FOREWORD
The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

Index System
In each issue the document summaries are grouped by subject, by
category of document, and by country. Subject areas, which reflect
EPA programs, include:
air pesticides
water toxic substances
noise radiation
solid wastes land use
Categories of documents are:

4. scientific/technical (ST)
5. socio/economic (SE)
Summaries covering more than one subject are cross-referenced in
the Table of Contents. Abstracts appear only once, however, under the
primary subject heading marked by an asterisk. For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances. The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.
Explanation of the codes and abbreviations used with each summary
is on page 11.
Translations
EPA staff may request more extensive abstracts or full text trans-
lations. EPA Form 1350-1, Translations Services Requisition, is used to
order translations through^the Library Systems Branch. Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential. Payment is made by the requesting office.
Source Documents-
EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington, by using the order form in the back.
The documents are not loaned outside the Agency. Others may use the
collection at Headquarters for reference purposes.

DECREASE IN THE STIPULATED CONTENT OF LEAD IN GASOLINE. IT IS POINTED OUT IN THIS ARTICLE THAT
THE PRESENT PERMISSIBLE LEVEL OF 0.84 GRAMS PER LITER CAUSES THE ATMOSPHERE TO BE POLLUTED BY
1.200 TONS OF LEAD ANNUALLY. TO DECRASE THIS AMOUNT BY ONE THIRD, THE MINISTER SUGGESTS THAT

NORTH OF THE ARCTIC CIRCLE. THE COURT BASED THE DECISION ON THE FACT THAT IT COULD FIND NO

ANC PUBLIC AJTHORITIES. THE SPEAKER DISCUSSED THE TASKS AND THE IMPORTANCE OF THE COMMITTEE AND
MENTIONED OTHER AREAS OF NUCLEAR POLICY OF CONCERN TO THE INTERIOR MINISTRY. THE GOVERNMENT PLACES
THE SAFETY OF NUCLEAR OPERATIONS ABOVE ECONOMIC GAIN. A MAJOR AREA OF CONCERN IS THE SAFE DISPOSAL
OF NUCLEAR WASTES. THE AGREEMENT OF LOWER SAXONY TO ALLOW THE LOCATION OF A CENTRAL NUCLEAR WASTE
DISPOSAL CENTER IN THAT LAND HAS SOLVED ONE PROBLEM IN THIS REGARD. THE GOVERNMENT IS ALSO

PRIOR TO THESE DISCUSSIONS. THE LAND CSTATE) MINISTER OF ECONOMICS HAS ISSUED SIX EXPERT OPINIONS
ON THE PROJECT. THE EXPERTS WERE JOINTLY CHOSEN BY THE GOVERNMENT AND THE CITIZEN GROUPS
OPPOSING THE PROJECT. WHILE FULL DETAILS OF THE REPORTS ARE NOT YET PUBLIC. IN GENERAL THEY
STATE THAT THE RESULTS OF GROUNDWATER EXTRACTION WILL NOT BE NOTICEABLE IN THE AREA OF THE POWER
PLANT AND THAT THE CONSTRUCTION AND OPERATION OF THE PLANT WILL NOT NEGATIVELY AFFECT THE
GROUNDWATER ECOLOGY OF THE AREA. BASED ON PAST EXPERIENCE WITH COOLING TOWERS. THE EXPERTS
PREDICT NO NEGATIVE RESULTS FOR AGRICULTURE. FINALLY DURING NORMAL USE. THE PLANT SHOULD NOT
PRESENT ANY RADIATION DANGER. THE CONFLICT OVER THE POWER PLANT BEGAN IN 1974. AT THE BEGINNING
OF 1977, THE ADMINISTRATIVE COURT IN FREIBURG IS SLATED TO HEAR THE CITIZEN COMPLAINTS.

AS THE CORRECTIVE PROGRAMS DIRECTED AT EXISTING INDUSTRIES. THE ARTICLE ALSO BRIEFLY CITES THE
NUMBER OF POLLUTION CONTROL FACILITIES SET UP DURING THE YEAR AND THE PERCENTAGE OF INDUSTRIAL
COMPLIANCE WITH POLLUTION STANDARDS. MAJOR ACCOMPLISHMENTS OF THE NATIONAL POLLUTION CONTROL
COMMISSION FOR THE YEAR INCLUDE: PASIG RIVER QUALITY IMPROVEMENT; SEVERAL STEPS TAKEN TO CONTROL
AIR POLLUTION IN MANILA. INCLUDING THE CREATION OF A JOINT ANTIPOLLUTION TEAM BETWEEN THE
COMMISSION AND THE DEPARTMENT OF NATIONAL DEFENSE; IMPROVEMENT IN THE COMMISSION'S LABORATORY
FACILITIES; CLASSIFICATION OF 38 MAJOR RIVERS IN THE COUNTRY; AND IMPLEMENTATION OF ENVIRONMENTAL
EDUCATION PROGRAMS.

A WORKING GROUP WAS FORMED AT NORDFORSK IN 1972 IN ORDER TO COORDINATE THE PARTICIPATION OF

"EVALUATION OF EUTROPHICATION CONTROL." SINCE. WITHIN THIS PROGRAM, CHLOROPHYLL "A" IS THE ONLY
PARAMETER CONSIDERED NECESSARY TO MEASURE BIOMASS. THE NEED FOR INTERCALIBRATION OF ANALYTIC
METHODS PERTAINING TO THIS IN THE NORDIC COUNTRIES WAS RECOGNIZED. THE INTERCALIBRATION TOOK
PLACE IN SEPTEMBER 1974 BETWEEN 13 LABORATORIES IN SWEDEN. DENMARK, NORWAY, AND FINLAND. THE
MAIN GOAL WAS TO GET SOME BASIS OF COMPARISON BETWEEN DIFFERENT CHLOROPHYLL "A" ANALYSES AND ALSO
TO GET AN IDEA OF THE PROCEDURES EMPLOYED. THIS BOOKLET DESCRIBES THE VARIOUS METHODS AND ALSO
DISCUSSES THE OUTCOME OF THE INTERCALIBRATION. THE RESULTS DID NOT DEVIATE MORE THAN BETWEEN

CARRY OUT A COMPLEX PLAN TO ALLEVIATE UNTHEATED INDUSTRIAL AND DOMESTIC WASTE DISCHARGES
INTO RIVERS ANO OTHER WATER BODIES OF THE BALTIC SEA BASIN, AND TO MINIMIZE THE POLLUTION OF THE
ATMOSPHERE. SOME AREAS ARE REQUESTED TO COMPLETELY HALT THE DISCHARGES OF UNTREATED WASTE

WATERf ON THE SANITARY REGIMEN OF WATER BODIES AND ON THE BODIES OF WARM-BLOODED ANIMALS UNDER
CONDITIONS OF ACUTE, SUBACUTE AND CHRONIC ACTION. THE DATA OBTAINED FROM EXPERIMENTS MAKES
IT POSSIBLE TO RECOMMEND THE MAXIMUM PERMISSIBLE CONCENTRATION OF POLYETHYLENPOLYAMINE TO BE SET
AT. THE LEVEL OF 0.005 MG/L IN WATER OF WATER BODIES USED FOR DOMESTIC AND SANITARY PURPOSES. WHICH
IS LOWER THAN PREVIOUSLY RECOMMENDED LEVELS. THIS LEVEL SHOULD BE SET FOR ALL BRANDS OF
POLYETHYLENPOLYAMINE. A SANITARY TOXICAL INDICATOR SHOULD ALSO BE USED TO MONITOR THE EFFECT
OF POLYETHYLtNPOLYAMINE.
