                              FOREWORD
     The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

solid wastes
                                  pesticides
                                  toxic substances

                                  land use
     Categories of documents are:
               1.   general
               2.   legal/legislative/regulatory (LR)
               3.   plannwig/management/organization (PM)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.   Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.   For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.   The summary
appears only once, under solid wastes, but the  report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary
is on page ii.

     Translations

     EPA staff may request more extensive abstracts or full text trans-
lations.  EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems  Branch.   Translation
services, which are available only to EPA staff are expensive and should
be requested only  when essential.  Payment is made by the requesting office,

     EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington,  by using the order form in the back.
The documents are  not loaned outside the Agency.   Others may use the
collection at Headquarters for reference purposes.

                            A WORKING GROUP FROM  THE ENVIRONMENTAL PROTECTION DIVISION  OF THE DEPARTMENT OF THE INTERIOR
                        HAS CONCLUDED THAT MORE THAN 10,000 INSTALLATIONS IN FINLAND POLLUTE THE  AIR  AND RECOMMENDS THAT
                        THEY AT  LEAST BE  SUBJECT  TO SOME  SORT OF  REGISTRATION.   THE ESTABLISHMENTS WERE DIVIDED INTO  THREE
                        CATEGORIES ACCORDING TO THE DEGREE OF THEIR POLLUTION.   FOR A GROUP OF  355 HEAVY POLLUTERS A
                        PERMIT REQUIREMENT WAS RECOMMENDED.  THIS GROUP  INCLUDED NUCLEAR  REACTORS. FOUNDRIES.  CERTAIN
                        POWER PLANTS. OIL  REFINERIES AND  FERTILIZER FACTORIES.   BARNS AND PIGSTIES WERE IN THE MAJORITY
                        AMONG THE ACTIVITIES WHICH WOULD  REQUIRE  REGISTRATION.   SLAUGHTERHOUSES.  BREWERIES. AND PAPER.
                        LEATHER.  TOBACCO,  AND COFFEE FACTORIES ALSO WERE  INCLUDED IN THIS CATEGORY.   ABOUT 29  PERCENT
                        OF THE WORST OFFENDERS ARE FOUND  IN THE COUNTY OF NYLAND,  18 PERCENT IN THE COUNTY OF  ABO AND
                        BJORNEBORG AND  13  PERCENT IN THE  COUNTY OF TAVASTEHUS.   IN A DRAFT AIR POLLUTION LAW IN 1975.
                        A SIX-YEAR PRISON  TERM WAS RECOMMENDED FOR SOME POLLUTING OFFENSES.

WOULD REDUCE THE 1988  POLLUTION LEVEL TO A FRACTION OF THE 1970 LEVEL.  WAS APPROVED.   AS REGARDS
AIR  POLLUTION,  THE GOVERNMENT  AGREED  TO UNDERTAKE THE  PRELIMINARY STUDIES ESSENTIAL TO THE
CREATION OF A  NATIONAL AIR AGENCY MODELED ON  THE BASIN FINANCE  AGENCIES.   LAND AND GROUNDWATER
PROTECTION ARE  EXPECTED TO BE  MORE EFFECTIVELY  ENSURED BY THE NEW LAW  ON CLASSIFIED
ESTABLISHMENTS. WHICH  IS PRESENTLY BEING CONSIDERED IN THE SENATE AND  WHICH  IS TO APPLY TO

                        AND PARTICULATES."  THE  INTERIOR  MINISTER  REQUESTS  THE STATE AUTHORITIES RESPONSIBLE FOR  CLEAN
                        AIR PROGRAMS TO SUPPLY INFORMATION  NECESSARY FOR THE PROGRAM BY OCTOBER 1.  1975.   THE TEXT  OF
                        THE DECISION. ADOPTED BY  THE COUNCIL ON JUNE 34, 1975, IS APPENDED.   IT FORESEES  COMPILATION OF
                        DATA ON ONLY TWO AIR POLLUTANTS AND IS LIMITED TO  A THREE-YEAR PROGRAM. WHICH WILL  SERVE  AS THE
                        BASIS FOR  A MORE COMPLETE DATA EXCHANGE IN THE FUTURE.  AVERAGE DAILY VALUES ARE  TO BE REPORTED
                        BY  PARTICIPATING STATIONS FOR SULFUR COMPOUNDS (SULFUR DIOXIDE AND  HEAVY ACID AIR CONTENT FROM
                        SULFUR DIOXIDE) AND FOR PARTICULATES (GRAVIMETRIC  MEASUREMENTS OR  BLACK SMOKE).   THE COMMISSION
                        .WILL COMPILE QUARTERLY TABLES OF  THE RESULTS AND DISTRIBUTE A YEARLY REPORT TO MEMBER STATES.

OF PRODUCTION;  AND 3)  THE RECOVERY OF POLLUTING SUBSTANCES WHICH WERE PREVIOUSLY DISCHARGED.
THE APPLICATION OF THESE SOLUTIONS TO THE INDUSTRIAL USE OF WATER IS ILLUSTRATED IN THE ARTICLE.

ADMINISTRATIVE  ORGANIZATIONS  TO STUDY  POSSIBLE REVISIONS.   THE MAIN AIMS SHOULD BE:  REDUCTION OF
NOISE IN THE  MOST EXPOSED AREAS;  THE PLANNING  OF NEW  HOUSING  CONSTRUCTION TO AVOID EXCESSIVE NOISE
DISTURBANCE FROM FUTURE OR EXISTING ROADS AND  RAILWAYS;  AND A MORATORIUM ON NEW ROADS AND RAILWAYS
WHERE EXISTING  OR PLANNED RESIDENTIAL  AND RECREATION  AREAS WILL  BE SUBJECTED TO EXCESSIVE NOISE.
IT IS ALSO STRESSED  THAT THE  MOST EFFECTIVE NOISE PREVENTION  TAKES PLACE IN THE PLANNING STAGE.

IS INEVITABLE. CAREFUL PLANNING OF WHERE TO PHYSICALLY LOCATE NEW RAILROADS MAY DECREASE  THEIR

                        ITS OWN AND  NEIGHBORING FARMS LAST YEAR, AND  200.000 FINNISH MARKS WERE SPENT ON WASTE TREATMENT  IN
                        ORDER TO PROCESS THEM INTO 26 MILLION KILO ANIMAL FEED.  THE COMPANY NOW PURIFIES ITS  OWN
                        WASTEWATER BEFORE IT IS EMITTED DIRECTLY INTO THE RIVER. AND WATER TESTS. ALTHOUGH NOT YET
                        COMPLETE. HAVE BEEN PROMISING.  THE COMPANY POINTS  OUT THAT  IT HAS HELPED ELIMINATE  THE PREVIOUSLY

REACHED IN THE  FEDERAL MINISTRY OF THE INTERIOR  IN CONSULTATION WITH REPRESENTATIVES  OF AFFECTED
CONCERNS.  MANY INDUSTRIES AND  CITY ADMINISTRATIONS HAVE OPPOSED A WASTEWATER FEE LAW FOR SEVERAL

    THIS BOOKLET PRESENTS THE CASE OF THE LJUNGBERGS  TEXTILE  PRINTING COMPANY. WHICH APPLIED TO
THE NATIONAL ENVIRONMENT PROTECTION BOARD FOR CONSENT TO  CONNECT  INDUSTRIAL AND SANITARY
WASTEWATER TO THE MUNICIPAL SEWAGE TREATMENT PLANT  IN THE COMMUNITY OF FLODA, LERUM MUNICIPALITY,
ALVSBORG PROVINCE, IN ACCORDANCE WITH THE NATIONAL  ENVIRONMENT  PROTECTION ACT.  AT THE SAME TIME,
THE MUNICIPALITY OF LERUM SOUGHT PERMISSION TO RELEASE  THE  TREATED WASTEWATER INTO THE SAVE
RIVER.  THE PRODUCTION. PROCESS, AND WASTEWATER AT  THE  COMPANY  ARE DESCRIBED.  STATEMENTS FROM
THE PROVINCIAL ADMINISTRATION, THE FISHERIES BOARD, AND THE PUBLIC HEALTH COMMITTEE ARE INCLUDED,
EXPRESSING THE OPINION THAT THE PLANNED MEASURES  CLEARLY  ARE  AN IMPROVEMENT.  FORMERLY,
WASTEWATER WAS RELEASED WITHOUT PRIOR TREATMENT.  THE ENVIRONMENT PROTECTION BOARD GIVES ITS
CONSENT PROVIDED THAT CERTAIN STIPULATED CONDITIONS ARE FULFILLED.  THE DECISION OF THE BOARD
IS NOT SUBJECT TO APPEAL.

                       CANTONAL  COMMISSION  ON WATER  PROTECTION  IS ESTABLISHED; IT IS TO GIVE  ITS VIEWS  TO THE  DEPARTMENT
                       OF PUBLIC WORKS ON ALL PROBLEMS RELATING  TO THE  IMPLEMENTATION  OF THE  SAID LAW.   THE STATE COUNCIL
