We have recently completed a special grant and contract
projects guidance manual for Regional UST Coordinators and OUST
staff. Attached is a copy of this manual for your reference.
Special projects are Regional, State, and local pilot projects
and studies which address common UST issues from a local program
implementation perspective. The value of supporting these
"reality-based" studies and projects will be realized as the
results are shared with other UST programs and Regional and
Headquarters staff. This guidance manual will help the Regions
and States to get this important work underway; it provides
a roadway through the red tape of grants, contracting and review
procedures.
The manual tailors the Agency's grants and contracts processes
to our unique situation allowing our attention to be focused on
tha substantive results rather than the process of: getting projects
in place. Since the manual references existing Agency requirements
and procedures while satisfying unique OUST program objectives,
we feel that it could serve as a model for similar efforts in the
Office of Solid Waste and Emergency Response (OSWER). The contents
have been included in the OSWER Directives Manual for others to
reference.

INTRODUCTION
This manual is designed to assist the Office of Underground Storage
Tanks (OUST) and the Regional UST Coordinator who share responsibilities
for Initiating, reviewing, selecting, funding, monitoring, and
communicating the results of Special Projects.
The manual gives both a comprehensive overview of the Special
Projects process and serves as a reference manual. Materials such as the
Abstract, Review and Funding Calendar, specific Information regarding
Regional grants and contracts, the List of Coordinators, and a current
Status Report can easily be referenced by turning to the green tabs that
Identify these materials.
The manual Is divided Into two major sections. The first section,
General Responsibilities, discusses the role and responsibilities of
(1) the Office of Underground Storage Tanks, (2) the Regional UST
Coordinator, and (3) the applicant/recipient of a grant or contract.
The second section, Procedures, discusses the specific steps and
procedures to be followed In (1) Initiating and preparing a proposal,
(2) reviewing, evaluating and selecting proposals, (3) formally awarding
and funding OUST approved projects, and (4) monitoring Special Projects,
Including communicating findings and conclusions.

GENERAL RESPONSIBILITIES
I Office of Underground Storage Tanks
This section discusses the role and general responsibilities of the
Office of Underground Storage Tanks (OUST) 1n Special Projects.
The Office develops and distributes guidance for the procedures
and requirements governing the Initiation, review, selection,
funding, monitoring, and communication of the results of Special
Projects.
The Office develops and distributes criteria and specifications
for Special Project proposals, including the types of projects and
the format for their submission.
The Office, upon receiving Proposal Abstracts, evaluates them on a
quarterly basis and makes decisions to fund, decline, or seek
additional Information regarding a proposed project.
The Office, upon approval of a proposal, transfers funds to the
Region for new or amended grant projects or to the appropriate
contract for projects to be funded as a work order on an existing
Regional, OUST, or other EPA office contract.
The Office will regularly Inform the Regional UST Coordinators of
the receipt of a proposal, decisions regarding proposals, and
other pertinent information on the Special Projects procedures and
requirements.
The Office, by means of a Status Report, will keep the Regional
UST Coordinator informed of recently submitted and approved,
declined, or active proposals from all Regions which will include
the following:
- The region and applicant/recipient;
- The title and description of the proposed project;
- The date submitted, the budget requested, and the project
timeframe; and
- The review status and whether OUST has decided to fund, decline,
or defer action on a proposal.

The office will track major project milestones (date of award,
Interim and final reports, brleflng(s) on findings and
conclusions, and project end date) on OUST's Project Tracking
System.
The Office will work with the Regional LIST Coordinator and the
recipient of a grant or contract to keep the UST community beyond
the study area Informed of the ongoing achievements, results,
findings, and conclusions from Special Projects. This may Include
amending a project to fund a more comprehensive means of
communicating the results produced by the grantee or contractor.
The Office, In addition to the specific duties listed above, has
the responsibility for evaluating the Special Projects procedures
and requirements and making any necessary revisions and/or updates,

II Regional LIST Coordinator
This section discusses the role and general responsibilities of the
Regional UST Coordinator In Special Projects.
The Coordinator acts as the liaison with State/local organizations
and serves as the focal point for Information flowing from OUST to
the applicant/recipient and back again to OUST.
The Coordinator may solicit grant proposals from State/local
governments, educational Institutions, or not-for-profit
organizations as he/she feels appropriate.
The Coordinator may submit proposals for work orders to be funded
on an existing EPA contract If the proposed work primarily
satisfies an EPA need.
The Coordinator previews projects and selects the best to be
written as Proposal Abstracts 1n accordance with stated criteria.
The Coordinator directs and assists the applicant, or prepares
himself/herself, a. Special Projects Proposal Abstract for
preselected proposals generated by State/local organizations or
Regionally Initiated ideas. These abstracts are forwarded to OUST.
The Coordinator, upon receiving the results of the OUST decision,
advises the applicant whether a proposal will be funded, has been
declined, or requires modification.
The Coordinator will initiate the formal application or amendment
process for approved grant proposals in accordance with Regional
grants administration requirements, including dispersing OUST
transferred funds.
The Coordinator will prepare a work assignment action request and
statement of work (SOW) for an approved proposal to be funded on
an existing EPA contract.
The Coordinator will administer, manage, and oversee the project
according to either the Regional grants administration or
procurement and contract management requirements as appropriate.

The Coordinator will work with OUST and the recipient to establish
major project milestones (date of award, Interim and final
reports, briefing(s) on findings and conclusions, and project end
date) to be entered into OUST's Project Tracking System.
The Coordinator will keep OUST apprised of ongoing developments
and achievements with respect to Special Projects underway through
regular brief updates Included 1n Regional UST Program Reports to
OUST.
The Coordinator will work with OUST and the recipient of a grant
or contract to communicate findings and conclusions of Special
Projects to the UST community beyond the study area. This may
Include amending a project to fund a more comprehensive means of
communicating the results produced by the grantee or contractor.

III Applicant/Recipient*
This section discusses the role and general responsibilities of the
applicant/recipient In Special Projects.
Ideas for Special Projects may be Initiated by OUST, the
Coordinator, State/local organizations, or through unsolicited
contract/grant proposals In general.
The applicant will, at the request of the Coordinator, refine or
modify Ideas, and prepare proposals for Special Projects.
The applicant will, at the request of the Coordinator, prepare
Proposal Abstracts for proposals the Coordinator deems worthy of
forwarding to OUST.
The recipient must comply with all conditions and requirements
associated with grants or contracts In accordance with Regional
grants administration policies or procurement and contract
management policies as appropriate.
The recipient will, at the request of the Coordinator, provide
Information as may be required to communicate the status,
achievements, results, or findings of Special Projects to the UST
community beyond the immediate study area. This Includes
developing additional options to communicate final results, if
necessary.
*NOTE: The applicant, upon approval and funding of a grant, becomes the
grantee, and of a contract, becomes the contractorboth
referred to in this guidance as the recipient.

PROCEDURES
I Preparing a Special Project Proposal
This section discusses the specific procedures to be followed in
initiating and preparing proposals for Special Projects.
Ideas for Special Projects may be Initiated by OUST, the
Coordinator, State/local organizations, or through unsolicited
contract/grant proposals in general.
Projects proposed by and/or for State/local governments,
educational Institutions, or not-for-profit organizations may be
funded as grants through the Region.
Projects proposed for work primarily to satisfy an EPA need may be
funded as a work order on an existing Agency contract.
The Coordinator will review proposals generated for projects In
his/her Region.
The Coordinator will select those project proposals they deem
worthy of further review and request the applicant to complete a
Proposal Abstract or the Coordinator may prepare an Abstract for
Regionally initiated proposals. The Proposal Abstract
requirements and an example of a completed Abstract can be seen on
the next three pages.
The Coordinator should consider the following criteria in the
initial screening of proposals:
- Does the proposed project satisfy an immediate program need?
- Are the results of the proposed project likely to be
transferrable beyond the study area?
- Does the proposed project address areas of shared research/
Information needs of the UST community?
- Is the proposed project unique or is it duplicative of other
ongoing efforts?
- Does the proposed project go beyond the basic grant tasks being
negotiated with States? and
- Does the proposed project address a priority need specified by
OUST In supplemental guidance?
Proposal Abstracts may be submitted to OUST by the Coordinator at
any time (c/o: OUST Special Projects Coordinator, OUST (HH-562A)).

Abstract Requirements and Format

PROPOSAL ABSTRACT REQUIREMENTS AND FORMAT
It Is Important that all Items requested for proposals be completed.
A consistent format will assist OUST personnel In evaluating proposals In
a timely manner and reduce the need to request additional Information.
The following Items are common for most preappllcations whether submitted
as an Informal proposal or on an application required by Headquarters or
Regional grants/contracts administration organizations. Abstracts should
be restricted to two pages.
1. Applicant's name, address and phone (Include the contact name and
type of organization If not apparent).
2. Date of proposal (Include the date of receipt at each point the
proposal 1s routed).
3. Descriptive title of proposal.
4. Approximate budget (Include the EPA share and total for grant
proposals).
5. Project tlmeframe (include the duration and begin/end dates).
6. Program narrative (provide succinctly in the following manner):
a) Objective(s);
b) Justification;
c) Method of accomplishment;
d) Geographic location of project;
e) Benefits (who/product/result); and
f) Who will perform the work.

Objective
To fund Barnstable County, (MA) Health and Environmental Department
project; to obtain field Information on their tank universe, verification
of submitted notification data and evaluate the environmental impact of
residential heating oil tanks.
Justification
Verification of the notification is critical with such a statistical
sample, and with this data, one can begin to make some estimates of the
total tank population as a percentage of notification forms received.
.This information will provide such a sampling from one area of the County
in which the public has been sensitized to the LIST issue and will be
critical to the final determination of the UST population. The
information on residential heating oil tanks will be useful to the County
and to EPA as they prepare their report to Congress on this subject.

Method of Accomplishment
Data will be collected from surveys of owners/operators to determine
the number of tanks, their content and location. Examination of leak
detection data will be used only as a screening tool to determine the
presence or absence of contamination. Determination of pollution
concentration is not within the scope of the work to be performed, and if
pursued would include the requisite Quality Assurance Plan (30 CFR 200).
Geographic Location of Project
Municipal governments within the County of Barnstable, Massachusetts.
Benefits (who/product/result)
The primary beneficiary Is Barnstable County and its constituent
municipalities. Barnstable County, the State of Massachusetts, EPA and
other State and local audiences will benefit from the experiences and
lessons documented in various interim reports and In a final report of
the data and analysis.

a temporary staff position with the grant award to conduct the project.

II Reviewing and Evaluating a Proposal
This section discusses the specific procedures to be followed In
reviewing, evaluating, and selecting proposals for Special Projects.
Completed proposal abstracts may be submitted to OUST by the
Coordinator at any time (c/o: OUST Special Projects Coordinator,
OUST (HH-562A)).
Proposal abstracts will be reviewed and evaluated by OUST on a
quarterly basis according to the following schedule for FY 1987.
The review and funding calendar can be seen Immediately following
this section.

Upon evaluating Special Project proposals, OUST may reach one of
four decisions:
- A proposed project may be approved as submitted;
- A proposed project may require revisions and modifications, such
as more Information, a change In methods or emphasis, or a
revised budget, and be resubmltted for further consideration;
- A proposed project may be declined for OUST funding but eligible
for funding with discretionary Regional grant funds; or
- A proposed project may be declined.
A memorandum will be sent Informing the Coordinator of OUST's
decision and necessary details for any follow-through that may be
required.

PROCEDURES
III Funding a Project
This section discusses the specific procedures to be followed In
formally awarding and funding OUST approved Special Projects. The award
and funding of OUST approved Special Projects can be done In one of two
ways; (1) as a new or amended Regional grant, or (2) through an existing
Regional, OUST, or other EPA contract.
Grants are awarded when the primary beneficiary Is a recipient other
than EPA and when the Involvement of EPA staff In the project 1s
limited. Conversely, contracts are utilized If the primary effort is
Intended to satisfy an EPA need with substantial EPA staff Involvement
even though the effort may also be applicable to others.

Regional Grants
Grants will be awarded and funded through the appropriate Region.
Each Region will proceed with the formal assistance agreement or grant
amendment for the Special Project in accordance with the applicable
Regional grants administration policies and procedures. OUST will
transfer funds equal to the EPA share of the grant to the appropriate
Region's grant allotment. The Region in turn will fund the grant with
these funds. The specific steps required to effect this arrangement
follow.
A memorandum is written from the Director, OUST, to the
appropriate Regional Administrator earmarking the transfer of
funds from OUST to the Regional grants allotment for the Special
Project(s). This memorandum references the project, project
budget, and Regional project officer, and needs the concurrence of
the Chief, Implementation Branch, and OUST administrative and
financial accounting officers.
A "change request form" Is used to transfer funds from OUST to the
Region and must be completed by OUST and submitted to the Office
of the Comptroller

Contracts
If a Special Project primarily satisfies an EPA need and will include
substantial EPA staff involvement, It will be funded through an existing
Agency contract. The Coordinator Is responsible for Identifying an
appropriate contract vehicle for the proposed work assignment (with OUST
assistance 1f necessary). A work order written for an existing Regional,
OUST, or another EPA contract will be funded directly with OUST funds on
behalf of the Coordinator. The Coordinator prepares a "work assignment
action request" and "statement of work" (SOW) for a Special Project to be
funded as a work order on an existing contract. The specific
requirements and steps to effect this arrangement follow.
If a Special Project is to be funded as a work order on an
existing EPA contract, 1t must satisfy the following conditions:
- The work to be performed must satisfy an EPA need;
- The contract must be a broad-based type which allows add-on work;
- The generic needs of the contract must satisfy the specific
needs of the work order to be written;
- There must be enough capacity on the contract for the additional
work;
- The primary and/or subcontracteds) must be appropriate to do
the work; and
- The contract project officer and negotiator must agree to allow
Its use.
A work assignment action request and SOW must be written by the
Coordinator proposing the Special Project and forwarded to OUST
for review and then for review by the contract project officer and
negotiator. These forms can be seen immediately following this
section.
A "procurement request" must be completed by OUST for the amount
of the project budget and provided to the contract project officer
and negotiator. This form requires the concurrence of the Chief,
Implementation Branch, and OUST administrative and financial
accounting officers. An example of this form can be seen
immediately following this section.

The procurement request, action request, and SOW*are provided to
the contract project officer and negotiator and, upon their
approval and acceptance by the Contractor, result in the
commencing of work.
The Coordinator will serve as the contact for this work order and
work with the contract project officer to oversee and manage the
effort.

I. PURPOSE
Why is this work assignment being issued?
II. TASKS
The contractor shall perform the following subtasks:
Subtask 1; Title
Subtask 1 usually asks for a workplan on how the contractor
plans to perform this work assignment, the proposed staff,
labor hours, and cost. A workplan is a definite "must"
unless the work to be done is simple and quick.
Subtask 2: Title
III. REPORTS
Any reports not required under the Task section. State the
number of copies required, for both draft and final reports.
IV. LEVEL OF EFFORT
You should discuss, but not promise, a potential work
assignment with the contractor. This should lead to a fairly
close estimate of the hours needed for completing the tasks.
State only the hours required and not the monetary cost.
V. PERIOD OF PERFORMANCE
State the length (weeks, months, etc.) and a proposed
completion date. Since you have no control over when the
work assignment will be approved by Contracts, it is more
realistic to state the time you think it will take to
complete the work once it is approved and the contractor
can begin work (i.e., state in elapsed time from commencement
of contract).

PROCEDURES
IV Monitoring a Project
This section discusses the specific steps to be followed in
monitoring a Special Project including communicating ongoing progress,
findings, and conclusions.
The Coordinator will administer, manage, and oversee Special
Projects in accordance with Regional grants administration
policies and procedures for grants or procurement and contract
management requirements for contracts.
The Coordinator will work with OUST and the recipient to provide
brief project status updates and note major milestones for Special
Projects.
The Coordinator will work with OUST to evaluate the preliminary
findings and conclusions of Special Projects and establish a
strategy to communicate these findings across all Regions and to
the broader UST audiences. This may Include amending a project to
fund a more comprehensive means of communicating the results
produced by the grantee or contractor.
