This directory has been prepared as a reference for Federal, Stace,
and local officials and others interested in environmental quality. It
includes listings of the EPA regional systea, priaary State environ-
mental offices, and citizen conservation and environmental organizations
within the Mid-Atlantic Region.
This directory will be updated from tine to ciae. Suggestions as to
how it may be improved, information which should be added or deleted, or
additional listings are welcome.

THE ENVIRONMENTAL PROTECTION AGENCY AND REGION III
The U. S. Environmental Protection Agency has ten regional offices
across the country, allowing close cooperation with State and local
agencies and maximum participation by the public in its programs to
improve the quality of the environment.
The regional offices have strong administrators who exercise broad
discretion and decisionmaking authority, rather than simply shuffling
papers back and forth to Washington.
This means that the public can play a meaningful part in EPA programs
without having to reach some remote official in Washington. And it means
that the administration of Federal pollution laws can be coordinated and
tailored to fit the unique local conditions within each Region.
Region III comprises the States of Delaware, Maryland, Pennsylvania,
Virginia, and West Virginia, plus the District of Columbia. It is home
Co about 25 million people, 70 percent of whoa live in metropolitan areas.
The Region ranks third in manufacturing and second in mineral pro-
duction; first if petroleum is excluded. A large share of the Nation's
oil imports—as well as substantial domestic shipments—move through the
Chesapeake and Delaware estuaries.
These factors create some special environmental problems for the
Region. Many of its problems, however, are common with those of other
areas of the United States. Progress has been made, but waterways are
still being polluted by municipal and industrial wastes; air pollution
still haunts metropolitan areas; sewage treatment lags far behind popu-
lation growth; solid waste disposal becomes ever more difficult as the
long range goal—resource recovery—continues to prove economically
elusive; improved technology reveals toxic substances and other hazard-
ous materials in previously undetected sites; and the quality of drinking
water is suspect in some areas.
These concerns of the Environmental Protection Agency are shared by
many, including the agencies and organizations listed in this Environ-
mental Directory.

Those persons having broad authority for the overall supervision of State environmental
programs.
Those persons who are, in general, responsible for such State programs as water quality
surveillance and enforcement, training, and certification of sewage treatment plant
operators, pollution control studies, as well as planning and administering the programs
authorized by the Federal Water Pollution Control Act, Including establishment of
priorities, review of grant applications, plans and specifications and other related
activities.
Those persons who are responsible for the drinking water program of the State.
Those persons who are leaders in the conduct of the permitting program for Industrial
discharges, providing technical and advisory assistance to industries and conducting
studies relative to the development of industrial effluent standards, and serve as the
focal point for technology transfer from EPA of new industrial waste treatment processes.
Those persons who are responsible for review and approval of requests for the construction
or modification of air pollution control facilities, development and revision of
implementation plans, provide technical assistance, maintain air quality monitoring and
surveillance programs and carry out enforcement of air quality standards.
Those persons who are, in general, responsible for the conduct of surveys of solid waste
disposal practices and problems. They also develop solid waste management and disposal
plans and approve solid waste disposal projects, as provided for under individual State
codes or laws.
Those persons responsible for the noise pollution control programs of the State.
Those persons responsible for the pesticide control programs of the State.
