                              FOREWORD


     The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

               air                pesticides
               water              toxic substances
               noise              radiation
               solid wastes       land use

     Categories of documents are:

               1.  general
               2.  legal/legislative/regulatory (LR)
               3.  planning/management/organization (PM)
               4.  scientific/technical  (ST)
               5.  socio/economic (SE)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear  only once, however, under the
primary subject heading marked by an asterisk.   For example a British
report on "Disposal of Awkward Household  Wastes"  is indexed under
pesticides, solid wastes, water, and toxic substances.   The summary
appears only once, under solid wastes, but the  report title is listed
with the EPA ID number under each of the  other headings.

     Explanation of the codes and abbreviations used with  each summary
is on page ii.

     Translations

     EPA staff may request more extensive abstracts or full  text trans-
lations.  EPA Form 1350-1, Translations Services  Requisition, is used to
order translations through the Library Systems  Branch.   Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential.  Payment is made by the  requesting office.

     Source Documents

     EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington,  by using the  order form in the back.
The documents are not loaned outside the  Agency.   Others may use the
collection at Headquarters for reference  purposes.

    THIS ORDINANCE STATES THAT EFFECTIVE JANUARY 1, 1972,  FUELS SOLD  FOR THE OPERATION OF MOTOR
VEHICLES, TRAILERS AND THEIR EQUIPMENT MAY NOT CONTAIN MORE  THAN 0.4  GRAMS LEAD PER LITER FUEL.
IT IS ISSUED BY THE FEDERAL MINISTER  FOR TRADE, COMMERCE AND INDUSTRY AS THE FOURTH AMENDMENT TO

POTENTIALLY HARMFUL TO FOREST GROWTH  TO SEEK LICENSING.  AUTHORITIES  MAY PRESCRIBE MEASURES TO
REDUCE OR PREVENT SUCH POLLUTION.  THE SECTION ALSO CONTAINS PROVISIONS RELATING TO THE POLLUTER'S,
OBLIGATION TO PAY COMPENSATION FOR DAMAGES CAUSED.   THE  FEDERAL MINISTRY FOR AGRICULTURE AND
FORESTRY, TOGETHER WITH OTHER PERTINENT MINISTRIES, MAY  ISSUE REGULATIONS DEALING, AMONG OTHER
THINGS, WITH THOSE POLLUTANTS POTENTIALLY HARMFUL TO FOREST  GROWTH AND SOIL, AND MAXIMUH
PERMISSIBLE AMBIENT AIR QUALITY LEVELS FOR THESE POLLUTANTS  IN FOREST AREAS.  CHAPTER II OF THE
LAW DEALS WITH LAND PLANNING IN REGARD TO FOREST AREAS.  THIS INCLUDES CONSIDERATION OF FDREST
AREAS PROVIDING PROTECTION AGAINST HARMFUL IMMISSIONS, INCLUDING THOSE OF NOISE.  CERTAIN AREAS
MAY BE DECLARED FOREST PRESERVES IF THEY HAVE ESPECIALLY IMPORTANT FUNCTIONS, AMONG
WHICH ARE PROTECTION OF WATER SOURCES AND SCREENING AGAINST  HARMFUL EMISSIONS.

VIBRATIONS OR OTHER NUISANCES. OR 21 INFLUENCE DETRIMINTALLY THE NATURE OF BODIES OF WATER.
CHANGES TO APPROVED FACTORIES WHICH MAY CAUSE OR INCREASE DANGER OR NUISANCE ARE ALSO SUBJECT TO
PERMIT REQUIREMENTS.  STATE MONOPOLIES OR REGULATED INDUSTRIES MUST ALSO OBSERVE THESE RULES.
THE FEDERAL MINISTER OF TRADE, COMMERCE AND INDUSTRY, IN COOPERATION WITH OTHER MINISTRIES HAVING
JURISDICTION, IS AUTHORIZED TO ISSUE REGULATIONS SPECIFYING MORE CLOSELY THE MODE OF OPERATION,
EQUIPMENT, OR PERMISSIBLE EMISSIONS LEVELS FOR INSTALLATIONS REQUIRING LICENSE.  THIS LAW REPLACES
THE DECEMBER 20, 1959 INDUSTRIAL CODE I ID NO. 01464A).

TETRACHLOROETHVLENE BE EQUIPPED WITH AN EXHAUST AIR PURIFICATION DEVICE THAT REDUCES THE CONTENT
OF THE TWO CHEMICALS IN EMITTED AIR.  WHEN THE CLEANING MACHINE IS USED PROPERLY, TRICHLOROETHYLEVE
AND TETRACHLOROETHYLENE ARE NOT TO EXCEED 30 CUBIC CENTIMETERS PER CUBIC METER EXHAUST AIR.  THIS
EQUALS 30 PPM AND CORRESPONDS TO 156 MG T^ICHLOROETHYLENE AND 201 MG TETRACHLOROETHYLENE AT 20
DEGREES CENTRIGRADE AND 1,013 BAR.  A SPECIAL EXHAUST DUCT IS TO BE PROVIDED FOR EXPULSION OF THE
PURIFIED AIR.  THE ORDINANCE, WHICH CAME INTO FORCE SEPTEMBER 1, 1975,  APPLIES TO MACHINES IN
FACTORIES SUBJECT TO LICENSING UNDER THE INDUSTRIAL CODE.

DISTRICT HEATING IS RECOMMENDED,  ALTHOUGH IT DOES NOT YET EXIST IN THIS AREA.  IT ALSO URGED THAT
MOTOR TRAFFIC BE SEVERLY RESTRICTED.  ALTHOUGH THERE IS NO DESIRE TO ABANDON THE PUBLIC'S RIGHT
OF ACCESS, IT IS RECOGNIZED THAT  SPECIAL LEGISLATION AND REGULATIONS ARE NEEDED TO PRESERVE THE
COASTAL ISLANDS.  THE COMMITTEE RECOMMENDS, FOR EXAMPLE, THAT THE OUTER ISLANDS BE PROTECTED BY
BUILDING BANS, THAT BOAT TRAFFIC  BE RESTRICTED TO CERTAIN APPROVED CHANNELS, AND THAT A PLANNED
NATIONAL PARK BE CREATED IN THIS  AREA AS SOON AS POSSIBLE.
