Management Improvement (CIMI)
10th Anniversary
This Awareness Bulletin commemorates the tenth
anniversary of the Agency's Committee on Integrity and
Management Improvement (CIMI). It highlights CIMI's
continuous efforts to improve the economy, efficiency, and
effectiveness of Agency operations, and to reduce vulnerability
to fraud, waste, and mismanagement. During the past ten
years, CIMI has proven to be a positive force for fostering
integrity and improving management in Agency programs.
Through the use of various publications, CIMI has encouraged
managers and employees to become actively involved in
improving Agency operations. Moreover, CIMI has proven to
be a timely example of the spirit of cooperation, since it
conforms with the Vice President's National Performance
Review recommendation that Inspectors General and agencv
personnel work together to make programs better.
Background
CIMI was initially established by EPA Order 1130.1, dated
August 9,1984, to (1) coordinate the Agency's effort to
minimize the opportunities for fraud, waste and
mismanagement in EPA programs, and (2) advise the
Administrator on policies to improve the efficiency and
effectiveness of EPA programs and activities. The committee's
first awareness bulletin was published in March 1985.
CIMI Members
CIMI is comprised of senior managers from throughout the
Agency and is chaired by the Inspector General. CIMI
members are appointed by each Assistant Administrator or
equivalent

Committee Functions
The essential role of the committee during the past ten years
has been to serve as a catalyst to increase employee awareness
and understanding of various Agency policies and procedures.
Specifically, CIMI has focused its efforts on:
• Increasing employees' awareness of their responsibilities
to prevent and report indications of fraud, waste, and
mismanagement in the Agency's programs and activities;
• Identifying those areas sensitive to fraud, waste, and
mismanagement;
• Reviewing established policy and implementing strategies
to minimize opportunities for fraud, waste, and
mismanagement in the Agency's programs and activities;
• Monitoring enacted legislation and regulations which
address integrity issues;
• Reviewing other agency brochures and literature for
possible application of "best practices" to EPA; and
• Identifying management and internal controls best suited
for detecting and preventing fraud

CIMI Projects and Publications-Past & Present
One of the committee's major efforts has been the sponsoring
of the annual Public Service Recognition Week (PSRW)
celebration which honors the EPA work force for their
contributions to good government and to the well-being of
their communities. CIMI established a subcommittee which
has successfully planned, organized, and coordinated the
ceremonies and special events celebrating PSRW for the past
eight years.
CIMI has also published a variety of employee awareness
bulletins and information leaflets. Since the publication of the
initial bulletin in March 1985, entitled "Committee on Integrity
and Management Improvement," CIMI has issued numerous
awareness bulletins and other publications. In addition, several
documents are being developed and will be issued in the near

CIMI Advancements
In addition to honoring CIMTs tenth anniversary, this
awareness bulletin introduces another milestone for CIMI.
During October 1994, CIMI joined the "paperless office"
campaign by making its publications available through the
Headquarters and regional Local Area Networks (LAN). All
CIMI bulletins and leaflets issued after 1992 are available via
the Agency LAN Services menu. To access CIMI
publications, select the Agency LAN Services or ALSMenu
option on your local LAN menu. Next, look under
INFORMATION SERVICES for the ADMINISTRATION
AND MANAGEMENT category. Select the PREVENTION
OF FRAUD, WASTE AND ABUSE option. To accommodate
those without access to the LAN, a number of hardcopy
documents will still be distributed. In addition, hardcopies of
all current CIMI bulletins and leaflets will be available in the
EPA Headquarters and Regional Libraries.
