Introduction
Title IV of the Clean Air Act Amendments of 1990 mandated that affected electric
utilities reduce SO2 and NQX.emissions, the primary precursors of acidic deposition, through
an innovative market based regulatory program. A central element of the Acid Rain
Program is the requirement that affected units install continuous emissions monitoring
systems (CEMS) to provide a 100% accounting of their SO2 and NOX emissions. To assure
the accuracy of CEMS, EPA relies on a periodic performance test, known as the Relative
Accuracy Test Audit (RATA), in which measurements of emissions by an installed CEMS
are compared to measurements from an EPA approved reference method (RM),
contemporaneously performed at the monitoring location by a field test team. To ascertain
monitor accuracy, the acid rain regulations proposed that two statistical tests be applied to
the paired CEMS-RM data obtained during the RATA. A relative accuracy test is used to
ensure that all sources of monitor error (both random and nonrandom) fall below a
specified percentage to the average reference method measurements. A one-tail t-test for
bias is used to determine if the installed CEMS is measuring consistently low relative to the
reference method.
In setting standards that must be achieved on the relative accuracy and bias tests, an
underlying concern has been the precision of the EPA approved reference methods.
Traditionally, EPA has attempted to evaluate the variability of the reference methods
through collaborative testing which entails having several laboratories perform the reference
method under actual operating conditions and then estimating the within-laboratory
(repeatability) and between-laboratory (reproducibility) variability to gauge the precision of

the methods.
The most recent collaborative testing of SO2 and NOX reference methods was
performed in the 1970's (Hamil and Gamann 1973,: Midgett .1976;; Midgett 4977) when the
variability of the wet chemistry reference methods #6 and #7 (40 CFR Pt. 60, App. A) was
evaluated. In the years since these tests were conducted, there has been growing reliance
on the instrumental reference methods 6C for SO2 and 7E for NOX. To support its
regulation development responsibilities, EPA's Acid Rain Division asked the agency's
Atmospheric Research-and Environmental Assessment Laboratory at Research Triangle
Park (AREAL/RTP) to conduct a four-laboratory collaborative study of the variability of
EPA instrumental reference methods 6C for SO2, 7E for NOX, and 3A for oxygen. The
design and findings of the collaborative study are presented in a separate report
"Collaborative Study of Methods 6C (SO2), 7E (NOX), and 3A (O2) at a Coal-fired Boiler
Stack," prepared for AREAL/RTP by Research Triangle Institute and Entropy
Environmentalists, Inc. (Contract #68-Dl-0009, WA 1-108).
Concurrent with the performance of the four-laboratory collaborative test, data were
collected from the installed CEMS, enabling EPA to evaluate several other important issues
related to the RATA performance procedures and standards. Pairing concurrent CEM
values with each lab's RM measurements yielded 55 concurrent RATA test runs for each
of the four laboratories. This was augmented by one of the test team's (Lab #1) performing
an additional 121 RATA runs, yielding a total of 176 RATA runs for this lab.
The main objectives of the RATA portion of the field study were to analyze
o the relative accuracy results achieved by a CEMS over an extended period of

RATA testing, using the 176 RATA runs collected by Lab #1,
o the variability of relative accuracy results across labs, using the 55 concurrent
runs collected by all four labs,- i,,;i, ..<.. ,,. ,_..
o the bias test results achieved by a CEMS over an extended period of RATA
testing, using the 176 RATA runs collected by Lab #1, and
o the consistency of bias test results across laboratories and the variability of
bias test results over time, using both the four labs' concurrent 55 RATA runs
and Lab #l's 176 RATA runs.
This analysis presents a more conservative picture of CEMS performance than would
be expected under the Acid Rain Program. Unlike the certification procedures prescribed
under the Acid Rain Program, no attempt was made to eliminate bias from the CEMS
measurements prior to testing and the experimental design did not permit non-routine
adjustments to be made to the CEMS over the entire 11-week duration of the field tests.

Procedure
Test Site Selection and Description
The Santee Cooper Cross Generating Station, located near Cross, SC, was selected
on the basis of its proximity to the collaborating laboratories, familiarity with the station
(from earlier work done there), and the fact that the personnel were willing to provide data
for the RATA evaluation.
The Cross Generating Station consists of a 500-megawatt, coal-fired, controlled
circulation, radiant reheat boiler and associated power production equipment. Boiler
emissions are controlled by two C-E Walther, Inc. Model 4C electrostatic precipitators
followed by a Peabody International/Peabody Process Systems, Inc. limestone flue gas
desulfurization (FGD) system with three 50% capacity spray towers. Gases leaving the
FGD system are exhausted through a fiberglass-reinforced plastic stack housed within a
concrete annulus.
The Cross Generating Station is the largest unit in the Santee Cooper network and
has the capacity to rapidly respond to changes in network power demands. Because of this,
the rate of pollutant emissions at the stack were not steady throughout the test period.
Furthermore, the Cross Station experienced several upsets in the flue gas desulfurization
(FGD) unit's operation which caused both rapid and prolonged changes in SO2
concentration several times during the tests. Station records of FGD operation were
consulted to confirm the reasons for variations in SO2 concentration.

Participating Laboratories
The four collaborating laboratories participating in this study were typical of groups
which conduct source testing. All were familiar with RATA protocols and experienced in
the operation of continuous emissions monitoring systems. Collaborating laboratories were
selected based on knowledge of their prior work with reference methods and RATAs and
their availability to do the work on short notice. There were no qualifying tests of
participants. Personnel of the collaborating laboratories and the power plant CEMS
operators were instructed not to share or discuss the data as they were generated. This
report identifies the collaborators as laboratories 1, 2, 3, and 4. Collaborative study
participants were Santee Cooper (Performance and Environmental Services), Radian
Corporation, Industrial and Environmental Analysts, Inc. (IEA), and Entropy
Environmentalists, Inc. (EEI). Data were also taken from the facility's CEMS for use in the
RATA evaluations.
Research Triangle Institute (RTI) served as the coordinating laboratory and its
primary functions were: to see that the sampling methods were followed; to serve as
custodian for all data; to assure the data's quality, completeness, and accuracy; and to
conduct a series of performance audits of the reference methods used by the power plant
and the collaborating laboratories.

Sampling Procedures and Instrumentation
.The exhaust :«tack is circular: arid has an,internal diameter of 22 feet. TheiStack
height is approximately 600 feet with sampling ports located at the 475 foot level. The
sampling port location met all installation and measurement requirements specified in 40
CFR Part 60, Appendix B.
Each of the four collaborating laboratories came to the site outfitted with reference
method equipment, support gases, and a computerized data acquisition system. Three had
mobile laboratories to house equipment and parked them either inside or just outside the
annulus. The other laboratory set up all equipment at the 475 foot sampling port location.
A schematic of the stack and the locations of the collaborating laboratories is shown in
Figure 1.
The four collaborating laboratories and the station monitors followed similar
procedures for sampling and instrumental detection. Reference method instrumentation and
sampling techniques are listed in Table 1. All laboratories followed the specifications for
operation of Methods 6C, 7E, and 3A. A generic description of the sampling procedure
follows and is illustrated in Figure 2. A heated probe was inserted into the sampling port
at the 475 foot level. The probe may or may not have filters associated with it. A pump,
located at the laboratory, pulled the sample through a gas conditioner assembly, which
consists of a cooling system to remove water and reduce the sample's humidity and a filter
to remove paniculate matter. The sample then proceeded down a 3/8-inch diameter Teflon
sampling line to the laboratory. Depending on the location of the laboratory, this line was

as long as 720 feet. The sampling line was heated or unheated, depending on the location
of the gas conditioner. The sample then passed through a Teflon-lined pump and into a
manifold from which the instrumental monitors sampled. Excess sample was exhausted to
the ambient air. A separate calibration gas line led from the laboratory to a location very
near the sampling probe and upstream of the filters, gas conditioner, and sample line
entrance. Calibration, span, and audit gases were routed through this line so they could
enter the sample line and follow nearly the same route as the stack gases. Since the
concentrations of the calibration and span gases are independently known, adjustments can
thus be made to the sample and audit gas concentrations to account for losses which may
occur within the sampling system. The laboratory which operated at the 475 foot stack level
found that correcting the concentration values was unnecessary since the results of the
cylinder gas analysis agreed with the designated values. The other laboratories applied
small correction factors to their data.
Quality Control Tests
Several tests were performed to insure the instrumental monitors were properly
operating (as required under EPA Method 6C, 7E, and 3A). These include instrumental
interference tests, demonstrating comparability of SO2 results with those obtained by method
6 (barium-thorin titration), and tests for stack stratification. The instrumental monitoring
systems of all laboratories met or exceeded method requirements.

Experimental Design
The experimental design involved logging SO2, NOX, and O2 measurements from the
installed CEMS concurrently with corresponding measurements by participating laboratories.
The tests were performed in three phases during an eleven week period from February 26,
1992 to May 6, 1992. During Phase I and II each laboratory performed daily audits using
NIST-traceable1 compressed gases.
Phase I: Four-laboratory collaborative test of stack effluent at the same sampling
port without traversing. The four collaborating laboratories bundled their sampling
probes together and placed them in a common port of the stack at the 475-foot level.
The probe for the station's installed monitor was in an adjacent port. Its inlet was
about 2 m from the inlets of the bundled probes. Each test team made nineteen 30-
minute sampling runs over a three-day period without traversing.
Phase II: Four-laboratory collaborative test of stack effluent at two sampling ports
with traversing. Two laboratories placed their sampling probes in the port used in
Phase I, while the other two labs placed probes in a port on the opposite side of the
stack. Each laboratory made thirty-six 30-minute runs over a four-day period,
sampling at three traverse points in each run.

Phase III: Single-laboratory RATA runs over a nine-week period. Lab #1
performed 121 additional 30-minute sampling runs, three traverse points per run,
from the same sampling port as in Phase I.

Statistical Tests
In accordance with 40 CFR 75.24 §7 of the proposed acid rain regulations, the RATA
data were subjected to two statistical tests:
Relative Accuracy Test: This test is designed to provide a measure of the systematic
and random error associated with data from a continuous emissions monitoring system.

Bias Test: A one-tail t-test with a = 0.025 is used to determine the presence of
systematic error, resulting in measurements that are consistently low relative to concurrent
values produced using the applicable reference method. The CEMS passes the bias test if

Analytical Procedures
The primary aim of this study is to assess the expected extended performance of a
single CEMS on the relative accuracy (RA) and bias tests as prescribed in the proposed acid
rain regulations. To increase the effective sample size of the data being analyzed, and
thereby improve the confidence in the test results, the RATA runs from each laboratory
were treated as a single continuous data stream through which a 12-run test window was
rolled. Rolling a 12-run window through Lab #l's 176 sampling runs produces 165 12-run
RATAs. Rolling the 12-run window through the 55 Phase I and II RATA runs produces 44
12-run RATAs for each lab. The reference method requirement of performing drift tests
before each sampling run makes it possible to employ such rolling RATAs in analyzing
relative accuracy and bias test results, since each run can be considered a statistically
independent event. Consequently, the successive runs within each test window constitute
a separate RATA at a given point in time. Thus, the relative accuracy and bias test results
of the rolling RATAs can be tabulated to provide a picture of extended relative accuracy
and bias test performance of the CEMS over time.
To provide test results that would approximate as closely as possible those that would
be expected under the acid rain regulations, this study employed analytical procedures that
affected units would be most likely to follow when implementing the regulations. In

collecting CEMS and RM data for the relative accuracy and bias test, testers are allowed
to reject up to three RATA test runs, so long as they are left with at least nine paired
CEMS/RM measurements (40 CFR 75.24, §6.6.5). Thus, the baseline case used to assess
CEMS performance was a 12-run window from which three runs were eliminated. This
corresponds to common industry practice.
For any given 12-run window there are 220 possible 9-run combinations. At each
incrementing of the 12-run window, the 9-run combination with the best relative accuracy
was selected from the subset of all 9-run combinations that passed the bias test. If there
was no 9-run combination that passed the bias test, then the 9-run combination which
yielded the best relative accuracy was simply selected. The RATAs resulting from this
elimination procedure were designated "Bias/RA Optimized RATAs."

Results and Interpretation
Relative accuracy test results:, Any RATA with a relative accuracy of 10% or less was
considered to have passed the relative accuracy test. As listed in Table 3, 98.2% of the SO2
(ppm) RATAs and 100% of the NOX (Ib/MMBtu) RATAs for Lab #1 passed the relative
accuracy test for "Bias/RA Optimized" RATAs using a 12-run rolling window. This is
illustrated in Figures 3 and 4 for SO2, and in Figures 5 and 6 for NOX.
Relative accuracy test variability: The variability in relative accuracy test results over
time for Lab #1 is depicted in Figures 3 and 5. All but three of the SO2 (ppm) rolling
RATAs achieved relative accuracies below 10%; all of the NOX (Ib/MMBtu) RATAs
achieved relative accuracies below 10%.
In order to examine between-lab variability in relative accuracy test results, the
deviation of each lab's RA from the four-lab mean RA for each 12-run rolling window was
calculated and plotted (Figures 7-10). For the SO2 (ppm) rolling RATAs, the average
deviation from the mean relative accuracy was ±0.68% and the maximum absolute deviation
was 2.24%. For NOX (Ibs/MMBtu) rolling RATAs, the average deviation from the mean
relative accuracy was ±4.0% and the maximum absolute deviation was 12.86%. However,
as seen in Figure 9, the disparity from the mean relative accuracy for these RATAs was
largely attributable to Lab #3. This lab recorded consistently lower O2 measurements than
the other labs. This would produce correspondingly higher values when converting NOX
measurements from units of ppm to units of Ib/MMBtu. If only the remaining three labs

were considered, the average deviation from the mean relative accuracy would have been
±1.32% and the maximum absolute deviation would have been 2.88%.
Bias test results: As seen in Table 3, 73.3% of Lab #l's rolling SO2 (ppm) RATAs
and 99.4% of its NOX (Ib/MMBtu) RATAs passed the bias test. This is visually depicted
in Figures 3 and 11 for SO2 and Figures 5 and 12 for NOX.
Bias test variability: To analyze the variability of the bias test results, a statistical test
for randomness, known as the "runs test," was applied to the bias test results. The test
defines a "run" as a succession of the same event. In the case under consideration here, a
run is a group of consecutive passes or failures. For the observed number of passes (rip) and
failures (nf), the runs test calculates the probability that the observed number of runs (R0)
is different from the expected number of runs (ji) assuming the pass/fail results were
random.
For sample size larger than 20, to determine whether to reject or accept the
hypothesis that the sequence of runs is random, the mean and variance are calculated as

To evaluate the consistency of the bias test results over time, the runs test was
applied to bias test results obtained from 176 runs performed by Lab #1 and the 55
concurrent runs performed by each of the four laboratories. For Lab #l's test results, the
randomness hypothesis was tested using all windows in the data stream and using windows
in two definable subsets along the data stream: The "rolling daily" subset included 45
sampling runs collected daily by Lab #1 from March 2, 1992 through March 6, 1992. The
"rolling weekly" subset included 67 sampling runs collected by Lab #1 from April 2, 1992
through May 6, 1992.
Table 4 reports the across-time results on the runs test. All test results indicate that
the sequence of bias test pass/fail results observed using the 12-run rolling "Bias/RA
Optimized" RATAs are not random either over the entire data stream or within the subsets
noted above.
The across-lab consistency of bias test results was also analyzed by examining the
frequency of 100% agreement in bias test results among the collaborating laboratories. As
illustrated in Figures 13 and 14, there was a very high degree of across-lab consistency in
bias test results. In 95.5% of the rolling SO2 RATAs and 100% of the rolling NOX RATAs,
all four labs' bias test results agreed.
