SUBJECT: Responsibilities for Federal Facilities

Office of Emergency and Remedial Response
The purpose of this memo is to clarify responsibilities
between our two Offices for Federal facilities. We have agreed
to assume responsibility for preparing the final version of
the Federal Facilities Program Manual. OWPE staff will.serve . -
as the contacts with the Regions for policy and implementation ...
issues concerning Federal facilities.
We are sending a memo to the Regions and asking them to.
identify Federal facilities contacts for CERCLA activities. • . .
Further effort is necessary to more clearly identify Regional
resources and responsibilities, and we are preparing a memo
to the Regions on this topic. Regional resources explicitly
earmarked for Federal facilities oversight are limited. We
need to provide guidance to the Regions that indicates whether
resources for Federal facility oversight are to be derived
from accounts earmarked for Fund-financed response, private
party response or a mixture of both.
My staff will be working with your staff on these
resources and other Federal facility issues. Let me know if
you have any concerns with the approach that I have just
described.
