INTRODUCTION
Many clearinghouses and hotlines have been set up by EPA to respond
to legislative initiatives requiring the Agency to foster communications and
technology transfer. The Headquarters Library assists EPA program offices in
clearinghouse development and operations by providing the following
services:

0 Reference library functions.
0 Specialized literature and news searches.
0 Subject oriented bibliographies.
0 Advice on database development.

This Guide is part of the Library's continuing effort to provide
information and foster communications about clearinghouses and hotlines
within the Agency. The Guide is updated semi-annually. If you are aware of

As part of the Office of Water's state funding study, a collection of
documents was developed on alternative financing mechanisms for
state water programs. Abstracts of the collection are entered into a
computerized database. As of March 1989, the system was
operational, though preliminary.

The Alternative Treatment Technology Information Center is
designed to serve the needs of EPA staff as well as other individuals

ASBESTOS OMBUDSMAN CLEARINGHOUSE
DESCRIPTION: .
The assigned mission of the Asbestos Ombudsman Clearinghouse
is to provide to the public sector, including individual citizens and
community services, information on handling and abatement of
asbestos in schools, the workplace and the home. In addition,
interpretation of the asbestos-in-school requirements and
publications are provided to explain recent legislation. More
specifically, the Asbestos Hazard Emergency Response Act (AHERA)
of 1986 has assigned the duties of the EPA Asbestos Ombudsman to
include:
-Receipt of complaints and requests for information.
-Rendering assistance with regard to complaints and
requests for information.
-Making recommendations to the Administrator of the EPA as
deemed appropriate.

BACT/LAER CLEARINGHOUSE
DESCRIPTION:
The basic purposes of the BACT/LAER Clearinghouse are: 1) to

Clearinghouse (GISC) is to identify, collect, and provide access to

HAZARDOUS WASTE OMBUDSMAN PROGRAM
DESCRIPTION:
The hazardous waste management program established under
RCRA is the most complex regulatory program developed by EPA.
EPA has been hampered in its ability to handle complaints from the
public and regulated community by not having a single office whose
essential purpose is to assist citizens and the regulated community
in resolving problems concerning any program or requirement
under the hazardous waste law. Recognizing this important need,
EPA established an Office of Ombudsman at Headquarters and in
each Regional Office.

SYSTEM (NPIRS)
DESCRIPTION:
The National Pesticide Information Retrieval System was
established at Purdue University in 1983 to provide quick, current
and factual information about pesticides. By use of a computer-based
system and with cooperation from the U.S. Department of
Agriculture (USDA), the U.S. EPA and the states, NPIRS provides
quick, current and factual information about pesticides.

DESCRIPTION:
The mission of the EPA Small Business Ombudsman
Clearinghouse is to provide information to private citizens, small
communities, small business enterprises, and trade associations
representing small business interests. In addition, complaints are
received frojn the small business sector regarding regulatory
activities, etc. Mail-outs are made to update the audience on recent
regulatory actions. Special attention is directed to apprising the
trade associations representing small business interests with
