                              FOREWORD
     The U.S.  Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical  Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.   Subject areas, which reflect
EPA programs,  include:

               air                pesticides
               water              toxic substances
               noise              radiation
               solid wastes       land use

     Categories of documents are:

               1.  general
               2.  legal/legislative/regulatory (LR)
               3.  planning/management/organization (PM)
               4.  scientific/technical (ST)
               5.  socio/economic (SE)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.  For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.  The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary
is on page 11.

     Translations
     EPA staff may request more extensive abstracts or full text trans-
lations.  EPA Form 1350-1, Translations Services Requisition, is used to
order translations through^the Library Systems Branch.  Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential.  Payment is made by the requesting office.

     Source Documents-

     EPA staff may request the original documents, located in the EPA
Headquarters Library  in Washington, by using the order form in the back.
The documents are not loaned outside the Agency.  Others may use the
collection at Headquarters for reference purposes.

PRESENTS  A MORE TECHNICAL  AND ECONOMIC APPROACH TO THE PROBLEM  THAN IS  PROVIDED  IN THE MORE
GENERAL OECD  REPORT, "POLLUTION FEES:  AN  ASSESSMENT."  BOTH DOCUMENTS,  HOWEVER. CONSIDER THE
OBJECTIVES OF AIR POLLUTION  FEES; THE VARIOUS METHODS OF CALCULATING SUCH TAXES. AS  WELL AS
POSSIBLE  BASES FOR THE ASSESSMENT; AND THE  IMPLEMENTATION OF THE  SYSTEM.  THE ARTICLE CONCLUDES
WITH A REVI=W OF THE BASIN AGENCY'S MAIN PROPOSALS.  THESE INCLUDE  CREATING LOCAL AIR FINANCE

    THE ACQUITTAL OF HALDOR TOPSOE FOR VIOLATING THE ENVIRONMENTAL PROTECTION ACT WILL PROBABLY
RESULT IN AN AMENDMENT OF THE LAW.  HAROLD  TOPSOE  WAS  ACCUSED  OF HAVING  CONTINUED CONSTRUCTION
OF A CATALYZER PLANT AND AN AMMONIA TANK INSTALLATION  EVEN THOUGH THE PERMISSION GIVEN BY THE
AUTHORITIES WAS WITHDRAWN UNTIL FURTHER NOTICE.  COMPLAINTS  FROM THE  PUBLIC  CALLED FOR THE DANISH
ENVIRONMENTAL PROTECTION AGENCY TO REVIEW THE MATTER.  THE COURT DECIDED,  HOWEVER. THAT THE ACT.
AS WRITTEN. MJST BE INTERPRETED TO THE EFFECT THAT  IT  DOES NOT STIPULATE THAT CONSTRUCTION MUST
BE STOPPED IN CASE OF COMPLAINT, ONLY PRODUCTION.   THE ENVIRONMENTAL  PROTECTION AGENCY FEELS
COMPELLED TO STUDY THE ACT CAREFULLY TO WEIGH POTENTIAL  AMENDMENTS IN ORDER  TO PREVENT A

GROUNDWATER ECOLOGY OF THE  AREA.  BASED ON PAST EXPERIENCE WITH COOLING TOWERS. THE EXPERTS
PREDICT NO NEGATIVE RESULTS FOR AGRICULTURE.  FINALLY DURING NORMAL USE. THE  PLANT SHOULD NOT
PRESENT ANY RADIATION DANGER.  THE  CONFLICT OVER THE POWER PLANT BEGAN IN 1974.  AT THE BEGINNING

THE RADIATION AUTHORITIES  WILL PRESCRIBE THE DUTY TO REPORT THE  ACQUIRING  OF EQUIPMENT AND
SUBSTANCES MENTIONED IN  THE PERMIT.   THE PENALTY IN PARAGRAPH 23 HAS BEEN  CHANGED FROM A FINE
BASED ON THE DEFENDANT'S DAILY INCOME AND AN UNSPECIFIED PRISON  TERM TO A  FINE OR A PRISON TERM OF
A MAXIMUM OF ONE YEAR.   IN PARAGRAPH 24, THE FINE FOR  TAMPERING  WITH RADIATION SAFETY DEVICES  HAS

WASTE  BUT ALSO THE  ECONOMICAL USE OF ENERGY  SOURCES.  ENERGY CONSUMPTION BEGAN DECREASING IN  1973
AND TODAY HAS REACHED A LEVEL WHICH IS LOWER THAN THAT  OF  1972.  THE USE OF ELECTRICITY HAS,
HOWEVER.  INCREASED  AND HAD NUCLEAR POWER AND CIL NOT BEEN  AVAILABLE TO  SUPPLEMENT IT, ELECTRICITY
