EFFECTIVE CONFERENCE PLANNING

The newest bibliography in the Management Bibliography series, Effective
Conference Planning, is available from the Headquarters Library. The
Library developed the bibliography for EPA staff to use in developing and
conducting successful meetings that fulfill the objectives of the sponsors
and participants. Many aspects of conference planning are addressed
including developing a conference agenda, arranging logistics, planning
exhibits, and post-conference events. A special feature of Effective
Conference Planning is a section on teleconferencing and videoconferencing,
two alternative technologies available to support communication among
a wide audience.  If you would like a copy of the bibliography, please contact
the Headquarters Library, 382-5922.
Welcome to New Head Librarian/Coordinator

Lois Ramponi joined the Headquarters Library staff as Head Librarian/Coordinator
on May 6.  Most recently, Lois was the Head Librarian at the Office of Toxic
Substances Chemical Library. She received her Master's degree in Library
Science from the University of North Carolina at Chapel Hill.
Library Tours

Tours of the Headquarters Library are given every Wednesday at 2:00 p.m.
Library staff provide an orientation to the Library's collection, including special
collections like the Water Collection and the Hazardous Waste Superfund
Collection. We will also demonstrate the Library's automated card catalog,
the Online Library System, as well as available CD-ROM databases, such as
Medline.  New and not-so-new EPA staff will benefit from the overview of the
Library's collections and services.

                        Do You Need Help Finding EPA Reports?
Have you ever needed an EPA report for your research, and did not know where to begin? Have you ever
received a letter or phone call from an individual requesting a report and did not know how to assist that
requester? Your EPA Library recommends the following sources for EPA reports and other publications.

        EPA Publications Bibliography Quarterly Abstract Bulletin
       This quarterly bulletin contains Environmental Protection Agency (EPA) reports that have been
       submitted to the National Technical Information Service (NTIS) for distribution.  One of its most useful
       features of this quarterly list of EPA reports is its multiple indexes. The entries in the "Report
       Summaries Section" of the Bulletin include basic bibliographic information and an abstract for each
       report. Following this section, you will find indexes of the reports by title, keyword, author, sponsoring
       EPA office and report numbers. Since the Bulletin was first published, the  NTIS has also produced
       two cumulative volumes for the quarterly reports, EPA Cumulative Bibliography, 1970-1976, and EPA
        Publications Bibliography, 1977-1983.

        NTIS Database
       The database is available online from a number of commercial database vendors such as DIALOG,
       and is also available in CD-ROM format.  The database consists of  government-sponsored research,
       development and engineering reports prepared by federal agencies, such as National Aeronautics
       and Space Administration (NASA), Department of Energy (DOE), Department of Transportation
        (DOT) and EPA, and also includes reports by their contractors or grantees. The database on
       CD-ROM is menu-driven and user-friendly; researchers and other users can perform searches on
       their own.  In most libraries, the library staff conducts online database searches because of the
        potential costs incurred by novice or casual users.

        ENVIROLINE Database
       The producers of this database boast that it "covers the world's environmental information," including
       journal articles, government documents, industry reports, conference proceedings, newspaper
       articles, films and monographs. It provides coverage of more than 5,000 international primary and
       secondary source publications reporting on all aspects of the environment.  ENVIRONLINE is
       available in online and CD-ROM formats, and access is generally the same as described
       above for the NTIS database.

       EPA's Online  Library System (OLS)
       OLS provides access to the wealth of information available in the EPA libraries around the country,
       including commercially published books, EPA and other federal agency reports, journals, microfiche,
       maps and audiovisual materials. This is a good source for EPA reports with a limited distribution;
       titles which were not distributed through the Government Printing Office (GPO) or NTIS.  OLS is
       available in all EPA libraries.  In most EPA libraries the staff will conduct searches for patrons, or sign
       them into the system and let them search on their own.

       Federal Depository Library System
       EPA reports are also available at the approximately 1400 depository libraries around the country.
       Every document that is printed at the GPO is automatically distributed to the depository library
       system.

As you can see, there are several ways to find information about EPA reports.  Individuals can use some of
the sources directly, and will need assistance with others. Use this information for your own work and when
referring requests from the public.  Remember that the Library staff is always ready to assist with any
research project. If you have questions about any of these sources, or would like research assistance, call

QUESTION: What are the various ways that communities are supporting recycling?

ANSWER: There are two ways that communities are supporting recycling: specialized
containers for curbside pickup of recylable materials from households and charges for the
pickup of non-recyclable waste based on the volume of waste picked up.

      Specialized containers can range from the blue boxes seen locally in parts of Fairfax
County, to buckets, stacking bins, rolling carts and mesh sacks. One study that researched
the use of specialized containers noted a correlation between the use of attractive colors
for the containers and increased participation.  Use of blue boxes resulted in 88 percent
participation, whereas the use of white buckets, resulted in only 78 percent participation.
Stacking bins, similar to milk crates,  have also proven very successful in towns in California
and Washington. These are used for collection of materials that are separated prior to
pickup. Some jurisdictions require their citizens to sign up to receive the containers for
recycling while others simply drop them off curbside at peoples homes or set up large
containers in apartment and condominium complexes.

      The other major approach to encourage recycling is to charge for disposal of
non-recycled waste on a volume basis. This is done in conjunction with providing
convenient public and private recycling alternatives and imposing fines for illegal dumping
and burning. Seattle's average number of garbage cans per residential unit dropped from
3.5 cans to just over 1 can after basing the garbage rates charged on the number of
garbage cans per household. The use of special prepaid bags or prepaid stickers to put on
garbage bags, is another way of encouraging recycling by making it more expensive not to
recycle. These bags or stickers are  purchased from the local jurisdiction. Trash that is not
placed in the prepaid bag or in bags marked with the appropriate sticker is not picked up.

      Community recycling  programs  find that newspaper represents  55 percent to 86
percent of weekly pickups. Glass is  second  with a range of from 11 to 31 percent.
Aluminum and tin cans account respectively for 2 percent and  3 percent. Plastics are
usually around 1 percent, however with increased emphasis on the collection of plastics,
this percentage figure may increase.
