Today we celebrate one of the most
important of our nation's environmental
laws. Over the past 20 years, the Toxic
Substances Control Act has enabled
EPA to protect public health and our
environment in many significant ways.
From 1976 to 1981, the focus was
on creating a foundation for implement-
ing TSCA. Considerable time and re-
sources were spent on developing the
Premanufacture Notification (PMN)
program for new chemicals, develop-
ing the TSCA Inventory and implement-
ing the ban on PCBs. During the period
from 1981 to 1986, significant progress
was made in implementing TSCA's key
provisions. Rules requiring recordkeep-
ing were issued and PMN regulations
were finalized. TSCA authority was
clarified during 1986 to 1991 through
a series of major court decisions. Since
1992, EPA has expanded our programs
to prevent pollution, promote the public's
right to know about toxic chemicals in the
community, and work with the industry to
design clean products and processes. The
TSCA program is -working closely with
these efforts.
Many people with vision and energy
have made TSCA a valuable tool for
public health and environmental protec-
tion. I want to thank each of you for your
efforts on behalf of the American people
and our environment. You have helped
make TSCA an environmental success
story. Well done!
