PREFACE
This publication is one of an annual series compiled and published
under the authority contained in Section 5 (c) of the Federal Water Pollu-
tion Control Act, as amended (33 U.S.C. 1151 et seq.). The data presented
reflect the types and costs of sewage treatment facilities and collecting
sewers for which contracts were awarded during the calendar year 1970.
For comparison purposes, and furnish a measure of progress in providing
needed treatment facilities, similar data from previous years are included.
The report was prepared by John L. DelPOmo, Information Systems
Officer, and Olga R. Muros and Florence C. Himes, Statistical Assistants,
under the direction of Jesse L. Lewis, Chief, Data and Information
Services Section, Technical Data and Information Branch. For the most

GENERAL PRESENTATION OF SEWAGE TREATMENT AND
COLLECTING SEWERS CONTRACT AWARDS
A. CONTRACT AWARDS—1970
Basic data compiled from contracts awarded
for sewage treatment plant facilities and for
collecting sewers are presented in Tables 1
through 4. Included are those contracts that
clearly describe the type of construction and
allow specific identification of the sewage treat-
ment or collecting sewer categories. Contracts
that pertain to both sewage treatment and col-
lecting sewers without such specific description
are identified as "combinations" and funds are
apportioned between the two groups in the
same ratio as those for which such description
is available.
"Sewage treatment plant facilities" as de-
fined in this report include: treatment plants,
stabilization and oxidation ponds, lagoons,
leaching systems; replacements, additions, ex-
pansions, and revisions to existing plants; an-
cillary interceptors and outfalls; and those
pumping stations which were eligible for Fed-
eral grant assistance. "Collecting sewers" in-
clude extensions, force mains, combined sewers
under $20,000 value, trunk sewers, relief sani-
tary sewers, auxiliary outlet sewers, and lift
stations on collecting or trunk lines. "Collect-
ing sewers" do not include storm sewers. In
those instances where combined collection sani-
tary and storm sewers were not identifiable
and separable, one-half of the cost allocations
was assigned to the collecting sewer category.
The statistics in this report reflect a total of
$58.5 million so divided.
Expenditures for sewage treatment works
have increased annually at a rapid rate (Table
1). Costs for sewage treatment contracts in
1970 represented the largest annual expendi-
ture for this purpose on record and were 31.5
percent greater than in 1969. Expenditures for
collecting sewers were 7.9 percent higher in
1970 than in 1969 and the monies expended for
this purpose represented another new high.
The "Combinations" expenditures, where
sewage treatment plant facilities were not iden-
tified separately (Table 2), were apportioned
to show the total contract awards by States
(Table 3). Ranking States were Michigan,
New York and California, each with total
awards exceeding $100 million. In the calendar
year 1970, contracts awarded for sewage treat-
ment and collecting sewers totaled $1823.6
million. Sewage treatment plant facilities ac-
counted for $1085.4 million of this amount and
collecting sewers accounted for $738.2 million.
Contracts awarded on a monthly basis show no
seasonal trend (Table 4).
B. METHOD OF COLLECTION
The 1970 contract awards data result from a
careful examination of over 75,000 contract
notifications in sewage and waterworks con-
struction and related fields. All contracts were
checked against contract information already
on file. To be sure that to data were omitted.
contract information on file was cheeked
against those projects receiving Federal aid
under the Construction Grants Program of the
Office of Water Programs.
The data on which this report is based were
obtained from:
1. F. W. Dodge Corporation daily reports on
construction in the sewage construction
field.
2. Construction news periodicals such as:
Rocky Mountain Construction. Daily Pa-
cific Builder, and Northwest Construction
News.

8. States.
With the exception of Alaska, Washington,
Oregon, Idaho, Montana, Utah, Wyoming, and
northern California, virtually all data were ob-
tained from the Dodge Corporation. Data for
Hawaii, Puerto Rico, Virgin Islands and Guam
were obtained from other sources such as the
local governments. No contracts were reported
for Puerto Rico, Virgin Islands and Guam for
1970.
The data presented are composed of con-
tracts awarded by municipalities, special dis-
tricts and other local governments for facilities
used to dispose of domestic wastes and such
industrial wastes as may be directed through
these facilities. Data were not used where the
construction award was for work related to
Federal and State installations such as military
bases and port authorities, local government
installations such as parks, schools and hospi-
tals, and where industrial facilities did not dis-
charge through the municipal system.

CONTRACT AWARDS—BASIC DATA—1970
This section defines the basic data compiled.
The tables of contract awards are presented by
States, major drainage basins, population size
groups and contract size groups. Population
size does not refer to the population served but
to the size of the community or jurisdiction for
which the contract was awarded. In some in-
stances a population could not be determined,
therefore, the cumulative percentages shown
were based on the known population.
Specific costs of the component parts of the
three awards categories listed in Table 2 are
presented in Tables 5 through 28, where these
data were available from the construction
awards information. The component parts of
these categories are listed on pages 1 and 2
under the descriptions of "Sewage Treatment
Plant Facilities," "Collecting Sewers" and
"Combinations." For example, table 5 is a
breakdown of "Sewage Treatment" from Table
2 and Table 9 is a further breakdown of "New
Plants" and "Other" from Table 5. Table 9
tabulations separate stabilization ponds from
"New Plant" contract awards and the addi-
tions/replacements costs from the "Other" con-
tract awards.
Since many of the contract award notices do
not show component costs when the work con-
sists of more than one type of construction
tabulations, the subsidiary tables will not
always sum to equal the tabulations in the
parent tables.
A. SEWAGE TREATMENT WORKS CONSTRUCTION
1. New Plants and Other Construction.
Table 5 through 8 inclusive present awards for
sewage treatment works in two categories—
"New Plants" and "Other"—and cover con-
tracts identified as to specific locations and
types of construction. Dollars for contracts for
"New Plants" include those for the plants, as
well as those for associated new stabilization
and oxidation ponds, lagoons and leaching sys-
tems. "Other" construction contracts include:
replacements, additions, expansions, and revi-
sions to existing plants; interceptors and out-
falls; combinations of the foregoing; and sew-
age pumping facilities. "Other" construction
also includes contracts whose costs could not be
separated between "New Plants" and "Other."
As a result, the "Other" category includes some
new plants.
2. Neiv Treatment Facilities and Additions.
Tables 9, 10, 11 and 12 denote contracts for
plants and associated new stabilization and oxi-
dation ponds where these costs can be sepa-
rated, and also those contracts for additions,
expansions, revisions, or replacement of plants.
3. Transit Facilities—Interceptors, Outfalls,
Pumping. Tables 13, 14, 15, and 16 show the
separate contracts for the auxiliary works
leading to and leaving the plant. The only com-
bination contracts in these tables are those for
interceptors and outfalls. The contracts for
pumping stations reflect pumping only and
represent minimum values. Many, if not most,
pumping stations are not separable from con-
tracts for a plant or interceptor.
4. New Plants Plus Interceptors, Outfalls.
Tables 17, 18, 19, and 20 indicate contracts and
total costs for new plants including interceptor
and/or outfalls the cost for which could not be
separated. Some pumping stations may be in-
cluded.
5. Plant Additions Plus Interceptors, Out-
falls. Tables 21, 22, 23, and 24 indicate con-
tracts for plant additions, expansions, or re-
placements plus interceptors and/or outfalls
which cannot be separated for separate listing.
Again some pumping stations may be included.
B. COLLECTING SEWER CONSTRUCTION
Tables 25 through 28 present award data
that are identified with collecting sewers. These
figures include some contracts which were iden-
tified as being for both sewers and waterworks.
Costs were divided equally between the two
categories. The lift stations data in these tables

are for collection lines and are distinguished
from pumping stations on transit lines.
C. COMBINATION CONSTRUCTION
Tables 29 through 32 relate to contracts for
treatment plant facilities and collection sys-
tems in which the parts could not be identified
or separated.
In those instances where waterworks data
are inseparable from related construction, two-
thirds of the value is apportioned to "Combina-
tion Construction." One-third of the value is
considered as related to waterworks construc-
tion only and is not included in this report.
D. APPENDICES
Appendices I and II contain data from 1969
and 1968 respectively. These data, beginning
with table 9 in both cases, are included so that
data for those years can be compared easily
with those for 1970.
