The Chesapeake Bay Program
The Chesapeake Bay Program is the unique regional partnership which has been directing and
conducting the restoration of Chesapeake Bay since the' signing of the historic 1983 Chesapeake
Bay Agreement. The Chesapeake Bay Program partners include the states of Maryland,
Pennsylvania, and Virginia; the District of Columbia; the Chesapeake Bay Commission, a tri-
state legislative body; the Envirorimental Protection Agency, representing the federal agencies;
and participating advisory groups.
This "Who's Who" is a valuable reference fo'r understanding the Chesapeake Bay Program's
structure, which was designed to promote full participation in the decision-making process.
Representatives of the Chesapeake. Bay Program partners and other participants are listed, as ,
well as an overview of the committee structure.
As the largest estuary in the United States and the most productive in the world, the Chesapeake
was the first estuary targeted for restoration and protection. In the late 1970's scientific and
estuarine research on the Bay pinpointed three areas requiring immediate attention: nutrient over-
enrichment; dwindling underwater Bay grasses; and toxic pollution. Once the initial research was
completed, the Chesapeake Bay Program evolved as the means to restore this exceptionally
valuable resource.
Since its inception, the Chesapeake Bay Program's highest priority has been the restoration of
the Bay's living resources -- its finfish, shellfish and other aquatic life and wildlife. Recent years
have brought significant progress in the Bay restoration effort. Improvements have been achieved
in such areas as habitat restoration, nutrient reduction, and estuarine science. Examples of
specific actions initiated by the Chesapeake Bay Program include a watershed-wide, phosphate
detergent ban, the introduction of agricultural best management practices and biological nutrient
removal, and a public education campaign emphasizing the role each of the watershed's 13.6
million ,residents play in the restoration.
Considered a national and international model for estuarine research and restoration programs,
the Chesapeake Bay Program is still a "work in progress". Since 1983, milestones in the
evolution of the Chesapeake Bay Program include the signing of the 1987 Chesapeake Bay
Agreement, the 1992 Amendments to the Chesapeake Bay Agreement, and the 1993 Directives
by the Chesapeake Executive Council -- the policy-maki!lg body of the Chesapeake Bay
Program.
In the 1987 Agreement, the Chesapeake Bay Program partners set a goal to reduce the nutrients
nitrogen and phosphorous entering the Bay by 40% by the year 2000. Nutrient over-enrichment
is one of the biggest challenges facing Chesapeake Bay. Nutrients' "pollute" the Bay, inhibiting
the growth of underwater grasses which provide critical habitat in shallow areas. In deeper areas,
nutrient over-enrichment robs the water of oxygen, killing fish, shellfish and other aquatic life.
Achieving a 40 % nutrient reduction will ultimately improve the oxygen levels in Bay waters and
encourage aquatic life to flourish.

In the 19S2 A'1lendments, the partners agreed to maintain the 40% goal beyond the year 2000
and attack nltrie..1ts at their source -- 'upstream in the Bay's tributaries. In November 1992, the
Chesapeake B1Y Program established watershed-wide nutrient reduction targets for the Bay's 10
major trib.ltaries. As a result, Pennsylvania, Maryland, Virginia, and the District of Columbia
are developi ng "tributary strategies" to achieve the nutrient reduction targets. The Chesapeake
Bay Prognm ,llsa began reevaluating its Basinwide Toxies Reduction Strategy in order to better
understand th(: impact toxics have on the Bay's resources.
In 1993, the Chesapeake Bay Program partners celebrated a "Decade of Progress" by'
highlighting the 10th anniversary of the signing of the original Bay agreement along with some
of the res:o::a ~io;1 successes to date, including an increase in the acreage of underwater Bay
grasses, r;:cord-~etting numbers of young rockfish, and significant reductions of point source
pl>llution. The pcrtners also acknowledged that the Chesapeake Bay Program made a significant
transition5ince 1983, moving from its research phase to its implementation phase.
Highlighting ':he results-oriented emphasis of the Chesapeake Bay Program, the Executive
Council guided the restoration effort in 1993 with five directives addressing key areas of the
restoratior, incl:1ding the tributaries, toxics, underwater bay grasses, fish passages, and
agrieultur;:l nonrobt source pollution. Specifically, the Executive Council directed the partners
tc' outline initiatives for nutrient reduction in the Bay's tributaries; revise the Basinwide Toxies
R~duetion Sm.rte~y by 1994; develop action plans to address problems related tQ toxies is specific
g,~ographi:; areas within the watershed by 1994; and work with the agricultural community to
inplemen' totil ::-esource management programs on farms in the watershed.
III addition, the Executive Council set an initial goal for recovery of Bay grasses at 114,000
al~res by the y ~ar 2005; and set five- and lO-year goals for reopening 582 and 1,350 river miles
of spawning hab:ta~ by the removal of blockages, such as small dams, on the Bay's tributaries
which prevent migratory fish from reaching spawning areas.

The Chesapeake Executive Council was established by the Chesapeake Bay Agreement of 1983.
Under the 1987 Agreement membership changed from cabinet secretaries to the Governors of the States of
Maryland, Penn:;ylvania, and Virginia, the Administrator of the U.S. Environmental Protection Agency, the
Mayor of the District of Columbia and the Chair of the Chesapeake Bay Commission, a legislative
Commission s~r{ing Maryland, PeIUlSylvania, and Virginia. The Executive Council establishes the policy
di:'ection fo1' the re:;toration and protection of the Chesapeake Bay and its living resources.
The Exe cutivc Council exerts leadership to marshal public support and is accountable to the public
for progres~ maje under the Agreement. It meets as needed, but at least annually. Its Principals' Staff

Responsibilities
The Implementation Committee was established by the Chesapeake Bay Agreement of 1983 and is
composed 01 Jepresentatives from the States of Maryland, Virginia and Pennsylvania, the District of
Columbia, the Chesapeake Bay Commission, the Environmental Protection Agency, ten other federal
agencies and (Ither Program participants. It is responsible - for implementing the policy decisions and
technical studies of the Chesapeake Executive Council and coordinating restoration and protection activities
under the 1987 Bay Agreement.
Th~ Committee receives policy guidance from both the Executive Council and its Principal Staff
Committee. It establishes and coordinates a11 of the committees and subcommittees shown below. The
Chesapeake Bay Program Office provides staff support to the Implementation Committee and its
Subcommittees The Implementation Committee is responsible f0r the annual workplan and budget,
preparation of the Alillual Report, technical and computer support, and public outreach. It receives and
admowledges 1he advice of the Scientific and Technical Advisory Committee, the Local Government
Advisory Committee and the Citizens Advisory Committee whose Chairs are also members.

Air Quality Coordination Group - The group works to coordinate and integrate all endeavors to improve
the accura~'y of estill1ates of atmospheric deposition and its relative importance as a cost-effective,
controllabl~ source of nutrient and tox.ic substances. The specific mission of the group is to foster a broad-
based understardjr.g ~f the nature and extent of atmospheric deposition to the Chesapeake Bay, and to
reinforce federal and state efforts to reduce and prevent the adverse impacts of such deposition in a credible,

COMMUNICATIONS SUBCOMMITTEE
Responsibilities.
The Communications Subcommittee (CS) is responsible for: (1) building public understanding and
I
support of the Chesapeake Bay system and the restoration efforts undertaken pursuant to the 1987 Agreement
and (2) coordinating the implementation of the Agreement's public information, education and participation
commitments, including public review of commitment documents. The Subcommittee has two workgroups:
an Education Workgroup, and a Multi-cultural Workgroup.
The Communications Subcomittee seeks to build public awareness of the Bay through a
comprehensive communications effort that includes media outreach, developing and distributing educational
and informational materials, promoting Bay-related special events, and facilitating citizen involvement in Bay
education and restoration projects.
Coordination efforts focus on articulating and publicizing the information generated by the
Chesapeake Bay Program to ensure that it is useful and reaches appropriate audiences in a timely manner
throughout the Chesapeake Bay watershed. The Subcommittee also serves in an advisory capacity to the
various Bay Program subcommittees, advisory committees arid work groups in the development and
distribution of their public outreach materials. .
The Subcommittee's activities are conducted within the framework of the Principals' Staff Co111II1ittee
strategic priority for increasing stakeholders and for higher public recognition of the Bay Program and its
accomplishments. The communication action plan is revised as necessary to reflect current Chesa~ke Bay
Program issues.

Multicultural Workgroup - Objectives and goals include: 1) increase professional opportunities in the CBP
for minorities; 2) increase education ,and outreach efforts; 3) establish CBP minority benchmarks as a basis
for developing effective minority involvement efforts and measuring progress; 4) institutionalize minority
participation in the CBP through pro-active efforts by the various agencies, organizations and institutions,
i.e., foster a sense of responsibility among CBP partners for various components of a minority involvement
action plan or strategy; 5) insure that all Bay Program communications have both relevance and appeal to
the minority communities found within the watershed; and 6) increase the participation of minorities and
women in the CBP to ensure appropriate representation of all Bay population segments.

Criteria and Standards Workgroup - Responsible for revising the Chesapeake Bay Toxics of Concern List;
revising the secondary list of toxic substances (for future consideration as Toxics of Concern); assessing the
comparability of living resource habitat requirements, EPA aquatic life criteria, and Bay basin states' water
quality standards; coordinating efforts to develop estuarine based water quality criteria for Toxics of Concern
and critical water quality parameters; and encouraging adoption of more consistent water quality standards
among the Chesapeake Bay jurisdictions. The Criteria and Standards Workgroup has the lead responsibility
. for oversight of the continued development of the Chesapeake Bay Toxics Database.

MODELING SUBCOMMITTEE
Responsib iIities
The Modeling Subcommittee ensures that appropriate and technically defensible modeling tools are
a'iailable to the Chesapeake Bay Program. These models, (I) assist in understanding the important processes
affecting Bay witer quality, and (2) provide estimates of the expected water quality response to proposed
control actions (e.g. point and nonpoint source controls) under present and future conditions.
To achi ~ve this purpose, the Subcommittee oversees all aspects of model development including
project scor~, d,ta requirements, and contractor selection, as well as subsequent model application to address
relevant managE:ment issues. The Subcommittee assures coordination among Chesapeake Bay Program
participants on modeling and related activities necessary for achievement of Bay Program goals.
The M(.cteling Subcommittee coordinates activities most fre.quently with the Living Resources
Subcommitt~e, Ihe Nonpoint Source Subcommittee, the Monitoring Subcommittee, and the Scientific and
Technical Ad\'isJry Committee (STAC). Coordination with other Chesapeake Bay Program subcommittees
is accomplish~d by having select members of other subcommittees actively involved in the Modeling
Subcommittee. Co(.rdlnation with ST AC is enhanced by having the ST AC modeling liaison as a Modeling
Sllbcommittee IT ember. The Modeling Subcommittee is supported by the Model Evaluation Group (MEG),
a nationally recognized panel of experts who provide scientific and technical modeling advice to the
Sllbcommitt,~e. Th.~ MEG meets jointly with the Modeling Subcommittee approximately four times a year

MONITORING SUBCOMMITTEE
Responsibilities
The Subcommittee coordinates multi-jurisdictional efforts to monitor the Chesapeake Bay basin
system, to manage and ensure continued accessibility of the resultant environmental data and to promote
multi-disciplinary interpretation and reporting of the data on a jurisdiction and Program-wide basis. The
Subcommittee oversees il11plementation of new and innovative monitoring programs (water quality, living
resources, toxics and ecosystem processes) and techniques. It reevaluates existing programs to ensure that
environmental data necessary to support implementation of a comprehensive quality assurance program (as
part of components of the various monitoring programs) are collected. Emphasis is placed on ensuring
collection and management of comparable environmental data of known quality through continued
communication and transfer of technologies between the agencies and institutions involved in the Chesapeake
Bay Monitoring Program. Analysis and integration of the monitoring data collected and compiled through
the Chesapeake Bay Monitoring Program provides valuable information to management.

associated witl1he annual Baywide submerged aquatic vegetation aerial distribution survey program and the

Nnntidal Tributaries Workgroup - The Workgroup provides an oversight role in the continuing effort to
integrate monitoring programs above the fall-line in the Bay's watersheds with the tidal monitoring
programs. The workgroup coordinates the comparison of field and laboratory procedures and data analysis
approaches amolg \he various non-tidal .~onitoring programs. The role of this workgroup in tidal and non-

selected ecologically valuable species as required by the 1987 Chesapeake Bay Agreement. The workgroup

NONPOINT SOURCE SUBCOMMITTEE
Responsibilities
The Subcommittee addresses issues related to control of nonpoint source (NPS) pollution from all
sources including agriculture, forestry and urban sectors. A primary objective of the Subcommittee is to
improve NPS control programs and implementation of nutrient reduction strategies through technology
transfer among jurisdictions and agencies. This is achieved in regular meetings of the Subcommittee and
its work groups, and through special conferences and tours held at least annually.
The Subcommittee is responsible for cooperative design, coordination and assessment of NPS
pollution control programs and practices. Through standing workgroups and task assignments, the
subcommittee develops NPS control program criteria, establishes methods of collecting and evaluating results
of programs and practices, identifies and coordinates needed research and promotes NPS information,
education and iraining.
The Subcommittee coordinates multi-jurisdictional information for and response to other committees,
subcommittees or workgroups involved with NPS related activities. .

Forestry Workgroup - The Chesapeake Bay Forestry Workgroup coordinates, develops and implements
plans and projects which focus on the contributions of forest lands in restoring the health and productivity
of the Chesapeake Bay watershed. The workgroup provides a forum in which issues and opportunities
related to forest protection, restoration and stewardship can be discussed and potential solutions formulated
among the forestry community, interested individuals and organizations, and Federal, State and local
governments. Through the workgroup, forest management expertise is brought to Chesapeake Bay Program
Committees and Subcommittees.
Objectives include the following:
a. Enhance communication and education regarding forestry issues within the Bay watershed. -
b. Identify the need and opportunities for demonstration projects and program development.
c. Seek ways to promote the establishment and maintenance offorests and trees in urban, rural, and
developing areas to improve water quality, and aquatic and terrestrial habitats associated with the
Chesapeake Bay and its tributaries.
d. Promote forestry research. and monitoring needed to evaluate forest contributions toward
protection and restoration of the Chesapeake Bay.
e. Ensure that forest resource information pertin'ent to the Chesapeake Bay is available to
individuals and organizations interested and/or- involved in implementing the Chesapeake Bay
Program. .

Research Evaluation & Management Workgroup - The Research Evaluation & Management Workgroup
of the Nonpoint Source Subcommittee was created in November 1993, to address the following needs: the
establishment of a more formal structure for the selection of research priority areas for funding; an improved
procedure for proposal evaluation; and selection and progress oversight.
The workgroup charges are to:
-select, each year, those subject areas of concern that should, subject to approval of the
subcommittee, be given priority for research funding;
-evaluate and rank the pre-proposals and proposals submitted with requests for funding;
-establish a review process to monitor progress of ongoing proposals, by arranging presentations at
regular subcommittee meetings or special workshops, as deemed appropriate and to review written
reports of research progress; and . . .
-organize, as appropriate, general workshops to review and evaluate nonpoint source research needs

of the Public ACI~s;; portion of the 1987 Chesapeake Bay Agreement: developing an inventory, strategy and
guide to ac('es~.
The P.Jblic Access Subcommittee works to coordinate public access within the states. Goals of this
SU'!)committee indude: Increasing access to federal lands; maintaining state inventories of access facilities;
developing a Dew public access guide; and identifying ways to provide educational opportunities at public
aC.;ess sites by working with the Communications Subcommittee. .

Criteria and Standards Workgroup - The Criteria and Standards Workgroup is responsible for revising
the Chesapeake Bay Toxies of Concern List; revising the secondary list of toxic substances (for future
consideration as Toxics of Concern); assessing the comparability of living resource habitat requirements,
EPA aquatic life criteria, and Bay basin states' water quality standards; coordinating efforts to develop
estuarine based water quality criteria for Toxics of Concern and critical water quality parameters; and
encouraging adoption of more conSistent water quality standards among the Chesapeake Bay basin
jurisdictions. The Criteria and Standards Workgroup has the lead responsibility for oversight of the.
continued development of the Chesapeake Bay Toxics Database.

Responsibilities
The Scientific and Technjcal Advisory Committee (ST AC) provides independent guidance to the
to the Chesapeake Bay Program on the overall direction, efficiency, and priority of measures to restore and
protect the Chesapeake Bay. ST AC actively helps integrate sound science into both policy development and
education efforts of the Chesapeake Bay Program. An important function of ST AC is to provide a fresh,
cross-cutti~g scientific and technical perspective. ST AC reports regularly to the Implementation Committee
'and is to report annually to the Executive Council on scientific and technical issues.
ST AC membership is drawn from the principal research institutions and scientific and technical
interests of importance to the Chesapeake Bay Program. Members are selected on the basis of their ability
to represent effectively and actively the range of disciplines, perspectives, and information resources needed
by the Program. ST AC operates with broad discretion to focus the best available scientific and technical
expertise, wherever it is located, on issues of importance to restoring the Chesapeake Bay.

Responsibilities
ThL~ Federal Agencies Committee (pAC) was established by the Environmental Protection Agency
(EPA) in 1984. The FAC is composed primarily of representatives of federal agencies that either own land
in the watershed and/or have missions that impact water quality or living resources of the Bay and its
tributaries. To ;Ia~, twelve federal agencies have formal agreements with EPA, which have made them
partners in the Hay Program. Some agencies without formal agreements are still participants in the Program
tl:lrough membership on the FAC. There are fifteen federal agencies and departments currently represented
on the F AC.
ThL: FA C is responsible for advising EP A, which is the sole federal signatory to the Chesapeake Bay
Agreements, and the only federal member of the Chesapeake Executive Council. In July 1994, the FAC
d!'afted and had signed by high level federal officials from 25 agencies and departments, the Agreement of
, Federal Agenci~s 011 Ecosystem Management in the Chesapeake Bay. The historic Agreement set out a
number of spec ific goals and commitments by federal agencies on federal lands . throughout the watershed,
as well as new cooperative efforts by federal agencies elsewhere. The FAC has established two workgroups,
Habitat Restoration and Nutrient Reduction, primarily to deal with issues on federal lands and the
commitments ir~ th~ new Agreement. The FAC also acts as an Advisory Committee to the Implementation
Committee on matters of mutual interest among the states and federal government.

. Nutrient Reduction Workgroup - The workgroup has completed several demonstration Pollution Prevention
Assessments on federal facilities throughout the watershed. These will be the basis for an "assessment
protocol" completed in 1995, which the workgroup will use to complete at least five assessment annually
at federal facilities throughout the Chesapeake Bay watershed. .

If driving-Take Route 50 . to Exit 24,
Annapolis/Rowe mvd. If CQming from Baltimore,
1-97 empties into F~oute 50 just west of exit 24.
From the east, be sue to stay off to the right at the
exit and do not go onto Bestgate Road. Take Rowe
Bhd. until it ends at the State Capitol building.
When Rowe Blvd. ends at the State Capitol, turn
right onto Colleg(~ Ave. and merge into traffic on
Church Circle. Proceed through light and stay in
the outer part of th(: circle.
