the Regional Administration" (Section 270.2).
It is necessary to amend EPA's Delegation Manual to provide a formal,
explicit redelegation of this authority from the Regional Administrator.

Wo have consulted with tho Office of General .Counsel and
concluded that it is not necessary to 'areend EPA'* Delegations,
Manual to provide a forwal, explicit redeiegatian of tnis
authority. Sufficient authority exists within SPA's regulations
to allow another EPA official to sign coran«nts resulting fron
EPA's review of draft State poraits. • For the explicit purposes
or 40 C?R Parts 270, 271 and 124, section 270.2 defines tho tern
Regional £clniinistrator to include "the authorized representative
of the Segional Administrator. Vov suggest that you as* your
Pegional Administrator to designate in writing either the Air and
b'asta Management Division Diroctor or yourself, as appropriate/
as his authorized representative for transaittal of EPA's ccnraents
resulting t'rcn draft perwit reviews. .^
