                        The Chesapeake Bay Program

The Chesapeake Bay Program is the unique regional partnership which has been directing and
conducting the restoration of Chesapeake Bay since the signing of the historic 1983 Chesapeake
Bay Agreement.   The  Chesapeake  Bay Program partners  include the  states  of Maryland,
Pennsylvania, and Virginia; the District of Columbia; the Chesapeake Bay Commission, a tri-
state legislative body; the Environmental Protection Agency,  representing the federal agencies;
and participating advisory groups.

This "Who's Who" is a valuable reference for understanding the Chesapeake Bay Program's
structure, which was designed to  promote full participation in the decision-making process.
Representatives  of the Chesapeake Bay Program partners and other participants are listed, as
well as an overview of the committee structure.

As the largest estuary  in the United States and the most productive in the world, the Chesapeake
was the first estuary targeted  for restoration and protection. In the late  1970's scientific  and
estuarine research on the Bay pinpointed three areas requiring immediate attention: nutrient over-
enrichment; dwindling underwater Bay grasses; and toxic pollution. Once the initial research was
completed, the Chesapeake Bay Program evolved as the means to restore this exceptionally
valuable resource.

Since its inception, the Chesapeake Bay Program's highest priority has been the restoration of
the Bay's living resources - its finfish, shellfish and other aquatic life and wildlife. Recent years
have brought significant progress in the Bay restoration effort.  Improvements have been achieved
in such areas as habitat restoration, nutrient reduction,  and estuarine science. Examples of
specific actions initiated by the Chesapeake Bay Program include a watershed-wide phosphate
detergent ban, the introduction of agricultural best management practices and biological nutrient
removal, and a public education campaign emphasizing the role each  of the watershed's 13.6
million residents play in the restoration.

Considered a national and international model for estuarine research and restoration programs,
the Chesapeake  Bay  Program is still  a "work" in progress".  Since 1983, milestones  in  the
evolution  of the Chesapeake Bay Program include the signing of the 1987 Chesapeake Bay
Agreement, the 7992 Amendments to the Chesapeake Bay Agreement,  and the 7993 Directives
by the  Chesapeake Executive Council — the policy-making  body  of the Chesapeake Bay
Program.

In the 1987 Agreement,  the Chesapeake Bay Program partners set a goal to reduce the nutrients
nitrogen and phosphorous entering the Bay by 40% by the year 2000. Nutrient over-enrichment
is one of the biggest challenges facing Chesapeake Bay. Nutrients "pollute" the Bay, inhibiting
the growth of underwater grasses which provide critical habitat in shallow areas. In deeper areas,
nutrient over-enrichment robs the water of oxygen, killing fish, shellfish and other aquatic life.
Achieving a 40% nutrient reduction will ultimately improve the oxygen levels in Bay waters and
encourage aquatic  life to flourish.

In the 7992 Amendments, the partners agreed to maintain the 40% goal beyond the year 2000
and attack nutrients at their source ~ upstream in the Bay's tributaries. In November 1992, the
Chesapeake Bay Program established watershed-wide nutrient reduction targets for the Bay's 10
major tributaries. As a result, Pennsylvania, Maryland, Virginia, and the District of Columbia
are developing "tributary strategies"  to achieve the nutrient reduction targets. The Chesapeake
Bay Program also began reevaluating its Basinwide Toxics Reduction Strategy in order to better
understand the impact toxics have on the Bay's resources.

In  1993,  the  Chesapeake  Bay  Program  partners  celebrated a  "Decade  of Progress"  by
highlighting the 10th anniversary  of the  signing of the original Bay agreement along with some
of the restoration successes to  date, including  an  increase  in the acreage of underwater Bay
grasses, record-setting numbers of young rockfish, and significant reductions of point source
pollution. The partners also acknowledged that the Chesapeake Bay Program made a significant
transition since 1983, moving from its research phase to its implementation phase.

Highlighting  the results-oriented  emphasis  of  the Chesapeake Bay Program, the Executive
Council guided the restoration  effort in 1993 with five directives addressing key areas of the
restoration,  including  the tributaries,   toxics,  underwater bay  grasses,  fish passages, and
agricultural nonpoint source pollution. Specifically, the Executive Council directed the partners
to outline initiatives for nutrient reduction in the Bay's tributaries; revise the Basinwide Toxics
Reduction Strategy by 1994; develop action plans to address problems related to toxics is specific
geographic areas within the watershed by 1994; and work with the agricultural community to
implement total resource management programs on farms in the watershed.

In addition, the Executive Council set an initial goal for recovery of Bay grasses  at 114,000
acres by the year 2005; and  set  five- and 10-year goals for reopening 582 and 1,350 river miles
of spawning habitat by the removal of blockages, such as small dams, on the Bay's tributaries
which prevent migratory fish from reaching spawning areas.

       CHESAPEAKE EXECUTIVE  COUNCIL
Responsibilities


      The Chesapeake Executive Council was established by the Chesapeake Bay Agreement of 1983.
Under the 1987 Agreement membership changed from cabinet secretaries to the Governors of the States of
Maryland, Pennsylvania, and Virginia, the Administrator of the U.S. Environmental Protection Agency, the
Mayor of the District of  Columbia and the Chair of the  Chesapeake  Bay Commission,  a  legislative
Commission serving Maryland, Pennsylvania, and Virginia.  The Executive Council establishes the policy
direction for the restoration and protection of the Chesapeake Bay and its  living resources.

      The Executive Council exerts leadership to marshal public support and is accountable to the public
for progress made under the Agreement. It meets as needed, but at least annually.  Its Principals' Staff
Committee meets as needed to facilitate communication among the Implementation Committee, the Advisory
Committees, and the Chesapeake Executive  Council.

           IMPLEMENTATION COMMITTEE
Responsibilities


       The Implementation Committee was established by the Chesapeake Bay Agreement of 1983 and is
composed of representatives from the States of Maryland, Virginia and Pennsylvania, the District of
Columbia,  the Chesapeake  Bay  Commission, the  Environmental Protection Agency,  ten other federal
agencies and other Program participants.   It is responsible for implementing the policy  decisions and
technical studies of the Chesapeake Executive Council and coordinating restoration and protection activities
under the 1987 Bay Agreement.

       The Committee receives  policy guidance from both the Executive Council and  its Principal Staff
Committee. It establishes and coordinates all of the committees and subcommittees shown below.  The
Chesapeake. Bay Program  Office provides staff  support to the  Implementation Committee and its
Subcommittees.  The Implementation Committee  is responsible for the annual workplan and budget,
preparation of the Annual Report, technical and computer support, and public outreach. It receives and
acknowledges the advice of the  Scientific  and Technical Advisory Committee, the Local Government
Advisory Committee and the Citizens Advisory Committee whose Chairs are also members.

Budget Steering Committee (BSC) - The BSC reviews the program expenditure proposals made by the
Subcommittees and the advisory Committees and recommends a fiscal year extramural budget to the
Implementation Committee.  The Implementation Committee is assisted in this process by the CBPO staff
which coordinates the assembly of the proposals and the development of alternative budget packages.

The BSC includes all subcommittee chairs, signatory representatives and representatives of the CAC, STAC,
and LGAC.

Air Quality Coordination Group - The group works to coordinate and integrate all endeavors to improve
the accuracy  of  estimates of atmospheric deposition and  its  relative  importance  as a cost-effective,
controllable source of nutrient and toxic substances.  The specific mission of the group is to foster a broad-
based understanding  of the nature and extent of atmospheric deposition to  the Chesapeake Bay,  and to
reinforce federal and state efforts to reduce and prevent the adverse impacts of such deposition in a credible,
holistic and comprehensive manner.

       COMMUNICATIONS SUBCOMMITTEE


Responsibilities


       The Communications Subcommittee (CS) is responsible for: (1) building public understanding and
support of the Chesapeake Bay system and the restoration efforts undertaken pursuant to the 1987 Agreement
and (2) coordinating the implementation of the Agreement's public information, education and participation
commitments, including public review of commitment documents.  The Subcommittee has two workgroups:
an Education Workgroup, and a Multi-cultural Workgroup.

       The Communications  Subcomittee  seeks to  build  public awareness of the Bay through  a
comprehensive communications effort that includes media outreach, developing and distributing educational
and informational materials, promoting Bay-related special events, and facilitating citizen involvement in Bay
education and restoration projects.

       Coordination efforts focus on articulating and publicizing  the information generated by the
Chesapeake Bay Program to ensure that it is useful and reaches appropriate audiences in a timely manner
throughout the Chesapeake  Bay watershed. The Subcommittee also serves in an advisory capacity to the
various Bay Program subcommittees, advisory committees and work groups in the  development and
distribution of their public outreach materials.                                             .  •

       The Subcommittee's activities are conducted within the framework of the Principals' Staff Committee
strategic priority for increasing stakeholders and for higher public recognition of the Bay Program and its
accomplishments. The communication action plan is revised as necessary to reflect current Chesapeake Bay
Program issues.

Multicultural Workgroup - Objectives and goals include: 1) increase professional opportunities in the CBP
for minorities; 2) increase education and outreach efforts; 3) establish CBP minority benchmarks as a basis
for developing effective minority involvement efforts and measuring progress; 4) institutionalize minority
participation in the CBP through pro-active efforts by the various agencies,  organizations and institutions,
i.e., foster a sense of responsibility among CBP partners for various components of a minority involvement
action plan or strategy; 5) insure that all Bay Program communications have both relevance and appeal to
the minority communities found within the watershed; and 6) increase the participation of  minorities and
women in the CBP to ensure appropriate representation of all Bay population segments.

Responsibilities


      The 1987 Chesapeake Bay Agreement states:  "The productivity, diversity and abundance of living
resources are the best ultimate measures of the Chesapeake Bay's condition.  These living resources are the
main focus of the restoration and protection effort."

      To accomplish this goal the Living Resources Subcommittee is charged to:

      o Develop and implement the Living Resources Component of the  1987
 Chesapeake Bay Agreement.

      o Facilitate a cooperative management and research approach to the restoration and
protection of Chesapeake Bay Living Resources.

      o Develop policies, strategies or plans to protect and restore existing and former
 habitats, ecological relationships and species distribution and abundance.

Criteria and Standards Workgroup - Responsible for revising the Chesapeake Bay Toxics of Concern List;
revising the secondary list of toxic substances (for future consideration as Toxics of Concern); assessing the
comparability of living resource habitat requirements, EPA aquatic life criteria, and Bay basin states' water
quality standards; coordinating efforts to develop estuarine based water quality criteria for Toxics of Concern
and critical water quality parameters; and encouraging adoption of more consistent water quality standards
among the Chesapeake Bay jurisdictions.  The Criteria and Standards Workgroup has the lead responsibility
for oversight of the continued development of the Chesapeake Bay Toxics Database.

       The Criteria and Standards Workgroup list of members is located under the Toxics Subcommittee
Communications Workgroup - Charged with assessing information provided to the public or to local, state,
or federal officials relating to living resources status, trends, requirements and developing and implementing
a strategy to provide information to restore, protect, and enhance living resources.

Implementation Committee

               MODELING  SUBCOMMITTEE
Responsibilities


       The Modeling Subcommittee ensures that appropriate and technically defensible modeling tools are
available to the Chesapeake Bay Program. These models, (1) assist in understanding the important processes
affecting Bay water quality, and (2) provide estimates of the expected water quality response to proposed
control actions (e.g. point and nonpoint source controls) under present and future conditions.

       To achieve this purpose, the Subcommittee oversees all aspects of model development including
project scope, data requirements, and contractor selection, as well as subsequent model application to address
relevant management issues.  The Subcommittee assures coordination  among Chesapeake Bay Program
participants on modeling and related activities necessary for achievement of Bay Program goals.

       The Modeling  Subcommittee coordinates activities most frequently with the Living Resources
Subcommittee, the Nonpoint Source Subcommittee, 'the Monitoring  Subcommittee, and the Scientific and
Technical Advisory Committee (STAC). Coordination with other Chesapeake Bay Program subcommittees
is accomplished by having select members of other subcommittees actively  involved  in the Modeling
Subcommittee. Coordination with STAC is enhanced by having the STAC modeling liaison as a Modeling
Subcommittee member. The Modeling Subcommittee is supported by the Model Evaluation Group (MEG),
a nationally recognized panel of experts  who provide scientific and technical modeling advice to  the
Subcommittee. The MEG meets jointly with the Modeling Subcommittee approximately four times a year
to review progress on development of the Bay and Watershed models.

            MONITORING SUBCOMMITTEE
Responsibilities


       The Subcommittee coordinates multi-jurisdictional efforts to monitor the Chesapeake Bay basin
system, to manage and ensure continued accessibility of the resultant environmental data and to promote
multi-disciplinary interpretation and reporting of the data on a jurisdiction and Program-wide basis.  The
Subcommittee oversees implementation of new and innovative monitoring programs (water quality, living
resources, toxics and ecosystem processes) and techniques. It reevaluates existing programs to ensure that.
environmental data necessary to support implementation of a comprehensive quality assurance program (as
part of components of the various monitoring programs) are collected. Emphasis is placed on ensuring
collection and management of comparable environmental data of known  quality through continued
communication and transfer of technologies between the agencies and institutions involved in the Chesapeake
Bay Monitoring Program. Analysis and integration of the monitoring data collected and compiled through
the Chesapeake Bay Monitoring Program provides valuable information to management.

Data Analysis Workgroup - The Subcommittee's Data Analysis Workgroup is responsible for coordinating
multi-agency data analysis, interpretation and reporting of results from the Chesapeake Bay Monitoring
Program. The workgroup is directly responsible for the publication of the biennial State of the Chesapeake
Bay report.           ;

Submerged Aquatic Vegetation Workgroup - This Workgroup developed a submerged aquatic vegetation
policy and strategy for implementation pursuant to the  1987 Chesapeake Bay Agreement requirement to
restore, enhance, protect and manage submerged aquatic vegetation.  It coordinates all technical activities
associated with the annual Bay wide submerged aquatic vegetation aerial distribution survey program and the
related annual state and Bay wide citizens submerged vegetation ground survey programs.

The Submerged  Aquatic Vegetation Workgroup list of members is  located under the Living Resources
Subcommittee.
Nontidal Tributaries Workgroup - The Workgroup provides an oversight role in the continuing effort to
integrate monitoring  programs above the fall-line in the Bay's  watersheds with  the tidal monitoring
programs.  The workgroup coordinates the comparison of field and laboratory procedures and data analysis
approaches among the various non-tidal monitoring programs.  The role of this workgroup in tidal and non-
tidal tributaries is currently being evaluated.

Workgroup is to develop data management and submission policies and guidelines and ensure agency and
institution compliance,  oversee development and systematic expansion of the Chesapeake Bay Program
Computer Center database to serve the existing and anticipated needs of the participating Program agencies,
and direct the management of the Chesapeake Bay  Program Computer Center database to ensure timely
access to the data by all participating Program agencies.

Analytical Methods and Quality Assurance Workgroup - The Workgroup members are technical advisors
to  the Subcommittee concerning field and analytical methodology and quality assurance issues.   The
workgroup  provides a  forum  for  exchange of technical  information focused  on moving towards
standardization of methods/use of comparable methods throughout the Chesapeake Bay Monitoring Program.
Members of the Workgroup participate in the Coordinated Split Sample Program and use this information
in evaluating the quality of the monitoring data and for identifying areas that require further study.

Living Resources Monitoring Workgroup - The Subcommittee's Living Resources Monitoring Workgroup
(joint Workgroup with the Living Resources Subcommittee) has achieved its original charge to develop,
adopt, and begin to implement a Baywide plan for the monitoring of commercially, recreationally, and
selected ecologically valuable species as required by the 1987 Chesapeake Bay Agreement. The workgroup
will continue efforts to refine and implement the plan.  Specifically, it will periodically review the plan,
provide coordination between living  resources and  water quality monitoring programs,  and begin  to
determine how biological monitoring can best be used to investigate relationships between  water quality,
habitat characteristics, and living  resources.

The Living Resources Monitoring Workgroup list of members is located under the Living Resources
Subcommittee.
Monitoring Coordination Workgroup - This Workgroup will coordinate the development of monitoring
related projects which span the charge of two or more Chesapeake Bay Program Subcommittees. The scope
of these projects include environmental data collection, modeling, and analysis.

      NONPOINT  SOURCE SUBCOMMITTEE
Responsibilities


      The Subcommittee addresses issues related to control of nonpoint source (NFS) pollution from all
sources including agriculture, forestry and urban sectors. -A primary objective of the Subcommittee is to
improve NFS control programs and implementation of nutrient reduction strategies  through technology
transfer among jurisdictions and agencies.  This is achieved in regular meetings of the Subcommittee and
its work groups, and through special conferences and tours held at least annually.

      The Subcommittee  is responsible for cooperative design, coordination and  assessment of NFS
pollution  control programs and practices.  Through standing workgroups and task assignments, the
subcommittee develops NFS control program criteria, establishes methods of collecting and evaluating results
of programs and practices, identifies and coordinates needed research and promotes NFS information,
education and training.

      The Subcommittee coordinates multi-jurisdictional information for and response to other committees,
subcommittees or workgroups involved with NFS related activities.

Subcommittee coordinates nutrient management program development and tracking activities designed to help
restore the health and productivity of the Chesapeake Bay.

Urban Workgroup - Coordinates  urban .nonpoint  source research efforts and program implementation
between  Chesapeake Bay jurisdictions with the aim of meeting the  goals of the Chesapeake Bay 1987
Agreement, the 1991 Re-Evaluation and the 1992 Amendments.

Goal:  To improve the quality of local water bodies and the Chesapeake Bay  by reducing urban nonpoint
sources of pollution.

Objectives include the following:

       a. Assist urban programs to reduce urban pollutants and include the 40% nutrient reduction goal.

       b. Educate  urban citizenry in environmental issues and generate interest in the Chesapeake Bay
          Program.

Forestry Workgroup - The Chesapeake Bay Forestry Workgroup coordinates, develops and implements
plans and projects which focus on the contributions of forest lands in restoring the  health and productivity
of the Chesapeake Bay  watershed.  The workgroup provides a forum in which issues and opportunities
related to forest protection, restoration and stewardship can be discussed and potential solutions formulated
among the forestry  community, interested individuals and organizations, and Federal, State and local
governments. Through the workgroup, forest management expertise is brought to Chesapeake Bay Program
Committees and Subcommittees.

Objectives  include the following:

       a.  Enhance communication and education regarding forestry issues within  the Bay watershed.

       b.  Identify the need and opportunities for demonstration projects and program development.

       c.  Seek ways to promote the establishment and maintenance of forests and trees in urban, rural, and
       developing areas to improve water quality, and aquatic and terrestrial habitats associated with the
       Chesapeake Bay and its tributaries.

       d.  Promote forestry research, and monitoring needed  to  evaluate forest contributions  toward
       protection and restoration of the Chesapeake Bay.

       e.   Ensure that forest resource information pertinent to the Chesapeake Bay is  available to
       individuals and  organizations interested  and/or involved in implementing the Chesapeake Bay
       Program.

Agriculture Workgroup - The Agriculture Workgroup of the Nonpoint Source Subcommittee was created
in September 1993, in response to the need to address issues such as Best Management Practices (BMP)
tracking, Total Resource Management (TRM), and private sector involvement throughout the agricultural
community.

The workgroup charges  are to:

       -continue to refine and advance efforts currently under way that focus on a uniform accounting and
       assessment system to track BMP implementation including both cost shared and non-cost shared
       practices;

       -assist in  the coordination of the TRM Plan components and encourage the refinement and
       development of the Bay wide private sector certification programs for components of TRM Plans;

       -explore methods to establish and expand partnerships between stakeholder groups and those groups
       involved with the  restoration of the Chesapeake Bay by increasing participation and identifying
       leadership roles  and;

       -analyze the  recommendations  from the  Governor's Non-Point Source Agriculture  Initiative
       committees and  subcommittees and develop action agenda strategies for the consideration of the
       Initiative committees and the Nonpoint Source Subcommittee.

Research Evaluation & Management Workgroup - The Research Evaluation & Management Workgroup
of the Nonpoint Source Subcommittee was created in November 1993, to address the following needs: the
establishment of a more formal structure for the selection of research priority areas for funding; an improved
procedure for proposal evaluation; and selection and progress oversight.

The workgroup charges are to:

       -select, each year,  those  subject  areas of concern that should,  subject  to  approval of the
       subcommittee, be given priority  for research funding;

       -evaluate and rank the pre-proposals and proposals~submitted with requests for funding;

       -establish a review process to monitor progress of ongoing proposals, by arranging presentations at
       regular subcommittee meetings or special workshops, as deemed appropriate and to review written
       reports of research progress; and

       -organize, as appropriate,'general workshops to review and evaluate nonpoint source research needs
       in the Bay Program, in collaboration with other Bay Program subcommittees and the Scientific and
       Technical Advisory Committee.

Responsibilities
       The Public Access Subcommittee is an outgrowth of the group established to meet the commitments
of the Public Access portion of the 1987 Chesapeake Bay Agreement: developing an inventory, strategy and
guide to access.

       The Public Access Subcommittee works to coordinate public access within the states. Goals of this
subcommittee include:  Increasing access to federal lands; maintaining state inventories of access facilities;
developing a new public access guide; and identifying ways to provide educational opportunities at public
access sites by working with the Communications Subcommittee.

                  TOXICS SUBCOMMITTEE
Responsibilities


      The Subcommittee is charged with implementing the Basinwide Toxics Reduction Strategy. The
Subcommittee is responsible for the interjurisdictional design, coordination, and implementation of ongoing,
planned and future efforts to identify, assess and control existing sources of toxics, better understand the
impacts of toxics on the Bay's living resources and human health, and prevent future sources of toxics from
causing impacts on the Chesapeake Bay basin system.

      The Toxics Subcommittee solicits the cooperation and involvement of other subcommittees and takes
the lead in coordinating and implementing activities related to toxics which fall under the responsibilities of
appropriate basinwide organizations and agencies.

                      Toxics Subcommittee Workgroups
Criteria and Standards Workgroup - The Criteria and Standards Workgroup is responsible for revising
the Chesapeake Bay Toxics of Concern List; revising the secondary list of toxic substances (for future
consideration as Toxics of Concern); assessing the comparability of living resource habitat requirements,
EPA aquatic life criteria, and Bay basin states' water quality standards; coordinating efforts to develop
estuarine based water  quality criteria  for Toxics of Concern and critical  water quality parameters; and
encouraging  adoption  of more consistent water  quality standards among the Chesapeake Bay  basin
jurisdictions.  The Criteria and Standards Workgroup has the lead responsibility for oversight  of the
continued development of the Chesapeake Bay Toxics Database.

      The Citizens Advisory  Committee  (CAC)  provides assistance to the Executive  Council,
Implementation Committee and  all Subcommittees as needed in implementing  the Chesapeake Bay

      Establishing the Local Government Advisory Committee (LGAC) in March 1988 fulfilled a 1987
Chesapeake Bay Agreement commitment. LGAC is composed of local government representatives from the
States of Maryland, Virginia and Pennsylvania, and the District of Columbia. The Committee is charged
with developing and implementing a strategy for local government participation in the Chesapeake Bay
Program.

      The Committee gives advice on matters relating to Local Governments to the Executive Council,

                             COMMITTEE

Responsibilities


      The Scientific and Technical Advisory Committee (STAC) provides independent guidance to the
to the Chesapeake Bay Program on the overall direction, efficiency, and priority of measures to restore and
protect the Chesapeake Bay. STAC actively helps integrate sound science into both policy development and
education efforts of the Chesapeake Bay Program.  An important function of STAC is to provide a fresh,
cross-cutting scientific and technical perspective.  STAC reports regularly to the Implementation Committee
and is to report annually to the Executive Council on scientific and technical issues.

      STAC membership is drawn from the principal research institutions and scientific and  technical
interests of importance to the Chesapeake Bay Program. Members are selected on the basis of their ability
to represent effectively and actively the range of disciplines, perspectives, and information resources needed
by the Program. STAC operates with broad discretion to focus the best available scientific and  technical
expertise, wherever it is located, on issues of importance to restoring the Chesapeake Bay.

Atmospheric Deposition Workgroup - The Atmospheric Deposition Workgroup defines the nature and
scope of scientific and research issues and needs as they relate to the atmospheric deposition of air pollutants
to the Chesapeake. Bay region.  The workgroup provides recommendations for enhancing the science of
various atmospheric deposition phenomena, for ensuring the scientific peer review of documents, reports,
etc., and for research priorities and strategies.

         FEDERAL  AGENCIES  COMMITTEE
Responsibilities

       The Federal Agencies Committee (FAC) was established by the Environmental Protection Agency
(EPA) in 1984. The FAC is composed primarily of representatives of federal agencies that either own land
in the watershed and/or have missions that impact water quality  or living resources of the Bay and its
tributaries. To date, twelve federal agencies have formal agreements with EPA, which have made them
partners in the Bay Program. Some agencies without formal agreements are still participants in the Program
through membership on the FAC. There are fifteen federal agencies and departments currently represented
on the FAC.
                                   V.
       The FAC is responsible for advising EPA, which is the sole federal signatory to the Chesapeake Bay
Agreements, and the only federal member of the Chesapeake Executive Council. In July 1994, the FAC
drafted and had signed by high level federal officials from 25 agencies and departments, the Agreement of
Federal Agencies on Ecosystem Management in the Chesapeake Bay.  The  historic Agreement set out a
number of specific goals and commitments by federal agencies on federal lands throughout the watershed,
as well as new cooperative efforts by federal agencies elsewhere.  The FAC has established two workgroups,
Habitat Restoration  and Nutrient Reduction, primarily  to deal  with issues on federal  lands  and the
commitments in the new Agreement.  The FAC also acts as an Advisory Committee to the Implementation
Committee on matters of mutual interest among the states and federal government. .

Nutrient Reduction Workgroup - The workgroup has completed several demonstration Pollution Prevention
Assessments on federal facilities throughout the watershed.  These will be the basis for an "assessment
protocol"  completed in 1995, which the workgroup will use to complete at least five assessment annually
at federal facilities throughout the Chesapeake Bay watershed.

          DIRECTIONS TO THE CHESAPEAKE BAY PROGRAM OFFICE
The CBPO is located on Spa Creek on Annapolis
Harbor.  It is less than 30 miles from Baltimore or
Washington.    The  nearest  major airport  is
Baltimore-Washington   International   (BWI).
AMTRAK  service  is available to Baltimore,
Washington,  New Carrolton  and BWI Airport
(limited).

If  driving-Take   Route   50   to  Exit   24,
Annapolis/Rowe Blvd. If coming from Baltimore,
1-97 empties into Route 50 just  west of exit 24.
From the east, be sure to stay off to the right at the
exit and do not go onto Bestgate Road. Take Rowe
Blvd. until it ends at  the State Capitol building.
When Rowe Blvd. ends at  the State  Capitol, turn
right onto College Ave. and merge into  traffic on
Church Circle.  Proceed through light and stay in
the outer part of the circle.

Exit onto Duke of Gloucester St.  (at light between
Maryland National Bank and Maryland Inn). Take
Duke of Gloucester St. until it ends at stop sign,
staying  in right lane.  Turn right to go over the
bridge and stay in left lane  after bridge. Take first
left, at  stoplight, onto Severn Avenue. Go 1  1/2
blocks and turn left into Annapolis City Marina pay
parking lot or use free street parking.

The CBPO  is on the  first floor of the building
facing  the  Harbor  and  the  Information  and
Conference Center is on first  floor of the small,
two-story building overlooking the marina.
