The following definitions are provided for the Data Element Dictionary to
cover state reporting (and for reporting actions in nonauthorized states as
well).
Closure Certification- The date the facility owner or operator and a
registered professional engineer certified that the facility closed in accor-
dance with the approved closure plan for the facility. The postmark date
should be used as the certification date for those certifications that are
mailed in. Where a certification is hand delivered, the date of certification
shall be the date the Agency received it. If the owner or operator certifica-
tion is submitted at a different time from the engineer's certification, the
date of the later submittal governs.
Partial Closing- Indicates that the facility closed some of its processes,
either partially or entirely, since November 19, 1980.*
* The proposed changes to Subpart G, published in the Federal Register on
March 19, 1985, establish a definition of partial closure.
