Attached please find the memorandum from Jack McGraw
requesting an extra copy of those Policy Directives that are
appropriate for State distribution. We are not capturing all
the policy-related documents in the OSWER Policy Directives
system. Therefore, I'd like to take this opportunity to clarify
the procedures.
I understand that complying with the system can be some-
what burdensome, therefore my staff has developed some step-
by-step procedures to assist you in meeting the requirements
of the Policy Directives System. These procedures are found
in attachment #2. I've also attached many copies of a handout
on the Policy Directives System which you can pass around.
In addition, OPMS has a new Policy Directives Coordinator,
Jennifer Barker, who handles all OSW documents entering the
OSWER Policy Directives System. If you have any questions,
you can call Thea McManus or Jennifer Barker at 382-4646 or
475-9350, respectively.

As you roay recall fron our meeting with ASTSWMO last October, ASTSWMO
requested that OSWER Headquarters provide the States with copies of all
final policy and procedural guidance documents. We agreed that Headquarters
would provide the States with appropriate documents. The purpose of this
is to inform you of the mechanisn which we will use to meet this cormidnent.
Currently, all policy and procedural guidance requires an OSWER
Directives number and form. To accommodate the State distribution, this
form has been revised to allow you to indicate when a document should be
provided by Headquarters to the States. A copy of the revised form is
attached/ and a supply will be provided to your Office Directives Coordinators.
The originator of a document should check the appropriate box to indicate
if the document should be provided to the States. If a document is to be
sent to the States by Headquarters, the originator must provide tHe OSWER
Directives system with 13 instead of 12 copies of the document. We will
send the extra copy to Cincinnati where State distribution will be handled.
Since all policy and procedural documents must be entered in the
OSWER Directives System, this procedure will allow the most efficient and
expedient mechanism to ensure that the States are receiving information
which they need to manage our programs. If you have any questions,

COMPLYING WITH THE OSWER POLICY DIRECTIVES SYSTEM
I. DOCUMENTS TO BE INCLUDED IN SYSTEM
A. Description:
An OSWER directive is a document which mandates action
for Regional personnel. This may include OSWER-originated
written communications that provide program or management
policy, clarification of existing policy, procedural guide-
lines, program guidance, delegations and redelegations of
authority, and OSWER-specific expansions of Agencywide
administrative directives.
B. Items:
1. Guidance Documents
2. Technical Resource Documents
3. Regulatory Interpretation/Implementation Documents
(RILs, PIGs, RSIs, etc.)
4. Mandates for action
5. Procedural material
6. Programmatic guidance materials
7. Expansions to Agencywide administrative directives
8. Informational material designated as having the
impact of a directive
9. Any communication that provides policy, including
precedent-setting determinations
II. INSTRUCTIONS ON HOW TO COMPLETE THE REQUIRED FORMS
Once the originator (i.e., the person who prepares or
writes a directive) of a document has determined whether or
not it should be included in the Directives System, (s)he is
responsible for completing the following steps.
A. Develop the document to the appropriate level of draft
before entering it into the Directives System.
1. Precedent-Setting letters, Memoranda, or short policy
statements which are not expected to be circulated
outside the respective division for review or concurrence
must be entered into the system before final
concurrence/signature.

2. Guidances and other documents of substantial length,
and/or documents which are expected to be widely
circulated for review and comment, and/or which may be
expected to undergo revisions must be entered into the
system before being circulated outside the originating
office for review.
B. Complete in full the OSWER Policy Directives System
Initiation Request Form (see attached). Each number listed
below corresponds to the same number on the Initiation
Request form.

6. If a directive updates other documents in the system,
it should be annotated here and under REFERENCE of the
Cover Sheet.
7. Draft level: If a document is final, then it is not
necessary to complete this section. Whereas directives
not in the final stages of issuance must be assigned a
draft classification. The classification allows the
user of the directive to identify the degree of finality
and to alert users regarding the necessary additional •
clearances. The classification must appear along with
the word "DRAFT," on each page of a directive.
A. Draft Level A -
A document which is signed by the AA or DAA,
but is awaiting other approval, such as OMB
or the Administrator and is significant in
that it has been issued by the highest level
of OSWER.
B. Draft Level B -
A document signed by an Office Director,
but is awaiting AA/DAA approval and is
distributed with the intent that it will
be utilized prior to the AA's signature.
C. Draft Level C -
A document transmitted only for review and/
or comment by an Office Director or the
AA/DAA and is not transmitted to be followed
as guidance. Schedules should be in place
for finalizing the document.

D. Draft Level D -
This is to indicate that a directive on a
particular subject is currently being prepared.
It alerts users of the system that a particular
policy or guidance document is being developed.
Such advance notice may prevent duplication
of effort.
8. Distribution to States by Headquarters: Mark "Yes" if
the document contains information/knowledge that States
need to successfully implement the national hazardous
waste program. If this is marked "Yes," the
originating office must submit 15 copies of the
document instead of 14. OSWER will send the extra copy
copy to Cincinnati where copies will be made and
distributed to every state.
9. The OSW Directives Coordinator will sign here once all
necessary steps have been completed.
10. Type in the name and title of the Approving Official
and the date of approval. The individual who signs a
directive assumes responsibility for its content and
impact on other offices. As a rule, directives which
affect the operations, approach, or workload of the
Regions must be signed by the AA-OSWER. However,
there are occasions when it may be appropriate for an
Office Director to sign memoranda to Regional Waste
Management Division Directors. Nevertheless, all
communications with the Regional Division Directors as
a group must be signed at a level no lower than the
Office Director. The officials who may approve OSWER
directives are:
1. Assistant Administrator (all directives)
2. Deputy Assistant Administrator (all directives
except some delegations of authority);
3. Office Directors (requests for comment on draft
guidance/policy directives and other matters
delegated by the AA and authorized by Agency
delegations rules).
C. Complete in full the OSWER Policy Directives System
Cover Sheet (see attached).

2. Complete title of document (no abbreviations
please)
3. Date document was approved
4. Date document becomes effective (Draft documents
do not have an Effective Date).

5. Final or Draft: Choose only one. If the word
"DRAFT" is printed on the document, or is part
of the title, than marking "FINAL" is inconsistent,
If "DRAFT" is marked, a Status Level must be given
also.
6. STATUS: Only Draft documents need this marked.
Choose the appropriate level.
.7. REFERENCE: Directives which update versions of
documents in the system should be
annotated here.
D. Take ONE copy of both the DOCUMENT and COVER SHEET, and
TWO copies of the INITIATION REQUEST FORM to the OSW Policy
Directives Coordinator (Jennifer Barker), who will provide
the appropriate OSWER Policy Directive Classification
Number.
The OSWER Policy Directives NUMBER must be entered:
1. On both copies of the INITIATION REQUEST FORM;
2. On the COVER SHEET;
3. On the upper right-hand corner of EACH PAGE of
the document;
4. On the upper right-hand corner of any transmittal
memorandum accompanying the document.
The originator of the document will attach one copy of the
INITIATION REQUEST FORM to the document. (The OSW Policy
Directives Coordinator will retain the other copy of the
initiation request form and the cover sheet.)
E. Send the document (with attached initiation request
form) forward for reviews, comments, concurrences and
final signature.
F. Forward the signed original document and 14/15 copies
(see Part II, Section B, #8) to the OSW Policy Directives
Coordinator after the document has received final approval
and signature. The original will be returned to the
originator. (OPMS can provide xeroxing services, if
necessary.)
III. UPDATING POLICY DIRECTIVES
If a document that entered the OSWER Policy Directives
System as a draft is later revised and becomes a final, it is
the originator's responsibility to inform the OSW Policy
Directives Coordinator of that change.
The originator needs to follow the same steps as if
entering the system with a new document: complete a new
cover sheet and initiation request form. Generally, everything
will remain the same on the forms except the draft status.
Copies of the revised document, initiation request form, and
cover sheet must be submitted to the Directives Coordinator.

If the new edition of a document supercedes the old
edition/ the new edition will receive a new Policy Directive
Classification number. On the other hand, if the new edition
supplements (but does not supercede) a document, then it will
not receive a new Policy Directive Classification number.
IV. OTHER OSW PUBLICATION/DISTRIBUTION CONSIDERATIONS
The originator should consider other related issues to
any documents entering the OSWER Policy Directives System.
1. Should this document be distributed through NTIS?
(Use your own judgement, but any document that will
be requested more than five times a year should be
sent to NTIS.)
2. Does this document have or need an EPA/OSW number?
The OSW Policy Directives Coordinator is also responsible for
distribution/classification systems.
