                  SUPERTUND PUBLICATIONS SYSTEM

                           MAY 1. 1989


PURPOSE;  The purpose of this document is to update the Catalog of
Superfund Program Directives, OERR 9200.7-01, and its subsequent
monthly updates issued in February and March, 1989.

BACKGROUND:  During FY-89, a priority objective for OERR is the
restructuring of the management of the Superfund Publications
System to achieve greater efficiency in all aspects of production
and distribution.  A new Superfund Documents Coordinator, Betti C.
VanEpps, has been appointed and tasked with the responsibility of
centralizing publication management.  Completion of the new system
will require several months; during the transition, interim
procedures described below are being utilized.  Your patience
during this transition process is appreciated.

     A revised Catalog of Superfund Program Directives is planned
for late summer 1989.  In addition to information about
directives, the new catalog will also contain complete ordering
information and a bibliography of Superfund technical documents
and publications of general interest.  It is expected that this
catalog, with regular supplements will be widely available and
will become the definitive reference for ordering Superfund
program publications.  Availability of the completed catalog will
be widely publicized, together with ordering information.  If you
are interested in having a copy of the Revised Catalog reserved
for you, fill out and return the Reservation Request on the last
page of this document.

     Generally, there are several types of Superfund documents
which are inventoried and distributed according to document type.
The new system will fine-tune this basic distribution structure,
thus making it easier for the user to quickly locate a..d order the
desired information.  While many Superfund documents can currently
be obtained from more than one agency source, the new system will
gradually reduce this confusion by consistently stocking documents
at the distribution center best equipped to supply the requested
document.

BASIC ORDERING INFORMATION:

               General  Interest  Superfund Documents

     Superfund publications prepared for the general public and
which are non-technical in nature can be most efficiently accessed
through the Public Information Center (PIC) in Headquarters, or
through the Office of Public Affairs in the Regional Offices.
Community Relations documents and fact sheets which publicize
specific policy or technical guidances and provide general
information may also be found in the PIC.  The PIC's telephone

                       Technical Documents

     Documents carrying the "CERI" number, a distinctive agency
configuration shown in the example below,  are generally best
ordered from the Center for Environmental Research Information
(CERI) in Cincinnati, even though the documents may also carry a
9200 or 9300-series directive number, or may seem to be general
interest documents.  Generally,  the CERI 540 series denotes
Superfund documents, while those in the 623 series, although they
may be Superfund-related, are produced under the Technology
Transfer Program.

      In the update listing of new documents which follows, those
numbers shown with an asterisk  (*) should be ordered from CERI.
In some cases, we have provided new ordering information for older
documents.

number, if possible.

                 Directives and Policy Documents

     Documents carrying a 9200 or 9300-series directive number are
Superfund policy documents which are part of the Office of Solid
Waste and Emergency Response Office (OSWER) directives system.
Usually these are memoranda signed by an Office Director or the
Assistant Administrator for Solid Waste and Emergency Response
(OSWER) which require specific actions or responses by program
staffs.  Occasionally they are internal documents, such as the
OERR Administrative Procedures Manual, which provides instructions
for day-to-day agency management functions.

     OERR directives can be ordered most efficiently through the
Superfund Docket and Information Center (SDIC) unless they also
carry a "CERI" number, in which case,  we recommend that you
request them from CERI.

     Employees of an EPA Region, or State environmental agencies
with access to their EPA Regional Offices should also be aware
that OSWER directives (identified by their 9000-series numbers)
are on file with the Regional OSWER Directives Coordinator, as
well as in the Hazardous Waste Data Collection of the Regional
Libraries.  The Regional division office which is responsible for
the Superfund program should be able to provide the name and
location of Regional OSWER Directives Coordinator.


                            Exceptions

     A few Superfund documents are handled uniquely at the present
time, due to previous arrangements.  It is anticipated that when
the new system is fully implemented, few, if any, of these
exceptions will remain.   Tor the new documents listed in the
addendum below, complete ordering information is provided.  For
older documents, when in doubt, contact SDIC to obtain document-
specific ordering information.

                 ADDITIONAL SOURCES OF DOCUMENTS


NTIS.  In addition to the above ordering sources, as a general
policy, Superfund Documents generated by the Office of Emergency
and Remedial Response (OERR),  including all documents printed by
CERI are routinely archived through the National Technical
Information Service (NTIS) from which they may be purchased.  This
is a permanent archive service, which is the best source of
documents not currently in print at EPA.  NTIS charges for
documents, and levels an additional charge for rush orders. NTIS

PAYMENT POLICIES;  While NTIS  charges for copies, unless otherwise

HAZARDOUS WASTE DATE COLLECTION.  The EPA Libraries, both at
Headquarters and in all ten Regional  Offices, house the Hazardous
Waste Data Collection.  This extensive, computerized library
system and its trained staff is an excellent source of a wide
array of technical information dealing with all aspects of
hazardous waste management, including Superfund.  Users who are
uncertain of which documents may be applicable to their needs are
encouraged to begin their search at these locations.  A list of
the libraries and their phone numbers is attached to this update.

     We hope that this information will assist you  in locating the
