I. OFFICE OF ACQUISITION MANAGEMENT
INTRODUCTION
The purpose of this handbook is to provide information and a
list of important points of contact to assist new Office of
Acquisition Management employees in Headquarters, RTF, and
Cincinnati, as well as procurement personnel in the Regions and
field offices. In addition, we hope this handbook will help our
clients get their work done. This is a reference book that not
only delineates the important elements of the contracting process
and points of contact, but also provides information on all the
regulations and procedures followed in the Office of Acquisition
Management.
The organization chart on the next page delineates the Divisions
and Branches. For Sections, see Branch organization charts in
Sections III and V.
We want to continue to improve this handbook and make it more

Office
The Immediate Office is responsible for the overall management of
the Office of Acquisition Management. Under the supervision of
the Director, it is responsible for the policies, procedures,
operations and support of the Agency's procurement and contracts
management program, from contract planning through closeout. In
addition, it is responsible for the management and formulation of
the budget; and control of the ADCR and FMFIA responsibilities.
The Office also acts as the Congressional liaison; performs special
projects; and manages office activities. The Competition Advocate,
reviews acquisition plans and justifications for other than full
and open procurement management reviews; serves as liaison to the
Office of Small and Disadvantaged Business Utilization to ensure
appropriate utilization of preferential procurement programs in
Headquarters procurement operations, and provides advice to
contract operations. The Liaison Staff increases communications
and teamwork between 0AM and the program offices by establishing
a network to open up the lines of communication to better
disseminate 0AM policy and guidance.

V. SUPERFUND/RCRA PROCUREMENT OPERATIONS DIVISION
The Director is responsible for overseeing and coordinating all
contract services in the areas of Superfund and RCRA. This
includes the supervision of the emergency response (ERRS, START),
remedial action (RACS), enforcement (ESS, TES) and federal facility
oversight (ROC) contracting programs. The Director also provides
guidance to all Superfund field contracting operations, and serves
as the liaison between regional contracting officers and
Headquarters. The Immediate Office is also responsible for the
administrative and budgetary functions of the Division.

Superfund/RCRA Program Management Staff
The Staff is responsible for all Headquarters Terminations and
Claims and for managing and definitizing ERCS delivery orders not
placed by regional contracting offices. The Staff is responsible
for the development and dissemination of Superfund contractual
guidance and procedures such as property management,
indemnification and A-E responsibility issues and other Superfund
issues which are of a broad, national concern and cut across
programmatic, regional, and interagency lines. The staff is also
responsible for negotiating indemnification guidelines. The Staff
coordinates and prepares responses to requests for information,
e.g., Inspector General and Congressional inquiries, and
coordinates dissemination of information. It coordinates, manages,
and responds to subject/program audits, and oversees Superfund/RCRA
contract operations resources at Headquarters. The staff is also
responsible for planning and cost recovery activities at
Headquarters.

Regional Contract Placement Branch
The Branch is responsible for contract placement activities in
support of the regions in the areas of Superfund remedial, removal
and enforcement, specifically under the Hazardous Site Control
Division (HSCD), Hazardous Site Evaluation Division (HSED), and
Office of Waste Programs Enforcement (OWPE). Branch activities
include acquisition planning, development of invitations for bids
and request for proposals, evaluation of proposals, selection of
contractors, and award of contracts. This Branch is responsible

Regional Contract Management Branch
The Branch provides management and oversight of regional contract
placement activities and contracting operations. Among other
responsibilities, the Branch Chief serves as the Fee Determination
Official (FDO) for all regional award-fee type contracts. The
Branch acts as the liaison between the Headquarters and Regional
contracting staffs. The Branch tracks information systems, tracks
and reviews Regional Contract Officer (RCO) workload, coordinates
and guides semi-annual RCO/Regional Project Officer (RPO) meetings,
assists in evaluating RCO performance, assures that RCOs are
involved in policy decisions and reviews and continually
communicates with the RCOs to monitor their needs. The Branch is
responsible for overseeing and conducting task forces related to
various regional and national issues, for example the Superfund
delegations workgroup.

VII. CONTRACTS MANAGEMENT DIVISION CINCINNATI
The Contracts Management Division in Cincinnati provides contract
support for the Office of Research and Development field
laboratories in Cincinnati, Ohio; Las Vegas, Nevada; Corvallis,
Oregon; Ada, Oklahoma; Gulf Breeze, Florida; Narragansett, Rhode
Island; Duluth, Minnesota; and Athens, Georgia. Contract support
is also provided for the Office of Water; the Office of Air and
Radiation's Office of Mobile Sources in Ann Arbor, Michigan; and
for the Cincinnati Office of Management and Administration. CMD-
Cincinnati also provides Agency-Wide contract support for all
architect/engineer (AE) and construction contracts.

Construction and Small Purchase Branch
CSPB supports the OARM-Headquarters Facilities Management and
Services Division and client programs nationwide by soliciting,
awarding, and managing architect/engineer and construction
contracts across the nation. The branch also coordinates
Cincinnati Bankcard training and acquires goods, services, and
construction up to the small purchase limit. In addition, CSPB
places delivery orders for goods and services of any dollar value
under GSA Federal Supply Schedule contracts.

Acquisition Management Branch
AMB works with client programs to develop competitive strategies
and individual solicitations which conform to those strategies.
AMB solicits and awards all contracts except AE and construction.
Contract types include various cost reimbursable and fixed price
arrangements. After contract award the contracts are transferred
to the Contracts Management Branch for management.

Contract Management Branch
CMB is responsible for the post-award management of all contracts
awarded by CMD-Cincinnati with the exception of the A&E and
construction contracts, which are managed in the Construction and
Small Purchases Branch. Post-award management begins with the
post-award conference and extends through contract closeout and
payment of the final voucher. Contract management functions

include processing work assignments, incremental funding and other
contractual modifications, as well as review of monthly reports and
invoices.

CSB provides contract support to the operational branches of CMD-
Cincinnati. Contract support includes quality assurance review of
solicitations, competitive range determinations, and proposed
contract awards, as well as file reviews of contract administration
activity subsequent to contract award. Contract support also
includes coordination of local policy review as requested by 0AM
and local implementation of contract policy. Administrative
support for budget development, FMFIA, computer systems, personnel
issues, OIG liaison and follow-up, and training is also performed
in this branch. CSB also performs pricing and auditing services
including solicitation analysis, audits of preaward cost proposals
as well as final audits, and reviews of cost proposals for contract
extensions.
