This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to

     In each issue, the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.  For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.  The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary-
is on page ii.

    THE CANADIAN FEDERAL FISHERIES AND ENVIRONMENT MINISTER  ANNOUNCED  ON MARCH 29» 1977 THAT
STANDARDS TO LIMIT  ASBESTOS  EMISSIONS FROM ASBESTOS MINING AND  MILLING OPERATIONS ARE EXPECTED TO
BECOME LAW WITHIN 60 DAYS.  UNDER THESE STANDARDS. ASBESTOS  CONCENTRATIONS ARE NOT TO EXCEED TWO
FIBERS PER CUBIC CENTIMETER  IN GASES EMITTED FROM CRUSHING.  DRYING OR  MILLING OPERATIONS AND
FRCM DRY ROCK STORAGE.  THE  LIMIT APPLIES ONLY TO EMISSIONS  INTO THE ATMOSPHERE FROM THE POINT OF
RELEASE.  CONDITIONS WITHIN  PLANTS ARE REGULATED BY PROVINCIAL  INDUSTRIAL HYGIENE STANDARDS.  TO
ALLOW INDUSTRY TIME TO IMPLEMENT NECESSARY CONTROL MEASURES. THE LIMITS WILL NOT TAKE EFFECT UNTIL
DECEMBER 31. 1978;  HOWEVER*  MONITORING OF THE ACTIVITIES  OF  INDIVIDUAL OPERATORS TOWARDS
COMPLIANCE AMD EMISSION MEASUREMENTS WILL BEGIN AS SOON AS THE  REGULATIONS CONTAINING THE STANDARDS
ARE SIGNED INTO LAW.   THESE  LIMITS ARE ESSENTIALLY THE SAME  AS  THOSE ORIGINALLY PROPOSED IN DEC.

    THESE GUIDELINES.  ISSUED BY THE MINISTER OF THE ENVIRONMENT. APPLYING TO NEW ASPHALT PAVING
PLANTS AS OF APRIL  1.  1975 AND EXISTING PLANTS AS OF APRIL 1. 1976. SUGGEST THAT EMISSIONS OF
PARTICIPATE MATTER  NOT EXCEED:  A) 0.230 G PER NORMAL CUBIC  METER   AN OPACITY OF 20 PERCENT
(NO. 1 ON THE RINGELMANN CHART).  THE GUIDELINES CONTAIN  EXEMPTIONS FOR THE MALFUNCTION OR UPSET
OF OPERATIONS. BUT  SPECIFY THAT THESE EVENTS SHOULD BE MINIMIZED.   THEY ALSO CONTAIN INSTRUCTIONS
FOR EMISSIONS TESTING.  COMPANIES ARE TO KEEP RECORDS AND FORWARD  THEM AS PRESCRIBED TO THE
APPROPRIATE REGULATORY AUTHORITIES.  MODELS FOR THE RECORDS  ARE CONTAINED IN SCHEDULE A (EMISSION
TESTING) AND SCHEDULE  B (MALFUNCTION/BREAKDOWN).  THE MINISTER  ANTICIPATES THAT PROVINCIAL AIR
POLLUTION CONTROL AGENCIES MAY WISH TO ADOPT THESE GUIDELINES AS STANDARDS FOR PLANTS IN THEIR
JURISDICTIONS.

    THE DANISH PARLIAMENT (FOLKETING) HAS EXPRESSED SUPPORT  FOR THE  PROPOSAL BY THE MINISTER FOR
THE ENVIRONMENT, HELGE  NIELSEN.  THAT THE LEAD CONTENT OF GASOLINE BE DECREASED FROM THE CURRENT
0.84 GRAMS PER LITER  TO 0.40 GRAMS PER LITER.  SOME CCNCERN  HAD BEEN PREVIOUSLY VOICED ^WAT SINCE
REDUCING THE CONTENT  OF LEAD IN  GASOLINE ALSO LEADS TO A DECREASE OF THE OCTANE COUNT. THIS MAY
CAUSE AN ENGINE TO  STALL OR CONSUME MUCH MORE GASOLINE.  RESEARCH CONDUCTED BY THE DANISH
ENVIRONMENTAL PROTECTION AGENCY  HAS CONCLUDED. HOWEVER. THAT THE  DECREASE COULD BE REALIZED
WITHOUT ANY NEGATIVE  EFFECTS. THE MATTER WILL PROBABLY BE RESEARCHED  FURTHER BEFORE ANY FINAL
CONCLUSION IS REACHED.   THE MINISTER WANTS TO MAKE THE PRESENTLY  PROPOSED REDUCTION IN THE LEAD
CONTENT EFFECTIVE BY  NOVEMBER 1. 1977. AND HE HAS ALSO MADE  IT  CLEAR THAT HE WILL TRY TO REDUCE
THE CONTENT 0= LEAD IN  GASOLINE  FURTHER AT A LATER DATE. IF  POSSIBLE.

STATEMENTS WHICH ARE REQUIRED BY LAW; AND 2) STUDY REFORM  PROPOSALS OR OTHER MATTERS PERTAINING
TO CLASSIFIED INSTALLATIONS WHICH THE MINISTER REFERS TO IT.  THE DECREE INCLUDES  A BREAKDOWN
OF THE MEMBERSHIP. WHICH IS TO BE COMPOSED OF FIVE PERMANENT MEMBERS AND 25 MEMBERS TO BE
NOMINATED BY THE MINISTER FOR THE QUALITY OF LIFE FOR A PERIOD OF THREE  YEARS.

                       WHICH  THE FLUORIDE CONTENT FLUCTUATES. IT IS EXTREMELY DIFFICULT TO  REACH THE RIGHT BALANCE BY
                       ADDING MORE.   IT IS POINTED  OUT  THAT COUNTRIES  WHICH DO ADD FLUORIDE TO  THEIR WATER SUPPLIES USE
                       SURFACE WATER  WHICH IS  MUCH  EASIER  TO CONTROL.   IF FLUORIDE WERE ADDED.  ONLY ONE PERCENT  WOULD
                       PROVE  BENEFICIAL TO TEETH.  THE  REST WOULD DISSAPPEAR WITH THE WASTEWATER. THUS ENDING UP IN THE

    THIS REPORT SUMMARIZES THE FINDINGS OF A SURVEY UNDERTAKEN BY THE  INSTITUTE FOR INDUSTRIAL
RESEARCH AND STANDARDS AT THE REQUEST OF THE INDUSTRIAL DEVELOPMENT AUTHORITY (IDA). THE PRINCIPAL
BODY CHARGED WITH  IMPLEMENTING THE NATIONAL INDUSTRIAL  DEVELOPMENT PROGRAM OF THE IRISH
GOVERNMENT.  THE SURVEY, THE MOST COMPLETE POLLUTION  ANALYSIS EVER UNDERTAKEN IN IRELAND. SET OUT
TO MEASURE THE AMOUNT OF AIR AND WATER POLLUTION AND  TO ESTABLISH THE  CONTRIBUTIONS MADE BY THE
URBAN. AGRICULTURAL AND. MOST PROMINENTLY, INDUSTRIAL SECTORS. THE CHIEF GOAL BEING TO PROVIDE
BASELINE INFORMATION TO  BE USED BY THE IDA IN ENSURING  THAT  THE  CREATION OF NEW INDUSTRIAL JOBS
IS NOT ACHIEVED AT THE COST OF INCREASED AIR AND WATER  POLLUTION.   THE PRESENT REPORT. DESIGNED

    ALTHOUGH PRODUCERS OF DETERGENTS VOLUNTARILY  MADE AN AGREEMENT WITH THE MINISTRY OF
ENVIRONMENT To SELL PHOSPHATE-FREE DETERGENTS  AROUND LAKE MJOSA, THEY HESITATE  TO  EXTEND THIS
PROGRAM TO OTHER  AREAS THREATENED BY WATER POLLUTION.  THE AUTHORITIES HAVE SET 80  PERCENT OF
TOTAL SALES AS THE  GOAL FOR SALES OF PHOSPHATE-FREE DETERGENTS.  AROUND LAKE MJOSA.  PHOSPHATE-FREE
DETERGENTS HAVE ALREADY OUTSOLD THE COMPETITION AND CONSUMERS ARE REPORTED TO BE DELIGHTED.
IT IS POINTED OUT  BY MANUFACTURERS, HOWEVER. THAT THESE DETERGENTS ARE NOT QUITE AS  EFFECTIVE
AS THOSE CONTAINING PHOSPHATE AND UNLESS THE WATER IS "SOFT" THEY DO NOT WORK WELL AT ALL.  THE
MINISTRY OF ENVIRONMENT EMPHASIZES THAT ALTHOUGH  THE PROGRAM CURRENTLY IS VOLUNTARY, IT  COULD
BECOME COMPULSORY  IN AREAS PARTICULARLY THREATENED BY WATER POLLUTION.  MOST COOPERATIVE STORES
AROUND LAKE MJOSA NOW MARKET ONLY PHOSPHATE-FREE  DETERGENTS.  THE PROGRAM WILL  NEXT  BE INTRODUCED
AROUND THE TYRIFJORD.

                     RIVERS 10 TO 200 KILOMETERS  IN LENGTH LOCATED IN THE MOST CRITICAL AREA OF THE DON, URAL AND OKA
                     RIVER BASINS IN ORDER TO TAKE  NECESSARY  PREVENTIVE MEASURES.  HOWEVER, LOCAL SOVIETS HAVE THE
                     RESPONSIBILITY TO REGULATE THE ECONOMIC  ACTIVITY OF THE AREA IN ORDER TO PREVENT POLLUTION AND

NATIONS CONFIRMS  THAT THE  IMPROPER USE  OF CHEMICALS  IN AGRICULTURAL PRODUCTION CREATES
ENVIRONMENTAL POLLTUION.  PRESENT-DAY METHODS Op APPLICATION DO  NOT HARM THE  ENVIRONMENT.  EVEN
WHEN HIGHLY CONCENTRATED FERTILIZERS ARE USED IN GREAT QUANTITIES.   SINCE A SUBSTANTIAL AMOUNT OF
FERTILIZER LOSS IS ASSOCIATED  WITH ERCSICN PROCESSES, THE PREVENTION OF SOIL  EROSION IS ONE
'OF THE IMPORTANT  MEASURES FOR  PROTECTING RIVERS, LAKES AND OTHER WATER RESERVOIRS FROM POLLUTION.
THERE  ARE CASES WHEN THE USE OF FERTILIZERS CREATES ENVIRONMENTAL POLLUTION,  BUT THEY ARE
INSIGNIFICANT COMPARED TO THEIR POSITIVE EFFECT, SUCH AS INCREASES  IN AGRICULTURAL PRODUCTION.
