     This five-part volume supplements the overview of import/export
regulations in Volume 1.  It provides a listing of chemical substances
that are subject to section 12(b), Exports, and section 13, Imports,
of the Toxic Substances Control Act (TSCA).  It also provides excerpts
and key points of each applicable rule, as well as Federal Register
citations of specific rulemaking actions applicable to each of the
chemicals listed.  Each chemical substance (subject to TSCA
regulations) that is imported into the United States must be listed on
the TSCA Inventory of Chemical Substances.


     Part I covers chemicals that are subject to specific final
regulations under sections 5 and 6 of TSCA.


     Part II lists chemicals addressed by proposed regulations under
sections 5 and 6 of TSCA.
     Part III covers chemicals subject to proposed and final rules
under sections 4 and 8 of TSCA.


     Part IV covers chemicals that require export notification to EPA
under section 12(b).


     Part V is a numerical index of all chemicals listed in Volume 2

This rule prohibits almost all of
the manufacture, processing,  and
distribution in commerce of fully
halogenated chlorofluoroalkanes
(hereinafter referred to as
chlorofluorocarbons)  for those
aerosol propellant uses which are
subject to the Toxic  Substances
Control Act (TSCA), 15 U.S.C.
2601 et seq.

The four most significant
categories of essential uses
considered by EPA were
pesticides, products  used by  the
Department of Defense (DOD),  uses
in the electronics/electrical
industries, and uses  in the
aviation industry.  For the
reasons described in  the
essential use document, only  a
few pesticide uses were granted
exemptions.  DOD uses are covered
by a Memorandum of Understanding
between EPA and DOD which is
publicly available.  Under its
terms DOD will be able to use
only those products necessary to
maintain the military
preparedness of the United
States.  DOD will switch to
alternative products  where they
exist.

Electronic/electrical uses and
aviation uses are broad
categories.

EPA is proposing a rule under
section 6(a) of the Toxic Substances
Control Act  (TSCA), which is
effective  immediately under section
5(f)(2) of TSCA.   'the proposed  rule
will remain in  effect until EPA
promulgates a final rule.  The  rule

                                                   prohibits  the addition of nitro-
                                                   sating agents such as nitrites, to
                                                   the chemical substance known
                                                   generically as the triethanolamina
                                                   salt  of  tricarboxylic acid  (subject
                                                   of PMN P-83-1005) when it is or
                                                   could be used as or  in metalworking
                                                   fluids.  The rule also requires
                                                   distributors of the  substance to
                                                   notify customers of  the restrictions
                                                   of the rule through  letters sent
                                                   prior to shipment of the substance
                                                   and to notify machine shop workers
                                                   of the health hazard through labels
                                                   on metalworking fluids containing
                                                   the substance.  In addition, the
                                                   rule  requires distributors of
                                                   tricarboxylic acid (subject of PMN
                                                   P-83-1062), which, when combined
                                                   with  water and triethanolamine,
                                                   produces the triethanolamine salt of
                                                   tricarboxylic acid,  to notify
                                                   customers  of the restrictions of the
                                                   rule  through letters sent prior to
                                                   shipment of the substance.  EPA
                                                   believes that the unrestricted
                                                   distribution in commerce of both
                                                   substances and the unrestricted
                                                   processing and use of the
                                                   triethanolamine salt of tricar-
                                                   boxylic  acid in combination with
                                                   nitrosating agents,  such as
                                                   nitrites,  will present an unrea-
                                                   sonable  risk of injury to human
                                                   health before a final rule  can be
                                                   promulgated under section 6 of TSCA
                                                   to protect against this risk.

                                                   The Agency is also initiating a
                                                   regulatory investigation into  the
                                                   potential  human health risk posed by
                                                   exposure to nitrosamines in metal-
                                                   working  fluids generally.   EPA is

This rule authorizes the use of
PCBs in capacitors and the use and
servicing of PCBs in
electromagnets, circuit breakers,
voltage regulators, reclosers,
cable, switches (including
sectionalizers and motor
starters), and transformers other
than railroad transformers.  It
also provides for the distribution
in commerce and disposal of this
electrical equipment.

This final rule amends portions of
an existing EPA rule concerning
certain chemical substances known
as polychlorinated biphenyls
(PCBs).  The Toxic Substances
Control Act (TSCA), 15 U.S.C.
2605(e), generally prohibits the
manufacture, processing,
distribution in commerce, and use
of PCBs.  This rule excludes PCBs
produced in certain limited
manufacturing processes from the
TSCA prohibitions.

On May 31, 1979, EPA promulgated a
rule under section 6(e) of the
Toxic Substances Control Act
(TSCA) that authorizes the use of
polychlorinated biphenyls (PCBs)
in railroad transformers until
July 1, 1984.  Under this
authorization, these transformers
may not contain dielectric fluids
with a PCB concentration exceeding
60,000 parts per million (ppm)  (6
percent) after January 1, 1982,
and exceeding 1,000 ppm  (0.1
percent) after January 1, 1984.
This rule amends the use
authorization by:  (1) Requiring
these railroad organizations to
meet the 60,000 ppm concentration
level by July 1, 1986; and (2)

 authorizing the use of PCBs for the
 remaining useful life of these
 transformers at concentrations below
 1,000 ppm.  Finally, EPA is also
 amending the May 1979 rule to permit
 railroad organizations to service
 these transformers to reduce PCB
 concentrations and thereby to reduce
 the costs of disposal.

 This rule prohibits the Vertac
 Chemical Company (Vertac) of
 Memphis, Tennessee, from disposing
 of certain wastes containing
 2,3,7, 8-Tetrachlorodibenzo-p-
 dioxin CTCDD)  at its Jacksonville,
 Arkansas, facility and requires
 other persons  intending to dispose
 of TCDD containing wastes to
 notify EPA sixty days in advance
 of such disposal.

 This rule also requires all
persons who intend to dispose of
any wastes resulting from the
production of  2,4,5-TCP (2,4,5-
 Trichlorophenol)  or its pesticide
derivatives or from production of
other substances  on equipment
 which was previously used for
production of  2,4,5-TCP or its
pesticide derivatives to notify
EPA of such intent at least sixty
days before the disposal.

NOTE;   Because  these   are  proposed rules,  importers are  not yet  subject to
them.   However,  they  are included  here  to alert  importers  to the  fact  that
these chemicals  are likely  to become  subject  to final regulations.   At  that
time,  the importer  would  be  required to  ensure compliance  with  the   final
regulation before  importing  the chemical  and  before  signing the  section 13
certification.   (Note,  however,  that  these  chemicals  are already  subject to
section 12(b) export notification requirements.)

NOTE;  The following import certification is required  for  the chemicals  listed:

"I certify that all chemical substances  in  this  shipment comply with all
applicable rules or orders under TSCA and that I am not offering a chemical
substance for entry in violation of TSCA or any  applicable  rule or order under
TSCA."

NOTE:  Since TSCA defines importers as manufacturers,  importers may be subject
to rules such as testing requirements under section 4  and reporting
requirements under section 8.  However,  because  such rules  do not apply  to
individual chemical shipments, and because compliance  with  such rules may be a
lengthy procedure, importation would not depend  on the importer's satisfaction
of section 4 and section 8 requirements.

However, if a section 4 rule requires testing or a section  8 rule requires
reporting to EPA before the import of a  specified chemical, any importer of
that chemical should ensure that the required notification  has been completed
before certifying that a shipment containing the chemical complies with  TSCA.

Final section 4 rules trigger export notification requirements under section
12(b) of TSCA.

Proposed rules are included in this listing to alert importers and exporters
that final rules are likely to be issued on these chemicals in the future, and
that importers and exporters will be required to comply with them.

This rule adds certain chemical
substances to the list of
substances and mixtures for which
lists and copies of unpublished
health and safety studies must be
submitted under section 8(d)  of
the Toxic Substances Control  Act
(TSCA),  15 U.S.C. 2607(d) (40 CFR
Part 716 Subpart A).  The
chemical substances to be added
were designated for testing
consideration by the Interagency
Testing Committee (ITC), in its
Sixth through Tenth Reports.   The
obligation to submit a list of
health and safety studies extends
for three years after April 29,
1983, the effective date of this
rule.

Under section 4 of the Toxic
Substances Control Act (TSCA),
EPA is proposing that
manufacturers and processors  of
biphenyl test this chemical for
acute toxicity to aquatic
macrophytes and oysters, chronic
toxicity and bioconcentration in
oysters, chronic toxicity to
aquatic vertebrates and inverte-
brates, and aerobic and anaerobic
sediment biodegradation.

hydroguinone as a priority candidate
for testing.

Under section 4(a)  of the Toxic
Substances Control  Act (TSCA), EPA

processors of hydroquinone perform
tests to evaluate hydroquinone's
toxicokinetics and  tests to  evaluate
its potential nervous system,
reproductive, teratogenic, and
mutagenic effects.
