THE INFORMATION BROKER EPA Headquarters Library (PM 211A) WSM2904 202-382-5922 APRIL HIGHLIGHTS NEW FLOOR PLAN FOR BETTER ACCESS The April Centerfold is a map of the Headquarters Library featuring the new layout following the recarpeting of the Library. Please note that ' several physical changes were made to the following areas: Hazardous WasteSuperfund, INFOTERRA, Public Information Reference Unit, Reference and the Patron Access Area. Current journals and the Management collection were relocated. Please ask any Library staff member for assistance. Hazardous Waste Superfund Journals The Hazardous Waste Superfund Collection: Access to Journals (EPA/IMSD/91-003) was developed to facilitate access to the Hazardous Waste Superfund journal collection. The directory organizes available journals by subject, followed by a descriptive listing which provides: a summary of coverage, sample article titles, frequency of publication, publisher, and issues available in the Headquarters Library. Types of journals include newsletters, bulletins, looseleaf services, and other public and private sector serials. For further information, please contact Felice Sacks, Head Hazardous Waste Librarian, at (202) 382-3021 Public Service Recognition Week (PSRW) Public Service Recognition Week will be celebrated nationally May 6-12. Activities for EPA Headquarters employees will be held at Waterside Mall as well as on the National Mall. The activities on the National Mall will commence at 11:30 a.m. on May 9. Watch for posters and other updates throughout EPA facilities. Environmental Impact of the Persian Gulf War This issue's Question of the Month deals with the long term effects of the environmental damage done to the Persian Gulf as a result of the War. The Quest for Staff Leadership. Glenview, IL: Scott, Foresman, and Company, 1986. Mgmt. Coll. HD31 .B37851986 Bellman defines the quest for staff leadership as the process of searching for special qualities within oneself that make one strong in his/her functional area and influential in the larger organization. In presenting this argument, he makes a clear distinction between management and leadership, and encourages the reader to risk new approaches to staff management. He recommends ways to manage toward results, lead with confidence, work with management, serve customers, and supervise staff professionals. THE INFORMATION BROKER APRIL 1991 Page 13 ------- QUESTION OF THE MONTH QUESTION: What are the long term environmental effects of the Persian Gulf War? ANSWER: It may be decades before all the long term environmental effects of the Persian Gulf War are fully known. Christopher Flavin of the WorldWatch Institute states that "The Persian Gulf War may turn out to be the most environmentally destructive conflict in the history of warfare." (1) The conflict has left open the possibility of harmful radioactive, chemical or biological releases as a result of the bombing of Iraqi military targets and destroyed Kuwaiti refineries and petrochemical plants. Tens of thousands of unexploded Iraqi land mines pose a threat to both humans and livestock, and will for years to come. The total environmental impact of the oil spills on the Gulf and the oil fires on the atmosphere may not be fully recognized for decades. The long term damage from the oil spill is not viewed with equal alarm by everyone, but there is no question that the reproductive cycle of marine life is being adversely affected. Female sea turtles, returning to their nesting spots on small islands offshore Saudi Arabia will be crossing beaches covered with tarry residues, and their hatch lings will face the same poisonous residues on their trip back to the sea. Oil settling to the bottom of the Gulf on coral reefs and sea-grass beds will have a lethal affect on the spawning of fish and could cause widespread reproductive failure of the sea life and plants that are the foundation of the marine food chain. The most serious and far reaching destruction, however, appears to come from the black smoke clouds that are the result of the firing of the Kuwaiti oil fields. These dense black smoky clouds may contain sulfurous gases and toxic particles that can substantially raise cancer risks for those who breathe them over a long period of time. They can also blot out enough sunlight to ruin agricultural planting for farmers hundreds of miles downwind from the fires. Near the burning oil fields the light is only one percent of normal. (3) "Black rain" has already been reported in southern Turkey.(2) Millions of people may be affected by depressed agricultural yields. Should clouds also have an adverse impact on the Asian monsoon season, as is feared by some experts, millions more could face drastically reduced food supplies. However, if current reports from the Gulf are accurate, the regional situation may not be as bad as feared. The smoke clouds do not appear to be toxic and are not climbing to the upper atmosphere. This means that fresh air will mix with the smoke clouds and rain can remove them from the sky rather than remaining airborne in jthe upper atmosphere for months. The effects on worldwide weather patterns are less predictable as smoke particles disperse farther over the globe. Sources consulted: 1. Lippman, Thomas W.
