As you are aware, we recently (March 7, 1986) deleted
eight sites from the NPL and have targeted an additional 30 sites
for completion and deletion by the end of FY 87. Although the
Superfund slowdown will undoubtedly affect the completion of some
sites, we should all work together and attempt to meet this
objective. Win Porter and I are eager to couple the deletion
action with the completion of work at these targeted sites.
Remedial SPMS targets which have been used to facilitate the
tracking of site completions and deletions have been currently
suspended while awaiting CERCLA reauthorization. Nevertheless,
following reauthorization new targets will be needed and I would
appreciate your efforts in directing staff to establish completion
and deletion goals for the remainder of FY 86 and FY 87. With
this in mind, I have enclosed a list of candidate sites for
consideration. Obviously Superfund slowdown activities have
affected our ability to proceed with certain response actions at
these sites. However, I would appreciate your taking a hard look
at establishing realistic timeframes for the completion and
deleting of these sites. These timeframes should be included
in the NPL Site Summaries to be submitted to this office
(attention: Dick Hyde), by April 15, 1986, per Win Porter's
February 19, 1986 request.

We are also, currently preparing new guidance for deleting
sites from the NPL. A workgroup comprised of representatives
from several Offices in Headquarters and Regions III and- V have
been developing procedures to clarify and simplify site deletions
We anticipate having the final draft deletion guidance out for
Agency review by the end of April. I appreciate your efforts to
push this completion/deletion initiative. Your staff should
contact Steve Golian (475-6703) in the Hazardous Site Control
Division (HSCD) if they have any questions.
