                              FOREWORD


     The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

               air                pesticides
               water              toxic substances
               noise              radiation
               solid wastes       land use

     Categories of documents are:

               1.  general
               2.  legal/legislative/regulatory (LR)
               3.  planning/management/organization (PM)
               4.  scientific/technical (ST)
               5.  socio/econonric (SE)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.  For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.  The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary
is on page ii.

     Translations

     EPA staff may request more extensive abstracts or full text trans-
lations.  EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems Branch.  Translation
servicesi which are available only to EPA staff are expensive and should
be requested only when essential.  Payment is made by the requesting office.

     Source Documents
     EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington, by using the order form jjjn the back.
The documents are not loaned outside the Agency.  Others may use the
collection at Headquarters for reference purposes.

FOR HYDROGEN SULFIDE IS 1 MICROGRAM PER CUBIC METER. WHICH IS BELOW THE THRESHOLD OF SMELL. THE
MAXIMUM  ACCEPTABLE LIMITS PROPOSED. IS MICROGRAMS  PER M3 (CONTINUOUS 1 HOUR AVERAGE) AND 5
MICROGRAMS PER M3 (CONTINUOUS 24 HOUR AVERAGE). ARE ACHIEVABLE IN  INDUSTRIAL REGIONS.  FOR

COST OF THE  DISPOSAL.   UNDER THIS LAW. A FEE LEVIED FROM OIL  IMPORTERS IS USED TO FUND PAYMENTS
TO CONTRACTORS WHO ARE  OBLIGATED TO COLLECT OILS FOR REPROCESSING OR INCINERATION.  TWO YEARS*
EXPERIENCE UNDER THIS LAW DEMONSTRATED THAT THE INCINERATION OF WASTE OILS WOULD REQUIRE
POLLUTION ABATEMENT MEASURES TO BE DESIGNATED  HARMLESS.  MOREOVER. IN JUNE OF  1975. THE EC
COUNCIL ADOPTED A DIRECTIVE PROHIBITING ANY PROCESSING OF  WASTE OILS CAUSING AIR POLLUTION.
THE AUTHOR ACCORDINGLY  URGES THE CANADIAN GOVERNMENT TO RECONSIDER ITS POLICY  ON THE DISPOSAL
OF WASTE  OIL BY INCINERATION.

COMPLAINTS  CONCERNING KASTRUP AIRPORT ARE  REGISTERED ANNUALLY.   THE MUNICIPAL  COUNCIL OF THE
NEIGHBORING COMMUNITY OF TARNBY HAS ASKED  THE MINISTRY OF ENVIRONMENT TO ASSUME  RESPONSIBILITY  FOR
THOSE COMPLAINTS WHICH ARE SUBMITTED TO THEM  AS WELL.  THE  COUNCIL HAS ALSO REQUESTED THAT A NOISE

UNCONTROLLABLE OIL PER 24-HOUR PERIOD PROVIDED THAT THE WAVES DO NOT EXCEED 2.5 METERS AND THE
CURRENT VELOCITY IS 1.5 KNOTS OR LESS.   THE EQUIPMENT MUST BE OPERATIONAL WITHIN 48 HOURS AND A
PLAN OF OPERATION ANC COMMAND MUST BE SUBMITTED.   A SPOKESMAN FOR THE NORTH SEA OPERATORS*
COORDINATICN COMMITTEE HAS  ACCEPTED  THE  REQUEST.  WHICH WILL COST THE COMPANIES MORE THAN TEN
MILLION NORWEGIAN KRONER.   HE DOES.  HOWEVER.  POINT OUT THAT THERE MAY BE A 12-MONTH WAITING PERIOD
BEFORE DELIVERY AND THAT STURDIER EQUIPMENT MAY HAVE TO BE ACQUIRED LATER.  AT PRESENT TIME.
THERE IS NO EQUIPMENT POWERFUL ENOUGH TG BE SUCCESSFULLY USED DURING STORMY WEATHER.

TONS OF  OIL COULD BE  EJECTED INTO THE SEA DAILY. AND IT MIGHT TAKE 100 TO ISO DAYS TO GET THE
SITUATION  UNDER CONTROL.  THE AUTHORITY THEREFORE ADVOCATED THAT SPECIALLY EQUIPPED VESSELS FOR
DUTY ON  THE OPEN SEA  6E  ASSIGNED TO THE PLANNED COAST GUARD.  THE DEPARTMENT OF DEFENSE. OBJECTING
THAT SUCH  A PROGRAM IS NOT PROVIDED FOR IN THE BUDGET.  MAINTAINS THAT ALTHOUGH REGULAR  COAST GUARD
SHIPS MAY  BE EQUIPPED FOR POLLUTION CONTROL. THEIR MAIN RESPONSIBILITY SHOULD BE THE  INSPECTION

                       THEN INTERPRETED.  THE GREAT ADVANTAGE OF THIS METHOD IS THAT  IT NOT ONLY MAKES  MONITORING

ECOSYSTEM.  AMONG THESE CHANGES. THE SPHAGNUM EXPANSION IS BELIEVED TO STRONGLY AFFECT THE
DYNAMICS IN THE LAKE.  A QUANTIFICATION OF THE SPHAGNUM EXPANSION IN DIFFERENT DEPTH ZONES OF THE
LAKES WAS MADE.  THE RATE OF THIS INVASION WAS FOUND TO BE HIGHEST IN SHADED AND SHELTERED AREAS
OF THE LITTORAL.  THE ABUNDANCE OF SPHAGNUM MATS IS FURTHERMORE NEGATIVELY CORRELATED TO THE PH

TO THE ENVIRONMENTAL ASSESSMENT AND MANAGEMENT FUNCTIONS OF UNEP.  THE LEGAL ACTIVITIES AND
SUPPORTING MEASURES OF  UNEP. AS HELL AS FUTURE DEVELOPMENTS IN THE MEDITERRANEAN REGION ARE
ALSO CONSIDERED.  AN APPENDIX  TO  THE REPORT CONTAINS A DESCRIPTION OF THE SEVEN  COORDINATED
RESEARCH AND MONITORING PILOT  PROJECTS FOR THE MEDITERRANEAN.

    THE FAO(GFCM)/UNEP EXPERT CONSULTATION ON THE JOINT COORDINATED PROJECT ON POLLUTION  IN THE

IMPLEMENTATION OF FOUR PILCT PROJECTS DEALING MITH THE PROTECTION OF LIVING RESOURCES AND FISHERIES
IN THE MEDITERRANEAN.  THE PROJECTS. TO BE CARRIED OUT IN A UNIFORM MANNER BY A LARGE NUMBER OF
RESEARCH CENTERS  IN VARIOUS MEDITERRANEAN COUNTRIES. CONCERN:  BASELINE STUDIES AND MONITORING OF
HEAVY METALS AND CHLORINATED HYDROCARBONS IN MARINE ORGANISMS. AND RESEARCH ON THE EFFECTS OF
POLLUTANTS ON MARINE ORGANISMS AND ECOSYSTEMS.  ANNEXES CONTAIN. AMONG OTHER THINGS. A LIST OF
PARTICIPANTS. THE OPERATIONAL DOCUMENT FINALLY APPROVED BY CONSULTATION PARTICIPANTS AND  A
PROPOSAL FOR INTERCALIGRATION OF THE MEASUREMENTS OF HEAVY METALS AND CHLORINATED HYDROCARBONS.
