                              FOREWORD
     The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

               air                pesticides
               water              toxic substances
               noise              radiation
               solid wastes       land use

     Categories of documents are:

               1.  general
               2.  legal/legislative/regulatory (LR)
               3.  planning/management/organization (PM)
               4.  scientific/technical  (ST)
               5.  socio/economic (SE)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.   For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.   The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary
is on page 11.

     Translations
     EPA staff may request more extensive abstracts or full text trans-
lations.  EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems Branch.   Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential.   Payment is made by the requesting office.

     Source Documents

     EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington, by using the order form in the back.
The documents are not loaned outside the Agency.  Others may use the
collection at Headquarters for reference purposes.

    THIS ARTICLE REPORTS ON THE RESULTS OF A SURVEY ENTITLED "INDUSTRIAL POLLUTION IN BRAZIL"
PREPARED BY THE ECONOMIC AND SOCIAL PLANNING INSTITUTE 3F THE BRAZILIAN SECRETARIAT CF PLANNING.
THE SURVEY WAS CARRIED OUT TO PROVIDE THE FEDERAL  GOVERNMENT WITH DATA IN FORMULATING ENVIRONMENTAL
POLICIES.  AT THE  PRESENT TIME THERE ARE ABOUT 2,000 INDUSTRIES THAT HAVE ADOPTED POLLUTION CONTROL
MEASURES IN THE STATES OF SAO PAULO AND RIO DE JANEIRO, WHERE THE ONLY MEANINGFUL POLLUTION LAWS
AND WATER -AND AIR  QUALITY STANDARDS EXIST IN BRAZIL.  NEVERTHELESS, THE CITIES OF RIO D= JANEIPD
AND SAO PAULO AND  THE REGIONS OF CUBATAO IN THE STATE OF SAO PAULO AND VOLTA PEDONDA IN THE'STATE
OF RIO DE JANEIRO  ARE CONSIDERED CRITICALLY POLLUTED AREAS WHERE ADEQUATE POLLUTION CONTROL IS
EXTREMELY DIFFICULT.  IN VIEW OF THESE AND OTHER CRITICAL AREAS OF THE COUNTRY AS WELL AS OF THr
GENERAL LACK OF APPROPRIATE ENVIRONMENTAL LAWS AND STANDARDS, THE SURVEY CONCLUDES THAT SUCCESSFUL

    THIS ARTICLE DESCRIBES THE PROCEDURE EMPLOYED BY THE FRENCH INTERPROFESSIONAL CENTER FOR THE
TECHNICAL STUDY OF AIR POLLUTION (CITEPA) IN THE RECENT UPDATING OF THEIR 1973 FORECAST OF
POLLUTING FUFL EMISSIONS.  NEW INTERNATIONAL ECONOMIC DEVELOPMENTS AND NEWLY ENACTED REGULATIONS
MADE A REVISION OF THE EARLIER PROVISIONS NECESSARY.  THE NEW FORECAST, WHICH EXTENDS INTO 1985,
TAKES THE FOLLOWING FACTORS INTO ACCOUNT:  (1) THE REGULATIONS SOON TO BECOME EFFECTIVE ON THERMAL
DEVELOPMENT AND EXPLOITATION FOR LOWER AIR POLLUTION LEVELS AND GREATER ENERGY ECONOMY, (2) A
PROJECTED REDUCTION OF SULFUR CONTENT IN LIGHT DOMESTIC FUELS, (3) A PROJECTED REDUCTION OF SULFUR
CONTENT IN HEAVY FUELS,  AND (4), THE NEW OBJECTIVES CONCERNING TOTAL FUEL CONSUMPTION DEFINED IN A
RECENT COUNCIL OF MINISTERS MEETING.  CHARTS PROVIDING FUEL CONSUMPTION AND EMISSION DATA ON A
YEARLY BASIS FROM 1973 TO 1985 ARE INCLUDED IN THE ARTICLE.  A FINAL COMPARISON BETWEEN THE TWO
FORECASTS INDICATES A SIGNIFICANT DEDUCTION IN POLLUTANTS.

    THIS DECREE ESTABLISHES AND DELINEATES THE ATTRIBUTES OF THE NATIONAL WATER AND SEWERAGE
CORPORATION OF UGANDA.  THE OBJECTIVES 3F THE CORPORATION ARE TO DEVELOP AND OPERATE WATER AND
SEWERAGE SERVICES  IN ANY SPECIFIED AREA OF UGANDA ON A NATIONAL AND SELF-SUPPORTING BASIS.  THE
CORPORATION IS DESIGNATED AS THE NATIONAL WATER AUTHORITY REFERRED TO IN THE WATERWORKS ACT, AND
IN PERFORMING ITS  FUNCTIONS, IT IS TO EXERCISE CONTROL AND AUTHORITY IN ALL AREAS
PERTAINING TO THE  PROVISION OF WATER SUPPLIES AND SEWERAGE FACILITIES.  ADMINISTRATIVE AND
ORGANIZATIONAL STRUCTURES OF THE CORPORATION ARE SET FORTH, OPERATIONAL PROCEDURES APF DEFINED,
AND THE OTHER ATTRIBUTES PERTAINING TO THE RULES, REGULATIONS, STAFFING AND FINANCIAL PROVISIONS
OF THE CORPORATION ARE SPECIFIED IN THE DECREE.
