FOREWORD
Under a series of documents exchange agreements with environmental
agencies in other countries, EPA Is building a collection of environ-
mental reports issued by foreign governments and International organi-
zations. This is a monthly announcement listing of foreign documents
received through the exchange agreements.
The original documents can be obtained through the Library Systems .
Branch (see back page for order form). More detailed English abstracts
can be provided when required. Full text translations, which are expen-
sive, should be requested only when essential for operation of EPA
programs. Translation Services Requisition form #1350-1 is used to re-
quest translations.
A computerized search system is being developed which will allow future
retrieval of these summaries by:

SEVERAL STATE GOVERNMENTS PLAY AN IMPORTANT ROLE IN MONITORING AND CONTROLLING AIR AND
WATER POLLUTION. ALSO LOCAL LEGISLATION HAS BEEN DRAFTED OR IS UNDER CONSIDERATION TO DEVELOP
MORE FULLY THE LEGAL POTENTIAL OF ENVIRONMENTAL AGENCIES TO CONTROL POLLUTION. IN SAO PAULO
SIXTY MILLION CRUZEIROS IN LOANS HAVE BEEN MADE AVAILABLE TO INDUSTRIALISTS FOR ANTIPOLLUTION
EQUIPMENT, AND SUBSTANTIAL ECONOMIC RESOURCES AND PROGRAMS HAVE ALSO BEEN APPLIED IN OTHER

THIS REGULATION, ISSUED PURSUANT TO THE MARCH 15, 197U FEDERAL IHMISSIONS LAW, LIMITS THE
PERMISSIBLE SULFUR CONTENT BY WEIGHT OF LIGHT HEATING OIL AND OF DIESEL FUEL AS FOLLOWS: FROM
MAY 1, 1975 TO 0.55 PERCENT; FROM MAY 1, 1976 TO 0.50 PERCENT; AND FROM JANUARY 1, 1979 TO 0.30
PERCENT. THE RESPONSIBLE AUTHORITIES MAY GRANT EXEMPTION FROM THESE MAXIMUMS UNDER TWO STIPULATED
CIRCUMSTANCES FOR LIMITED PERIODS OF TIME. THOSE WHO PRODUCE, PROCESS, IMPORT OR DISTRIBUTE THESE
PRODUCTS MUST KEEP RECORDS INDICATING THE SUPPLIER. AT THE REQUEST OF THE AUTHORITIES, THEY MUST
PROVIDE A DECLARATION AS TO THE COMPOSITION OF THE HEATING OIL OR DIESEL FUEL ACCORDING TO THE
MODEL APPENDED TO THE REGULATION. IMPORTERS MUST ALSO PROVIDE CUSTOMS OFFICIALS WITH SUCH A
DECLARATION FROM THE PRODUCER OR PROCESSER, WHICH MUST ACCOMPANY THE SHIPMENT TO ITS FIRST
DESTINATION. THE AUTHORITIES AT THE FIRST DESTINATION MUST BE NOTIFIED WELL IN ADVANCE OF THE

PROCESSING INSTALLATIONS; AND ANIMAL RESIDUE REMOVAL PLANTS. LOCAL AUTHORITIES MAY REQUIRE A
FACILITY TO EMPLOY MORE THAN ONE IMMISSIONS CONTROL OFFICER TO ADEQUATELY MEET CONDITIONS OF THE
LAW. ON THE OTHER HAND, AUTHORITIES MAY AUTHORIZE, UPON APPLICATION BY A FIRM, THE USE OF ONE SUCH

THIS ARTICLE DESCRIBES AN AUTOMATED AIR POLLUTION MONITORING NETWORK PLANNED BY THE FEDERAL
STATE OF BADEN-WUERTTEMBERG. THE SYSTEM WILL CONSIST OF 14 MEASURING STATIONS TO BE PUT INTO
OPERATION IN THE PERIOD 1974-1976. THE STATIONS WILL BE CONTROLLED BY A CENTRAL COMPUTER.
INFORMATION FROM THE MEASURING STATIONS WILL BE RECEIVED AND PROCESSED INITIALLY BY REGIONAL
SUBSTATION COMPUTERS AND THEN RELAYED OVER TELEPHONE WIRES TO THE CENTRAL COMPUTER FOR EVALUATION
AND STORA3E. IN CASE OF EMERGENCY, THE SUBSTATION COMPUTERS WILL AUTOMATICALLY ALERT THE CENTRAL
ONE. POLLUTANTS TO BE MEASURED INCLUDE: DUST, SUIFUR DIOXIDE, NITROGEN OXIDES, HYDROCARBONS,
OZONE, CARBON MONOXIDE AND CARBON DIOXIDE. ACCORDING TO THE ARTICLE RECENT FEDERAL LEGISLATION,
SUCH AS THE APRIL 1, 1974 FEDERAL IMMISSIONS LAW, MAKES GREATER AUTOMATION OF AIR POLLUTION

LONDON STANDARDS. THE STRATEGY PRESENTLY FORSEEN WOULD INVOLVE: THE DEVELOPMENT OF POLLUTION
MODELS FOR THE LONDON AIRSHED AND THE USE OF THESE TO DETERMINE PLANNING STRATEGIES; THE TRANSFER
OF THE RESPONSIBILITY FOR INDUSTRIAL AIR POLLUTION FROM THE ALKALI INSPECTORATE TO LOCAL

RECLAMATION OF WASTES. ENACTMENT OF THE REMAINING THREE BILLS, INCLUDING THE LAW ON THE
PROTECTION OF NATURE, HAS BEEN POSTPONED, AND OTHER PROJECTS INITIATED BY THE MINISTER HAVE NOT
BEEN FOLLOWED UP. THE APPARENT LACK OF INTEREST IN SUCH ENVIRONMENTAL ACTIVITIES INDUCES THE
AUTHOR TO QUESTION THE EFFECTIVENESS OF THE MINISTRY.

AMINOTRIAZOLE WAS FOUND TO ACCUMULATE IN TISSUES WITH A RAPID CELL TURNOVER, FOR EXAMPLE IN THE
BONE MARHOW, 3ASTRO-INTESTINAL MUCOSA, AND IN PARTS OF THE SPLEEN, THE THYMUS. AND LYMPH NODES. IN
THESE TISSUES IT INTERFERES WITH SOME FACTORS OF CELL DIVISION, FOR EXAMPLE WITH PURINE SYNTHESIS.
THE SUBSTANCE IS THEREFORE A POTENTIAL HEALTH HAZARD. A TERATOLOGICAL STUDY OF AMINOTRIAZOLE
INDICATED THAT ALTHOUGH IT MAY CAUSE SMALL AND IMMATURE FETUSES, IT DOES NOT CAUSE MALFORMATIONS.
THE PUBLICATION PROVIDES SWEDISH AND ENGLISH SUMMARIES, AND 21 PAGES OF TABLES AND FIGURES

THIS PUBLICATION DISCUSSES INVESTIGATIONS OF WATER EXCHANGE AND MIXING PROCESSES IN THE BY
FJORD, NEAR THE SWEDISH TOWN OF UDDEVALLA, CONDUCTED FROM 1970-1974. WATER EXCHANGE PROCESSES
WERE STUDIED BY MEANS OF TRACER EXPERIMENTS (USING RHODAMINE B), CURRENT MEASUREMENTS, AND A
CONTINUOUS SERIES OF SALINITY AND TEMPERATURE MEASUREMENTS. PERTINENT EXTERNAL PARAMETERS, SUCH
AS WIND, WATER LEVEL FLUCTUATIONS, AND FRESH-WATER INFLOW AT THE HEAD OF THE FJORD WERE ALSO
MEASURED. A LONG-TERM EXPERIMENT WAS PERFORMED IN THE DEEP WATER FOR MORE THAN TWO YEARS. A
ONE-DIMENSIONAL DIFFUSION MODEL AND A SIMPLE BOX MODEL WERE EVOLVED TO DESCRIBE THE LONGITUDINAL
MIXING AND EXCHANGE OF CONSTITUENTS OF THE SURFACE LAYER. THE WATER EXCHANGE MODELS WERE APPLIED
TO SEWA3E DISCHARGES INTO THE SURFACE AND INTO THE DEEP WATER. THE PUBLICATION PROVIDES INITIAL
SUMMARIES, TABLES OF CONTENTS, DIAGRAM AND CHART LABELS AND TABLES OF SYMBOL EXPLANATIONS IN BOTH
ENGLISH AND SWEDISH. THERE IS AN EXTENSIVE TABLE OF LITERATURE REFERENCES.

THIS PUBLICATION DISCUSSES THE SPREAD AND SUBSEQUENT CONTROL OF THE BROAD TAPEWORM IN LAKE
SALBOSJON (COUNTY OF OREBRO) AND LAKE IVOSJON (NEAR KRISTIANSTAD IN SOUTHERN SWEDEN). HUMANS ARE
INFECTED PRIMARILY BY EATING RAW OR SEMIHAW FISH DELICACIES (FOR EXAMPLE, CERTAIN TYPES OF CAVIAR)
OR POORLY COOKED FISH. PRIMARY SOURCES OF THE PARASITE EGGS WERE FOUND TO BE OLD-FASHIONED LOCAL
PURIFICATION PLANTS OR PRIVATE HOMES. PLANKTONIC CRUSTACEANS AND FRESHWATER FISH SERVED AS
INTERMEDIATE HOSTS. IN 1965-1966, IT WAS FOUND THAT IN LAKE IVOSJON THE INFECTIONS ORGINATED IN
THE TOWN OF OLOFSTROM. AFTER A PROVISIONAL PURIFICATION PLANT WAS BUILT IN THIS TOWN IN 1966 AND
A CHEMICAL PURIFICATION PLANT WAS ESTABLISHED IN THE TOWN OF JAMSHOG IN 1970, THE INFECTION RATE OF
FISH IN LAKE IVOSJON DROPPED CONSIDERABLY AS DID THE NUMBER OF LARVAE PER FISH. STUDIES OF THE
JAMSHOG PURIFICATION PLANT IN 1972-1973 SHOWED AN ALMOST 100 PERCENT REDUCTION OF PARASITE EGGS.
THE BOOKLET PROVIDES ENGLISH AND SWEDISH SUMMARIES AND A BIBLIOGRAPHY.

THE USSR MINISTER OF WATER IMPROVEMENT AND MANAGEMENT IS REPORTED TO HAVE PROMULGATED A
LEGAL DOCUMENT ENTITLED "PROVISIONAL RULES FOR THE PROTECTION OF LAKE BAIKAL AND THE NATURAL
RESOURCES OF THE BAIKAL BASIN." THIS NEW STATUTE SUPPLEMENTS EXISTING LE3ISLATION WITH MORE
RI30ROUS RE3ULATIONS AS WELL AS ASSEMBLING PREVIOUS PERTINENT DECREES INTO A SIN3LE DOCUMENT. THE
STATUTE IS REGARDED AS A SIGNIFICANT REGIONAL ACHIEVEMENT DUE TO THE EXTENSIVE LAND AREA WHICH IS
INVOLVED AND THE DE3REE OF SCIENTIFIC RESEARCH WHICH HAS PRECEDED ENACTMENT. PROVISIONS OF THE
TEXT PROSCRIBE ALL DISCHARGES OF WASTEWATERS INTO THE LAKE OR ANY OF ITS TRIBUTARIES, AND MAKE
INDUSTRIAL PURIFICATION SYSTEMS MANDATORY. THE APPLICATION OF THESE NEW RE3ULATIONS IS EXPECTED
TO ENSURE AN EFFECTIVE WATER QUALITY CONSERVATION POLICY.

BY THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY AND THE COUNCIL OF MINISTERS "ON MEASURES FOR
PREVENTING POLLUTION OF THE VOLGA AND URAL RIVER BASINS FROM UNPURIFIED SEWAGE." THE DECREE CALLED
FOR THE BUILDING OF 11 INDUSTRIAL WATER PURIFICATION STATIONS AND 5 MUNICIPAL PURIFICATION
STATIONS IN THE DISTRICT, TEN OF WHICH ARE ALREADY IN OPERATION. THERE IS PRESENTLY A TOTAL OF
180 WATER PURIFICATION INSTALLATIONS IN THE KUYBYSHEV DISTRICT, BY WHICH WASTEWATER FROM ALL THE
LARGE INDUSTRIAL CENTERS OF THE AREA IS COMPLETELY OR PARTIALLY PURIFIED. MANY EFFECTIVE MEASURES
HAVE ALSO BEEN TAKEN TO REDUCE OIL POLLUTION OF THE VOL3A BY OIL TANKERS FROM THE CITY OF
KUYBYSHEV. THE ENFORCEMENT OF WATER PROTECTION MEASURES IN THE DISTRICT IS CARRIED OUT BY THE
DISTRICT COMMITTEE OF THE COMMUNIST PARTY AND THE RE3IONAL EXECUTIVE COMMITTEE, WHICH MAY ALSO
ISSUE ADDITIONAL RELATED DECREES.
