BACKGROUND On October 2, 1991, William K. Reilly, Administrator of the U.S. Environmental Protection Agency (EPA), announced the find- ings and recommendations of both the Superfund 30-Day Study and his Task Force on Implementation of the Superfund ARCS. Subsequent to these studies, the General Accounting Office (GAO) issued its report "Superfund: EPA Has Not Corrected Long- standing Contract Management Problems." Both the ARCS Task Force and GAO reports were critical of aspects of the Superfund contracting program and offered recommendations for corrective measures. The Task Force report contained 32 recommendations, divided into six categories. The recommendations presented in the report reflect the collective thinking of the Task Force about the ARCS contracting program. The Task Force recognized that EPA must improve oversight without overwhelming its field staff and ARCS contractors with administrative burdens and paperwork. Considerable effort went into the development of the Implementation Plan for these recommendations. ------- -2- The recommendations addressed by the implementation plan span the entire spectrum of contract management. The comprehensiveness of the implementation plan, which contains both short and long" term actions to strengthen the Superfund contracting program, clearly reflects our commitment to take all actions necessary to improve the management of all Superfund contracts. OBJECTIVE To transmit the Implementation Plan for the recommendations contained in the Administrator's Task Force report. IMPLEMENTATION While all of the task force recommendations will impact Regional operations, the Procurement and Contracts Management Division and the Office of Emergency and Remedial Response have assumed the lead for most of the tasks. Regions II and III, the lead Superfund and Administration Regions, participated in the development of the implementation plan and will be the Regional focal points for implementation of the task force recommendations. The point of contact in Region II is Shaheer Alvi, FTS 264-6193 and in Region III is Larry Whitson, FTS 597-3603. The lead Regions will coordinate development of detailed workplans for Region-lead recommendations. All detailed workplans will be coordinated with the lead Regions.
