To The Reader
The current efforts within Region 5 to promote data integration place a special emphasis
on Geographic Information Systems (GIS). A CIS can effectively and dramatically display
complex data and relationships. It is particularly useful in integrating multi-media data from a
wide spectrum of sources and formats. As such, GIS will play an important role in achieving
the full objectives of enhanced data integration within the Region.
To assist program offices and information resource managers in identifying available
spatial data, the GIS Management Office has prepared the following "Catalog of Automated
Spatial Data Bases." We apologize for the reduced legibility of the maps shown in the catalog,
but the intent is to provide a good approximation of the actual map products, while conserving
paper and the cost of color reproduction. Readers are invited to tour the GIS Mapping Room
to view the products in their original striking color and detail. We hope that this document
succeeds in promoting data integration by identifying the full scope of currently available spatial
data resources.

1 Background
1.0 Introduction
The Geographic Information Systems (CIS) Management Office was formally established
and staffed in early 1989 as part of the USEPA, Region 5, Environmental Sciences
Division. The early philosophy of the office was to pursue a 'venture' type management
style characterized by prototyping pilot and experimental GIS applications. The
objective was to 'punch through' the barrier to new applications and demonstrate the
possibilities of spatial data management and analysis within the Region. The Ashtabula
data base and coverages of the Toxic Release Inventory (TRI) data were the results of
that effort.
The 'venture' management style is now giving way to a 'retail' approach characterized
by service oriented marketing of GIS products where users define the effectiveness of the
product or service. In order for potential clients to better understand what is available,
this catalog of automated spatial data bases was assembled. The catalog will also be
useful in promoting data sharing as philosophy and in leveraging the valuable data
resources of USEPA. It is the intent of the GIS Management Office to update this
catalog at least annually.
1.1 Use of This Document
This document is written primarily for the program and information resource staff
members in each office as a way of identifying particular spatial data bases available to
Region 5, States and other agencies for GIS applications. The terms data base, data set
and coverage are used interchangably within the text to represent a set of files (usually,
ARC/INFO files) that contain digital, spatially encoded, records of features and
attributes that can be mapped with high degrees of accuracy and precision.
Generally, the bulk of the coverages presented have been processed into the ARC/INFO
format. Once in this format, the data are available for immediate spatial analysis,
display, and output. Occassionally, data sets are described which are currently being
processed from one digital format, such as USGS's Digital Line Graphs (DLG), into the
ARC/INFO format. The purpose is to provide advance notice of valuable data that will
become available in ARC/INFO format for applications in the near future.
1.2 Descriptions of Each Coverage
The description of each coverage summarized in this catalog provides certain basic
information. An attempt has been made to give potential users enough information to
decide whether the data will be useable for their specific application. Additional data
about Region 5's spatial data, or metadata, is maintained on each coverage and provides
many additional details regarding the source of the data, its processing history, and
quality control aspects. That data has not been included since interest in this level of
detail varies considerably.

1.3 Legibility of Maps
In an effort to provide the reader with concise information, packaged as economically as
possible, the GIS Management Office scaraficed clarity and color to reduce large scale
originals to 8.5 x 11" photocopies. It would be preferrable to maintain the maps in their
original size and color, but the reproduction costs would be prohibitive. Nevertheless,
all of the products described in this catalog can be printed in any scale or color
combination required, and in sufficient quantity to meet individual program needs.
Potential users are invited to tour the GIS facilities in Room 1409 to view maps in their
original striking color and detail.
1.4 Availability of the Data
With the exception of a few coverages described in this document, all of the data sets are
immediately available for application to particular projects, for data sharing, or for
review by program staff. In order to use the data, training in ARC/INFO is usually
necessary as well as specialized software and hardware. The GIS Management Office
has these capabilities. One objective of the GIS program in Region 5 is to increase
accessiblity to the data bases. Arc View software has recently been developed by
Environmental Sciences Research Institute that has reduced training and hardware
requirements needed to make use of ARC/INFO data bases. Nevertheless, enhanced
accessibility is a long term goal that will require incremental progress on a year to year
basis.
