELL AS A BIBLIOGRAPHY.

MEASURE, A NEW STATE FOREST LAW, WOULD FORBID FELLIN3 A FOREST  AREA WITHOUT  THE APPROVAL  OF THE

PIPELINE EXTENDING TO THE NORTH SEA, AND A DUAL DIRECTIONAL PIPELINE BETWEEN ALSACE AND THE TWO
FACTORIES FOR THE EXCHANGE OF RAW MATERIALS AND RESIDUES.  THE APPLICABILITY OF  THESE PROJECTS IS

1968 PRIMARY PRODUCTION RATES WERE ESTIMATED FOR ONE STATION IN BLACKEN BAY.  TESTIN3 RESULTS SHOW
THE REGIONAL DISTRIBUTION OF MEASURED PARAMETERS AND THE CHANGE IN WATER QUALITY FROM YEAR TO YEAR.
THE STUDIES REVEALED IMPROVED WATER QUALITY AS THE WATER FLOWED FROM GALTEN BAY TO THE MIDDLE OP
BLACKEN BAY.  ALSO PERCEPTIBLE WAS A SLIGHT IMPROVEMENT IN WATER QUALITY OVER THE YEARS.  THE

INFECTED PRIMARILY BY EATING RAW OR SEMIHAW FISH DELICACIES  (FOR EXAMPLE, CERTAIN TYPES OF CAVIAR)
OR POORLY COOKED FISH.  PRIMARY SOURCES OF THE PARASITE EGGS WERE FOUND TO BE OLD-FASHIONED LOCAL
PURIFICATION PLANTS OR PRIVATE HOMES.  PLANKTONIC CRUSTACEANS AND FRESHWATER FISH SERVED AS
INTERMEDIATE HOSTS.  IN 1965-1966, IT WAS FOUND THAT IN LAKE IVOSJON THE INFECTIONS ORGINATED IN
THE TOWN OF OLOFSTROM.  AFTER A PROVISIONAL PURIFICATION PLANT WAS BUILT IN THIS TOWN IN 1966 AND
A CHEMICAL PURIFICATION PLANT WAS ESTABLISHED IN THE TOWN OF JAMSHOG IN 1970, THE INFECTION RATE OF
FISH IN LAKE IVOSJON DROPPED CONSIDERABLY AS DID THE NUMBER OF LARVAE PER FISH.  STUDIES OF THE
JAMSHOG PURIFICATION PLANT IN 1972-1973 SHOWED AN ALMOST 100 PERCENT REDUCTION OF PARASITE EGGS.

INVOLVED AND THE DE3REE OF SCIENTIFIC RESEARCH  WHICH HAS  PRECEDED ENACTMENT.  PROVISIONS OF THE
TEXT PROSCRIBE ALL DISCHARGES OF WASTEWATERS INTO THE LAKE OR  ANY OF ITS TRIBUTARIES, AND MAKE
