The U. S. Environmental Protection Agency, under a series of
documents exchanges with foreign governments and international organi-
zations, is collecting environmental reports from around the world.
This publication, a monthly announcement of documents received by EPA
under the exchanges, is distributed to EPA staff and is available to
others through the National Technical Information Service (NTIS).

In each issue, the document summaries are grouped by subject, by
category of document, and by country. Subject areas, which reflect

report on "Disposal of Awkward Household Wastes" is indexed under
pesticides, solid wastes, water, and toxic substances. The summary
appears only once, under solid wastes, but the report title is listed
with the EPA ID number under each of the other headings.
Explanation of the codes and abbreviations used with each summary
is on page ii.

NEw CANADIAN REGULATIONS ON EMISSION STANDARDS FOR THE ASBESTOS MINING AND MILLING INDUSTRY
WERE ENACTED ON JULY 13, 1977. THESE REGULATIONS, PROMULGATED UNDER THE CLEAN AIR ACT, WILL
ALLOW ONLY TWO ASBESTOS FIBERS PER CUBIC CENTIMETER TO BE EMITTED TO THE SURROUNDING AIR FROM
CRUSHING, DRYING OR MILLING OPERATIONS AND FROM DRY ROCK STORAGE. WHILE THESE LIMITS DO NOT
COME INTO EFFECT UNTIL DECEMBER 31, 1978, THE REGULATIONS STIPULATE AN IMMEDIATE START ON
MONITORING OPERATIONS OF INDIVIDUAL PLANTS. ACCORDING TO THE FISHERIES AND ENVIRONMENT
MINISTER* THIS WILL ALLOW ENFORCEMENT AGENCIES TO IDENTIFY PROBLEM AREAS AND THEN ALLOW THEM TO
FOCUS THEIR ATTENTION ON THESE AREAS AS THE DEADLINE APPROACHES. EMISSION MEASUREMENTS TO BE
TAKEN IN THE PRESENCE OF GOVERNMENT INSPECTORS, WILL BE SUBMITTED EVERY SIX MONTHS IN THE CASE OF
MILLING OPERATIONS, AND YEARLY FOR CRUSHING AND DRYING AND FOR DRY ROCK STORAGE.

AN INCREASE LATELY IN THE USE OF COAL AS INDUSTRIAL FUEL HAS PROMPTED THE MINISTRY OF THE
ENVIRONMENT TO ORDER AN INVESTIGATION TO DETERMINE WHAT EFFECTS THIS MAY HAVE ON HUMAN HEALTH AS
WELL AS ON THE ENVIRONMENT. THE REASON FOR THE INCREASE IS THAT MANY POWER PLANTS, ETC. HAVE
TAKEN THE ADVICE OF THE MINISTRY OF TRADE TO USE THIS TYPE OF FUEL TO CONSERVE ENERGY. THE
MINISTER FOR THE ENVIRONMENT, NIELS MATTHIASEN, POINTS OUT, AS REPORTED IN THIS ARTICLE, THAT IT
IS ALSO A WELL-KNOWN FACT BASED ON PREVIOUS EUROPEAN INVESTIGATIONS THAT THE INDUSTRIAL AREAS OF
WESTERN AND CONTINENTAL EUROPE POLLUTE SCANDINAVIAN MOUNTAIN AREAS CATASTROPHICALLY. ALTHOUGH
SULFUR POLLUTION IN DENMARK DAMAGES BUILDINGS, IT HAS LITTLE EFFECT ON LAKES, FORESTS, AND CROPS.
SINCE DANISH SOIL CONTAINS CONSIDERABLE AMOUNTS OF LIME, IT NEEDS TO BE SUPPLEMENTED WITH SULFUR
IN ANY CASE.

MINISTER, HAS SUGGESTED REDUCTIONS IN THE MAXIMUM EMISSION LEVELS OF CARBON MONOXIDE,
HYDROCARBONS, AND NITROGEN OXIDES IN AUTOMOBILE EXHAUST GASES. BY 1963, CARBON MONOXIDE EMISSIONS
WOULD BE REDUCED BY 68-71 PERCENT OF CURRENT LEVELS, HYDROCARBON AND NITROGEN OXIDE LEVELS BY
62-76 PERCENT. THESE VALUES ARE COMPARABLE TO MEASURES PLANNED IN OTHER HIGHLY MOTORIZED NATIONS,
SUCH AS THE U.S.', JAPAN AND SWEDEN. THE FEDERAL REPUBLIC NOW PLANS TO PRESENT THESE PROPOSALS TO
THE APPROPRIATE INTERNATIONAL BODIES, PARTICULARLY THE EUROPEAN COMMUNITIES. ACCORDING TO THE
REPORT OF THE ENVIRONMENTAL AGENCY, THESE LIMITS COULD BE ACHIEVED BY EXISTING INTERNAL COMBUSTION
ENGINES. SOME MANUFACTURERS ALREADY PRODUCE VEHICLES MEETING THESE STANDARDS FOR EXPORT, ALTHOUGH

SUBSTANTIAL AGREEMENT WAS REACHED ON A GUIDELINE ON DANGEROUS AND POISONOUS WASTES, AND SOME
PROGRESS WAS MADE IN AN EXCHANGE OF OPINION ON A GUIDELINE REGARDING WASTES FROM TITANIUM
DIOXIDE PRODUCTION. NO AGREEMENT COULD BE REACHED ON A PROPOSED GUIDELINE TO COMBAT WATER
POLLUTION BY THE CELLULOSE INDUSTRY AND A SUGGESTED GUIDELINE ON DRINKING WATER QUALITY.

WASTE (WITH LOW RADIOACTIVITY) INTO THE SEA, AN ACTION WHICH FINLAND OPPOSES ALTOGETHER. A
PROTEST WILL NOT BE CONSIDERED UNTIL AFTER THE DUMPING HAS OCCURRED AND SO FAR NO SUCH INCIDENTS
