SUBJECT: Responsibilities for Federal Facilities

Office of Waste Programs Enforcement
The purpose of this memo is to provide a transition for
the OERR Federal Facilities Program Manual development responsi-
bilities that OWPE has assumed and to clarify responsibilities
between our two offices for Federal facilities. As in the
situation with other PRP's, OERR staff will continue to serve as
contract for pre-remedial policy and implementation issues
concerning Federal facilities.
Attached are all comments on the June 1985 draft Federal
Facilities Program Manual received by my staff from EPA Regions
and other Federal agencies. DOE is the only significant agency
not included but they have promised comments by the end of August.
Paul Beam will be available to you for review and comment assis-
tance and he will coordinate OERR issues for Program Manual revi-
sions. I want to thank your staff for their assistance during
OERR's turn at the wheel. Debbie Wood and Linda Southerland were
especially helpful with development of the draft Program Manual.
