     The U. S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

INDEX SYSTEM

     In each issue, the document summaries are grouped by subject, by
category of document, and by country.  Subject areas, which reflect
EPA programs, include:

              air                pesticides
              water              toxic substances
              noise              radiation
              solid wastes       land use

     Categories of documents are:

             2.  legal/legislative/regulatory (LR)
             3.  planning/management/organization (PM)
             4.  scientific/technical (ST)

     Summaries covering more than one subject are cross-referenced in
the Table of Contents.  Abstracts appear only once, however, under the
primary subject heading marked by an asterisk.  For example a British
report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances.  The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.

     Explanation of the codes and abbreviations used with each summary
is on page ii.

WOOD-PROCESSING)  AND CONCENTRATIONS OF POPULATION.  AIR POLLUTION IS PRIMARILY EXPERIENCED AT THE
LOCAL LEVEL. PARTICULARLY IN THE SOUTHERN PART  OF  FINLAND.  AIR IS POLLUTED MAINLY BY SULFUR AND
CARBON COMPOUNDS,  NJTRIC OXIDES. AND OUST.  THE USE OF PESTICIDES AGAINST PLANT DISEASE INCREASED
FOUR TIMES DJRING THE TEN-YEAR PERIOD. AND THE  USE OF PESTICIDES FOR THE PURPOSE OF WEED CONTROL

CERTAIN MAXIMUM NOISE LEVELS WHICH  ARE LOGRITHMIC FUNCTIONS OF  THE PLANES'S FULLY EQUIPPED

                        THE AIRPORT AUTHORITY HAS ALSO ESTABLISHED A NOISE  MEASUREMENT NETWORK AROUND BOTH LOCATIONS TO
                        BETTER IDENTIFY PLANES AND DEVISE SUITABLE FLIGHT PATTERNS FOR THEM,  AS WELL AS  TO KEEP CHECK ON
                        DELIQUENT  PILOTS.   FINALLY, A TAX, WHICH WAS INSTITUTED IN  1973 TO FURNISH THE  RESOURCES  FOR THE
                        SOUND-PROOFING OF SCHOOLS AND HOSPITALS IN THE IMMEDIATE  AREA OF BOTH AIRPORTS,  IS BEING  AMENDED
                        TO PROVIDE  A  GREATER INCENTIVE.  FORMERLY BASED ON  THE NUMBER OF PASSENGERS IN  THE CRAFT,  IT IS

FEDERAL NUISANCES CCNTROL LAW  AND IN ADMINISTRATIVE GUIDELINES SETTING EMISSIONS LEVELS FOR NINE
TYPES OF CONSTRUCTION MACHINERY AND DETAILING THE METHOD OF MEASUREMENT.  TABLES ACCOMPANYING THE
ARTICLE PRESENT EMISSIONS OR AMBIENT NOISE LEVELS PRESCRIBED FOR VARIOUS AREAS OF  THE  INVOLVED

OF THE FACTORY.   AT THE  ORIGINAL HEARING. -AN EXPERT TESTIFIED THAT THE NOISE LEVELS IN THE
COMPLAINANT'S HOME WERE  TWO TO FOUR TIMES THE PERMITTED LEVEL* AND THE COURT ORDERED ATA TO  CEASE
OPERATION OF  THE SYSTEM  UNTIL THE NOISE  WAS REDUCED.  ATA PLEADED THAT IT  WOULD HAVE TO CLOSE
THE PLANT WITHOUT THE SYSTEM, RESULTING  IN ECONOMIC HARDSHIPS TO WORKERS AND REDUCED TEXTILE
EXPORTS.  THE HIGH COURT RULED. HOWEVER.  THAT THE INDIVIDUAL HAS A RIGHT TO DEMAND THAT COMPANIES
AND THEIR CUSTOMERS COVER  THE COST OF REMOVING OR LIMITING  POLLUTION SOURCES.

                       THEIR TOXIC WASTE OR RETURN IT IN CONTAINERS TO THE  SUPPLIER.   THE WASTE MAY  UNDER NO
                       CIRCUMSTANCES  BE DISPOSED OF AT A GENERAL DUMP. AN ACT WHICH IS PUNISHABLE BY  LAW.

RESPONSIBILITY FOR THE REMOVAL OF THE CARCASSES OF  BIROS WHICH HAVE DIED AT LOCATIONS OTHER THAN
WHERE THEY ATE THE SUBSTANCE.   ONE EXPERT CONTENDS  THAT ALTHOUGH ALFACHORALOS COULD BE  AN
EFFECTIVE  MEANS OF CONTROLLING THE BIRD POPULATION. A MINK FARM IS NOT THE PROPER PLACE TO USE IT
AND SUGGESTS ENCLOSING THESE ESTABLISHMENTS COMPLETELY WITH MESH WIRE  TO KEEP THE BIRDS OUT.

INDICATE FECAL POLLUTION OF HUMAN ORIGIN ON THE SOUTH SHORE WITH MIXED SOURCES NEAR THE NORTH
SHORE AND FECAL  POLLUTION OF HUMAN ORIGIN CN BOTH THE NORTH AND SOUTH SHORES OF SECTOR 3.  THE
HETEROTROPHS AND  PHYSIOLOGICAL GROUPS REFLECT AN ELEVATED NUTRIENT CONTENT IN THE ENTIRE STUDY

DURING THE FALL OF  1975.  IN ADDITION TO WATER QUALITY. THE  FOLLOWING WERE ALSO ASSESSED
BACTERIOLOGICALLY:  POINT SOURCES. POTABLE WATER SUPPLY SOURCES  AND SEWAGE EFFLUENT ZONES.
BASELINE BACTERIOLOGICAL DATA WERE COLLECTED FROM KAM  LAKE.  NO  WATER SAMPLES ANALYZED WERE
CONSIDERED FIT TO DRINK  WITHOUT DISINFECTION. ALTHOUGH ALL WATERS MET CRITERIA FOR PUBLIC WATER
SUPPLIES AND RECREATIONAL USAGE.  BACTERIOLOGICALLY. THE EFFECTS OF THE NI VEN LAKE DISCHARGE  WERE
CONSIDERED LOCALIZED  AND NOT EXTENSIVE.  OTHER POINT SOURCES WERE DELINEATED IN THE SOUTHERN
PART OF BACK BAY. AND EFFLUENT DISTRIBUTION WAS DEPENDENT  ON WEATHER  CONDITIONS.  CHEMICALLY
BACK BAY AND YELLOWKNIFE BAY WERE TENTATIVELY CLASSIFIED AS  MESO-EUTROPHIC. AND PREDICTIONS
INDICATE THAT EUTROPHICATION SHOULD OCCUR.

MINNESOTA.   THE RESULTS  SUGGEST THAT THE ZONE OF INFLUENCE  OF THIS DUMPING OF ASBESTIFCRM FIBERS
DOES NOT  EXTEND FAR OUT  INTO THE LAKE AND THAT IT DECREASES FROM JUNE THROUGH NOVEMBER.  RIVERS
FLOWING INTO LAKE SUPERIOR  WHICH WERE ANALYZED ALL HAD LOW  CHRYSOTILE FIBER CONCENTRATIONS BELOW
EIGHT  MILLION PER LITER.  AS DID SAMPLES TAKEN IN SPRING 1974 FROM LAKE HURON  AND GEORGIAN BAY.

CAPACITIES WERE CORRELATED  WITH SORBENT PRICES TO YIELD OIL SORPTION COSTS.   IN  THE
LABORATORY. SORBENT CAPACITIES WERE DETERMINED IN AN OIL-ONLY AND IN AN OIL-WATER  ENVIRONMENT.
MAXIMUM SORBsST CAPACITY  WAS CORRELATED AND COMPARED WITH THE VISCOSITY OF THE OIL RECOVERED.
IN SIMULATED FIELD TESTS  IN OUTDOOR TANKS. CRUDE OIL AND NUMBER 2 FUEL OIL WERE  SPILLED TO
DETERMINE OIu PICK-UP CAPACITY AND OIL-WATER  RATIOS OF THE  SORBENTS UNDER STUDY.   IT WAS FOUND
THAT.  OF  THE MATERIALS STUDIED. THE SYNTHETIC POLYMERIC SORBENTS SHOWED THE HIGHEST OIL PICK-UP
CAPACITIES AND OIL-WATER  RATIOS.

ARCTIC.  OF THE  PRODUCTS EXAMINED. FOUR WERE JUDGED  TO BE POTENTIALLY USEFUL AND  FIELD TESTS
USING THESE MATERIALS ARE RECOMMENDED.  AFTER EXAMINATION OF SEVERAL GROUTING SEALANTS. THE
STUDY CONCLUDED  THAT GROUTING SEALANTS ARE NOT SUITABLE FOR THE THOROUGH SEALING  OF THE TYPICAL

BY A PLANT  WHICH WOULD CCNVERT OIL WASTES INTO FUEL OIL. A DISTILLING  PLANT. A WET CHEMICAL PLANT.
AND A REGULAR DUMP.  THE FINAL COST. AN ESTIMATED  47 MILLION MARKS WITH THE ANNUAL COST OF
OPERATION EXPECTED TO BE 9  MILLION MARKS. WOULD STILL BE CHEAPER THAN  SENDING PROBLEM WASTE ABROAD
FOR PROCESSING.  MUNICIPALITIES IN THE HELSINKI AREA AND OTHERS WHICH  MAY BE INTERESTED WOULD BE
RESPONSIBLE FOR THE PLANT  IN  CONJUNCTION WITH  THE  CENTRAL GOVERNMENT.   FINLAND DOES NOT PRESENTLY

DAILY.  CHCCKS MADE NEAR  THE END OF 1976 SHCWED COD POLLUTANT DISCHARGES HAVE BEEN REDUCED TO
459.5 TONS A DAY. WHICH EXCEEDS THE GOAL BY 31.7 PERCENT.  AS A RESULT OF THE POLLUTANT DISCHARGE
REDUCTION. THE AVERAGE  CCD DENSITY IN THE INLAND SEA WAS 1.6 PPM IN MAY 1976.  DOWN FROM 1.8 PPM
IN MAY 1971.  THE ENVIRONMENT AGENCY SAID THAT LOWERED OPERATIONAL ACTIVITY DUE TO THE ECONOMIC
SLUMP MIGHT ALSO HAVE  CONTRIBUTED TO THE REDUCTION IN POLLUTANTS.

INDUSTRY. MEAT AND CAIRY INDUSTRY MINISTRIES OF THE RSFSR  ANC  LOCAL AGENCIES TO  ENSURE ABSOLUTE
COMPLIANCE WITH THE APRIL 22 AND AUGUST 6.  1960 DECREES OF THE USSR COUNCIL OF MINISTERS THAT
PROHIBIT THE OPERATION OF ANY ENTERPRISES DISCHARGING WASTEhATER WITHOUT PROPER  TREATMENT
FACILITIES.  IT ALSC STIPULATES THAT THE RSFSR STATE PLANNING  COMMITTEE (GOSPLAN)  IS TO INCLUDE
WATER  TREATMENT INSTALLATIONS IN ITS CONSTRUCTION AND PLANNING PROJECTS AND THAT ALL CONCERNED
MINISTRIES AND AGENCIES  ARE TO PROVIDE FUNDS AND MATERIAL  FOR  THIS PURPOSE IN  THE AREAS OF THE
KUBAN* RIVER AND ITS TRIBUTARIES.

    THIS APRI. 24. 1965  DECREE OF THE RSFSR  COUNCIL OF MINISTERS OBLIGES LOCAL GOVERNMENT
AGENCIES TO ENFORCE COMPLIANCE WITH THE APRIL 22. 1960 DECREE  OF THE USSR COUNCIL  OF MINISTERS

FACILITIES.  BEGINNING IN 1968 THE RSFSR STATE PLANNING COMMITTEE (GOSPLAN) IS TO  ALLOCATE FUNDS
FOR THE  CONSTRUCTION OF  THE OKSK WATER SUPPLY SYSTEM.  THE  MAIN PRIOKSK CONSTRUCTION SECTION OF
THE RSFSR CONSTRUCTION MINISTRY IS CHARGED  WITH BUILDING THE NECESSARY SEWAGE  TREATMENT
INSTALLATIONS IN THE AREA CONCERNED.  THE RSFSR MINISTRY OF HEALTH AND THE RSFSR STATE INDUSTRIAL
COMMITTEE FOR IRRIGATION FARMING AND WATER  MANAGEMENT ARE  TO INTENSIFY THEIR CONTROL OVER
SANITARY CONDITIONS OF RESERVOIRS AND OVER  CONSTRUCTION OF  NECESSARY WASTEWATER  TREATMENT
FACILITIES.  THEY ARE ALSC TO PREVENT OPERATION OF ANY ENTERPRISE WITHOUT PROPER
TREATMENT FACILITIES ON  ITS PREMISES.
