FOREWORD
The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents -received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

Index System
In each issue the document summaries are grouped by subject, by
category of document, and by country. Subject areas, which reflect
EPA programs, include:

water toxic substances
noise radiation'

Categories of documents are:

Summaries covering more than one subject are cross-referenced in
the Table of Contents. Abstracts appear only once, however, under the
primary subject heading marked by an asterisk. For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances. The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.
Explanation of the codes and abbreviations used with each summary
is on page ii.
Translations
EPA staff may request more extensive abstracts or full text trans-
lations. EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems Branch. Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential. Payment is made by the requesting office.
Source Documents
EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington, by using the order form in the back.
The documents are not loaned outside the Agency. Others may use the
collection at Headquarters for reference purposes.

ESTIMATED FOR THE YEAR 1972. THE DATA PRESENTED IN THIS REPORT ARE SUMMARIZED BY PROVINCE AND
SECTOR IN TABLE 1. TOTAL VANADIUM EMISSIONS TO THE ATMOSPHERE IN 1972 ARE ESTIMATED AT 2065 TONS,
OF WHICH 97.2 PERCENT WAS EMITTED THROUGH THE USE OF PETROLEUM PRODUCTS. HEAVY FUEL OIL
COMBUSTION IS THE LARGEST SINGLE SOURCE OF VANADIUM EMISSIONS, ACCOUNTING FOR 94.1 RERCENT OF THE
TOTAL. ON A GEOGRAPHIC BASIC, EASTERN CANADA ACCOUNTS FOR OVER 90 PERCENT OF THE TOTAL VANADIUM
EMISSIONS, WITH 64 PERCENT COMING FROM THE PROVINCE OF QUEBEC. THIS SITUATION RESULTS PRIMARILY
FROM THE COMBUSTION OF SIGNIFICANT QUANTITIES OF HIGH-VANADIUM-CONTENT VENEZUELAN HEAVY OIL.
ALTHOUGH MOST EMISSIONS HAVE BEEN ESTIMATED USING AVAILABLE CANADIAN DATA, IT WAS SOMETIMES
NECESSARY TO RELY ON INFORMATION FROM THE UNITED STATES.

LOCAL GOVERNMENT. THE ENSUING CONTROVERSY AND LITIGATION BETWEEN ENVIRONMENTALISTS AND DEVELOPERS
ARE HIGHLIGHTED IN THIS CASE 'STUDY DESCRIBING THE WORKINGS OF THE PERTINENT ENVIRONMENTAL LAWS

TENDENCY IS PREDICTED FOR THE NEXT DECADE. THE STUDY, WHICH COVERED ONLY COMMERCIAL AIR TRAFFi:
WITH LARGE AIRCRAFT, ALSO COMPARED POLLUTION FROM PLANES WITH THAT FROM AUTOMOBILES AND RAIL
TRAFFIC. RESULTS INCLUDE CONSIDERATION OF FACTORS AT THE AIRPORTS IN ZURICH, GENEVA

FOR DOMESTIC SUPPLY AFTER CONVENTIONAL TREATMENT, AND FOR SUSTAINING AQUATIC AND ANIMAL LIFE;
AND CLASS IV WATERS MAY BE USED FOR DOMESTIC SUPPLY 3NLY AFTER ADVANCED TREATMENT AND FOR
COUNTRYSIDE USES, INDUSTRIAL SUPPLY, IRRIGATION AND LESS URGENT NEEDS. WATER QUALITY STANDARDS
AND DISCHARGE EMISSION STANDARDS FOR EACH CLASS OF WATER ARE ALSO SPECIFIED. INDUSTRIES ARE
REQUIRED TO REPORT ANNUALLY ON THE NATURE OF THEIR EFFLUENTS AND THE STATUS OF ANTI-POLLUTION
MEASURES. FEDERAL AND STATE JURISDICIONS IN ENFORCING THESE REGULATIONS ARE ALSO SET FORTH.

IN LATE JANJARY 1975, THE 88,000 DWT TANKER JAKOB MAERSK GROUNDED WHILE ENTERING THE PORT OF
LEIXOES IN N3RTHERN PORTUGAL. PART OF HER CARGO BURNED, PART OF IT ESCAPED TO SEA, AND THE
REMAINDER POLLUTED THE SHORELINE. THIS REPORT PROVIDES A DESCRIPTION OF THE INCIDENT AND
SUBSEQUENT CLEANUP OPERATIONS BY AN ON-THE-SCENE REPRESENTATIVE OF THE CANADIAN ENVIRONMENTAL
PROTECTION SERVICE. DISCUSSED BY THE AUTHOR ARE: THE ECOLOGICAL IMPACT OF THE SPILL, THE
