S. Environmental Protection Agency was created in 1970 with the consolidation of programs from other existing Federal agencies. The libraries were drawn together into a nationwide network that now includes 28 participating EPA sites. Technical direction and the coordination of library ADP systems support is the responsibility of the Office of Library Systems and Services (OLSS) at EPA Headquarters in Washington, B.C. This Guide, which was prepared and distributed by OLSS, provides background on the formation of each library and describes the collection and services available. Generally, facilities are open to the public from 8:00 a.m. to 4:30 p.m. It is suggested that the hours of operation be verified at any specific location. The telephone numbers listed are either commercial (CML) or Federal Telecommunications System (FTS) numbers. The appendices provide the legend of EPA library codes, an alphabetical list of the cities in which libraries are located, and the names of staff members. There is an emphasis on social, economic, legislative, legal, administrative and management literature related to all aspects of environmental pollution and control. The collection comprises 7000 books; 1000 current subscrip- tions to journals, abstracts and indexes, newsletters and newspapers; 28,000 hard copy documents and technical reports generated by government sources or the private sector; and 175,000 others on microfiche (including reports of EPA and its predecessor agencies). Seidman The library was established in 1967 at the New England Basins Office, Northeastern Region, of the Federal Water Pollution Control Administration. The collection at that time consisted largely of material dealing with water quality and related subjects. Since the creation of EPA in 1970, the collection has been developed extensively in the fields of solid waste management, air pollution, pesti- cides, radiation and noise abatement. Literature relating to New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont) and its environmental concerns receives particular emphasis. The collection includes indexing and abstracting sources, books, journals and newsletters, government documents, and technical reports. The library provides reference, circula- tion, interlibrary loan and current awareness services for the EPA offices in the greater Boston area. Outside users-- students, university faculty members, industry, and local citizens' groups--have on-site use of the collection, as well as limited reference service and borrowing privileges. The library serves the regional and field offices, the Industrial Waste Treatment Research Laboratory, their consultants and contractors. At present, the collection consists of approximately 3000 books, 250 sub- scriptions to business and technical periodicals and news- letters, and over 90,000 environmental reports in microfiche. In addition, a complete set of EPA reports is maintained. All of the environmental sciences are included in the library's holdings, as well as related areas such as energy, economics and toxicology, particularly as applied to Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. Legal materials, emphasizing federal and environmental law, have been integrated into the collec- tion. Other special collections are being developed in management/publie administration and wetlands ecology. The Region 3 library primarily serves EPA staff. Its services include centralized book and journal acquisition for the Regional Office, circulation, reference and interlibrary loan. Computerized literature searching and current awareness services are available in-house through the use of the Lockheed DIALOG and NLM MEDLARS information systems. An acquisitions list is compiled and distributed bimonthly. The library is open to the public; however, loans are made to other libraries and government agencies only. Photocopy equipment is available, as well as microform reader/printers. Subject areas covered are water, air, solid waste, radiation, noise, pesticides, and hazardous waste pollution, with a specific focus on these problems in the southeastern region of the United States, namely Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee. There is some coverage of energy, land use, and management theory, but the collection is most extensive in the areas of water and air pollution. There is a small general ref- erence collection. The holdings include approximately 350 journal and newsletter titles, 1600 books and 26,000 technical reports. Also included is a complete set of 100,000 air pollution technical articles on microfiche from the Air Pollution Technical Information Center. The library provides the Region 4 staff with reference, circulation, interlibrary loan and current awareness services. Limited reference assistance is also provided to the general public. Much of the material housed there came from pre-EPA offices of the Department of Health, Education and Welfare's Public Health Service and the Department of Interior's Federal Water Pollution Control Administration (and FWQA). The collection consists of 12,000-15,000 documents and reports in paper copy generated by international, federal, interstate, state, regional and local governmental agencies and private endeavors. There are currently about 2500 book titles and 500 journal subscriptions in effect. There are some 100,000 items in microfiche. The subject areas of the collection are water pollution, water quality, water supply, air quality, air pollution, solid waste management, resource recovery and recycling, hazardous wastes, toxic substances, noise, pesticides and radiation. The emphasis is on the Great Lakes and the six states in the Region: Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin. There is a sizable collection of U. S. Geological Survey Water Supply Papers and Water Resources Data for Region 5 states and other contiguous states. Paper copy of most of the proceedings of the enforcement conferences held in Region 5 is available in the library. In addition, because the Rocky Mountain area is bearing heavy impact from energy development, the library collects energy publications and subscribes to a wide range of energy periodicals. And, finally, to support other aspects of Agency programs, the collection incorporates publications relating to economics, transportation, planning, management and employee development, A microfiche collection of approximately 100,000 documents supplements the hard copy report holdings. General library services are provided to the regional office staff. Second copies of EPA reports are available for loan to other libraries, government agencies, businesses and organizations in the Region. The library is open to the public for reference use. Limited telephone and in-person reference service is provided as time and staffing permit. There are no public duplicating facilities available in the building for either paper copy or microfiche. Included in the collection are a complete set of environmental impact statements and a collection of speeches given by EPA senior staff. Holdings consist of 4000 books, 350 journal titles, 30,000 reports and 125,000 microfiche. A small law collection is maintained. General library services are provided to the EPA staff in the Region. Materials are loaned to regional staff members and to other libraries. EPA libraries may telephone their requests; others should submit interlibrary loan forms. The library/information center reference desk responds to requests from the public for information on Agency programs. The library is open to the public, to whom reference services are available. The non-EPA portion of the collection is focused mainly on materials pertinent to the four Region 10 states: Alaska, Idaho, Oregon and Washington. The services available are acquisitions, circulation, inter- library loan, literature searching, reference and referral to other information sources within the Regional Office. A special Chesapeake Bay collection is also main- tained. Holdings consist of approximately 700 technical and scientific books, 3000 reprints, 75 periodicals and a large body of EPA reports. Reports from the laboratory deal with water quality manage- ment of the Chesapeake Bay, the Potomac River, the estuaries of the mid-Atlantic region, and the continental shelf off Maryland and Delaware. The TIC was established in September 1979 by merging the holdings of the Offices of Toxic Substances and Pesticide Programs. While the collection emphasizes pesticides and toxic chemicals, other subject areas include epidemiology, oncology, teratology, genetics, ecology, environmental toxicology, statistics, and library and information science. The holdings comprise 1500 books, 150 serial subscriptions, 300 technical reports, including an extensive collection of documents prepared for the Offices of Toxic Substances and Pesticide Programs, and over 55,000 journal articles and reports on microfiche. That library evolved through numerous government organizational changes. It was established in Washington, B.C., in 1950 with the consolidation of reference materials from the Divisions of Water Pollution Control, Sanitation, Industrial Hygiene, and Engineering Resources. In 1961 it was transferred to the Environmental Health Service of the Public Health Service. Subsequently, as programs decentralized, the library became essentially air pollution related and was transferred to the Air Pollution Technical Information Center in 1967. APTIC was relocated to Raleigh, N.C., in 1969 and in late 1970 it became part of EPA. At present, the collection consists of approximately 4500 books, 650 journal titles, and extensive technical reports. There is a high concentration of air pollution-related material, with emphasis on the health aspects of environ- mental pollutants, especially pesticides, other chemical pollutants, air pollution control technology and meteorology. The library maintains complete EPA air pollution contract reports in hard copy and EPA and predecessor agency reports on microfiche. The holdings also comprise those of two former facilities. The Division of Health Effects Research library was assem- bled in'North Carolina in 1968, during the reorganization - 22 - ------- Library Services Office (cont'd) Codes: 04B/EKB of air pollution functions under the Public Health Service. The unit was transferred to EPA in 1970, along with the Perrine Primate Laboratory library, which was established in 1966. These collections stressed the physiological effects of long-term, low-level exposure of the population to certain chemical pollutants, such as pesticides, poly- chlorinated biphenyls (PCB's), heavy metals and other residues normally found in the environment, with strong emphasis on chemical analysis and neurological effects. The Library Services Office maintains a close relationship with the neighboring university community. Duke University, North Carolina State and the University of North Carolina, Chapel Hill, are sources of interlibrary loans and their students and faculty use the EPA facility for reference work. - Services include acquisition and cataloging of books and periodicals, interlibrary loan, and circulation of tables of contents. The facility and the library began operation in 1966 at the present location in the periphery of the University of Georgia, in Athens. The collection consists of approximately 2000 book titles, 7500 documents and technical reports and 175 current journal subscriptions. The primary subjects covered are chemistry, biology, agriculture and waste engineering. There is also material available supporting research in electronic engineering, limnology, chemical engineering and aquatic biology.
