                              FOREWORD
     The U.S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international  organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received  by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical  Information Service (NTIS).

     Index System

     In each issue the document summaries are grouped by subject, by
category of document, and by country.   Subject areas, which reflect
EPA programs, include:

               air                pesticides
               water              toxic substances
               noise              radiation
               solid wastes       land use

     Categories of documents are:

               1.  general
               2.  legal/legislative/regulatory (LR)
               3.  planning/management/organization (PM)
               4.  scientific/technical (ST)
               5.  socio/economic (SE)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.  For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.  The summary
appears only once, under solid wastes, but the report title is  listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each  summary
is on page ii.

     Translations
     EPA staff may request more extensive abstracts or full text trans-
lations.  EPA Form 1350-1, Translations Services Requisition, is used to
order translations through the Library Systems Branch.  Translation
services, which are available only to EPA staff are expensive and should
be requested only when essential.  Payment is made by the requesting office.

     Source Documents
     EPA staff may request the original documents, located in the EPA
Headquarters Library in Washington, by using the order form in the back.
The documents are not loaned outside the Agency.  Others may use the
collection at Headquarters for reference purposes.

OF THE 1978  GOAL OF 0.25 G/KM NITROGEN  OXIDES  EMISSIONS.   THE REPORT LISTS THE STAGES OF
DEVELOPMENT  3= THE  VARIOUS SYSTEMS UNDER  RESEARCH BY  EACH  DOMESTIC AUTOMOBILE MANUFACTURER.   IT
FINDS  THAT  EACH SYSTEM HAS REACHED THE  1978  TARGET  LEVEL AT LEAST  IN TRIAL PRODUCTION.   ALTHOUGH
THERE  ARE STILL SOME PROBLEMS TO BE SOLVED.  IT IS BELIEVED  THAT  MOST JAPANESE AUTO MANUFACTURERS
WILL REACH  THE TARGET BY 1978.   SOME  SYSTEMS.  WHERE RESEARCH IS  ADVANCED.  WILL PROBABLY  ENTER THE
MASS PRODUCTION STAGE EVEN BEFORE 1978.    HOWEVER IT  IS BELIEVED  THAT NO OVERSEAS MANUFACTURER  HAS
DEFINITE PROSPECTS  OF ACHIEVING THE NITROGEN OXIDES EMISSION LEVELS BY 1978.

WATER LAM. THE 1968 AIR POLLUTION ORDER. AND  THE 1969 RADIATION PROTECTION LAW.   IN 1971. THE
MINISTRY FOR ENVIRONMENTAL PROTECTION AND  WATER  MANAGEMENT WAS FORMED.  THE 1971-1975 FIVE-YEAR
PLAN INCLUDED A LARGER PROGRAM FOR ENVIRONMENTAL PROTECTION THAN IN THE PAST.   SEVEN BILLION

OF STANDARDS.  COMPENSATION SCHEMES, LOCATION OF DEVELCPMENTS AND COSTS  AND ECONOMIC CONSEQUENCES.

                      IONIZING RADIATION  PROTECTION.  UPON RECEIPT OF  THESE DOCUMENTS, THE  PREFECT IS TO ISSUE A
                      DECREE INSTITUTING  A  PUBLIC INVESTIGATION OF 15  TO 30 DAYS DURING WHICH THE DOSSIER IS TO BE
                      AVAILABLE TO THE  PUBLIC FOR COMMENT.  THE PREFECT IS TO RETURN THE DOSSIER. WITH HIS PROPOSALS.

LICENSED TO JSE. RADIOACTIVE MATERIALS  FOR DIAGNOSTIC PURPOSES.   THE  MOST  RECENT REPORT OF  THE
FEDERAL INTERIOR  MINISTRY  ON ENVIRONMENTAL  RADIOACTIVITY AND RADIATION PROTECTION IN  1974  SHOWED
THAT IN THE SEWAGE CANAL OF THE  NUCLEAR POWER PLANT AT  GUNDREMMINGEN. THE HIGHEST QUARTERLY AVERAGE
OF RADIOACTIVITY  WAS FOUR  PICOCURIE.   THE COMPARABLE VALUE FOR THE HAMBURG UNIVERSITY HOSPITAL  IN
EPPENDORF  WAS 7300 PICOCURIE.

IN NORWAY:  37.6  PERCENT  is FOOD WASTES. 34.1 PERCENT PAPER WASTE.   HOUSEHOLD WASTE AMOUNTS TO
ABOUT 0*5 PERCENT OR ABOUT 8.000 TONS A YEAR, WHICH MEANS THAT EACH  NORWEGIAN THROWS AWAY ABOUT

AVERAGE PCB CONTENT OF BETWEEN 1 AND 10  MG PCB PER KG BODY  FAT ALTHOUGH  THE PCB CONTENT REACHED A
100 MG LEVEL IN  CERTAIN INDIVIDUALS.  IT  HAS ALSO PREVIOUSLY BEEN ESTABLISHED  THAT  THE
REPRODUCTION OF  MINK DECREASES AT  THE 45-50 MG PER KG LEVEL  AND  THAT THE FETUS OF A FEMALE MINK
WILL BE ABORTED  WHEN THE MOTHER HAS BEEN  SUBJECTED TO PCB.   PCB  ALSO HAS A NEGATIVE EFFECT ON
REPRODUCTION OF  SEALS  AND OTTERS.
