FOREWORD
The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

Index System
In each issue the document summaries are grouped by subject, by
category of document, and by country. Subject areas, which reflect
EPA programs, include:
air pesticides
water toxic substances
noise radiation
solid wastes land use
Categories of documents are:

4. scientific/technical (ST)
5. socio/economic (SE)
Summaries covering more than one subject are cross-referenced in
the Table of Contents. Abstracts appear only once, however, under the
primary subject heading marked by an asterisk. For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances. The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.
Explanation of the codes and abbreviations used with each summary
is on page 11.
Translations
EPA staff may request more extensive abstracts or full text trans-
lations. EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems Branch. Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential. Payment is made by the requesting office.

HAVE RATIFIED THE CONVENTION. ENFORCE ITS REGULATIONS. IT MAY LEAD TO ECONOMIC AND COMMERCIAL
IMBALANCE BETWEEN THE MEMBER COUNTRIES. THE COMMISSION SUGGESTS THAT CERTAIN SUBSTANCES

THIS LAW CONSENTS TO THE NOVEMBER 29. 1969 CONVENTION ON THE PART OF THE FEDERAL REPUBLIC OF
GERMANY. IN IMPLEMENTATION OF THE CONVENTION, THE LAW REQUIRES THE COMMANDER OF A SHIP AUTHORIZED
TO FLY THE FEDERAL FLAG TO NOTIFY THE CENTRAL REPORTING OFFICE FOR OIL POLLUTION OF THE FEDERAL
WATER AND SHIPPING AUTHORITY IMMEDIATELY, BY THE BEST POSSIBLE MEANS, OF ANY ACCIDENT AT SEA WHICH
COULD CAUSE POLLUTION OR ENDANGER THE COAST OR RELATED INTERESTS OF A STATE PARTY TO THE 1969
CONVENTION. THE COMMANDER IS ALSO TO NOTIFY THE COUNTRY WHOSE COAST IS THREATENED BY POLLUTION
FROM THE ACCIDENT. FAILURE TO REPORT AN OIL ACCIDENT TO THE FEDERAL AUTHORITIES IS PUNISHABLE BY
A FINE UP TO 10.000 GERMAN MARKS. THE FEDERAL MINISTER OF TRANSPORTATION WILL PROVIDE A MODEL OF
THE NOTIFICATION FORM FOR ACCIDENTS AS WELL AS A LIST OF THE REPORTING STATIONS FOR STATES PARTY

OF COMMUNICATIONS IN ORDER TO DUMP USED OIL FROM SHIPS INTO INTERNATIONAL "FREE ZONES." BOTH
SWEDEN AND NORWAY HAVE RATIFIED THE 1954 INTERNATIONAL CONVENTION ON POLLUTION OF THE SEA BY OIL
AND AGREEMENTS PERTAINING TO THIS. ISSUED AT LATER DATES. BUT SWEDEN. IN CONTRAST TO NORWAY,
HAS ENFORCED THE REGULATIONS AS WELL. THE EXEMPTION HAS. AT THIS POINT. VERY LITTLE PRACTICAL
VALUE FOR THE COMPANY ON ACCOUNT OF IMPROVEMENTS IN TANK CLEANING TECHNIQUES ETC. SINCE THE
TIME THE APPLICATION WAS HANDED IN THREE YEARS AGO. BUT THE COMPANY OFFICIALS WANT TO POINT OUT
THAT SWEDISH SHIPPING FIRMS ARE IN A DIFFICULT BARGAINING POSITION AS COMPARED TO, FOR INSTANCE,
THEIR NORWEGIAN COUNTERPARTS. THEY ALSO WANT TO MAKE IT KNOWN THAT SWEDEN DOES NOT HAVE ENOUGH
RECEIVING STATIONS FOR USED OIL. NORWEGIAN OFFICIALS REPORT THAT THE SITUATION is BEING
EVALUATED IN THEIR COUNTRY AS WELL.

IT CANNOT BE GUARANTEED BY ANY SUPPLIER. THE NET COST OF COMPOSTING. BY COMPARISON. IS
APPROXIMATELY EQUAL TO THE COST OF PYROLYSIS, BUT PYROLYSIS MAY BE EXPECTED TO HAVE ENVIRONMENTAL
