The EPA libraries are located in Headquarters and all Regional offices and laboratories to support this organizational structure. The '28 EPA libraries contain a combined collection of over 5G,QQQ' books, 9,000 journals, 100,000 hard copy reports", 500,000 documents on microfilm and microfiche, 9,000.journal article reprints and 2,000 maps. Most of the EPA library network's holdings are cataloged on OCLC, an online cataloging system. The libraries are responsible for providing a wide range of general and specialized information services to EPA staff-and the general public. The services i-nclude: reference - assistance, circulation, computerized literature searches," preparation of special subject bibliographies, access to related publications from other Federal, academic, public and special libraries through an . interlibrary loan program, and acquisition of books, journals and other documents. Three-character codes have been assigned to each of the libraries according to geographical location, based on the EPA regional structure, e.g., EHA. The "A" library (last character of code) is' always'the regional library; the "IT," "C," etc., are assigned to other libraries located'-in-the same geographic region. (Prior to 1979, the libraries were assigned numeric codes, e.g, 01A.) This Guide, which was prepared by the Information Management ana Services Division, provides background on the collections and .services available in each of the 28 libraries and indicates the hours that the libraries are open to the public. It provides information services cover- ing a wide range of environmental and management subjects of interest to EPA staff and the general public. Subject areas include water pollution, water quality, water supply, air pollution, noise abatement, radiation, hazardous wasters, solid waste management, resource recovery, pesti- cides, chemistry and toxicology. There is- also a collection of materials on solid waste management, resource recovery, social," economic, legislative, legal, administrative and management projects related to all aspects of environmental policy. The Headquarters Library collection is comprised of: 12,000 bonks; 800 current subscriptions to journals, abstracts and indexes, newsletters and newspapers; 21,000 hard copy documents and technical reports generated by government sources or the private sector; 300,000 documents on microfiche, including technical reports produced by EPA and its predecessor agencies; and a microfilm collection that includes back files of newspapers, abstracts and indexes, and periodicals. Library services include the following: Acquisitions: In addition to procuring new materials for several of -the EPA libraries, the acquisitions unit pro- cesses orders for subscriptions and reference material ordered by EPA Headquarters program offices. Cataloging: The cataloging unit processes book.s, journals and other documents from all EPA libraries into the EPA national"catalog. Circulation: Documents from the Headquarters Library col- iecu on are circulated to EPA employees. Interlibrary Loan: The interlibrary loan unit maintains cooperative agreements with many academic, public and spe- cial-libraries to borrow books, journals and other research materials not maintained in the Headquarters collection for the use, of EPA staff. The average turnaround time for borrowing through interlibrary loan is 3.5 working days. - 4 - ------- Literature Searching: Computerized searching of databases is performed for EPA Headquarters employees to retrieve information for policy decisions, report preparation, data analysis and background research, and for preparation of special subject bibliographies. Reference: On-site ready reference service is available to EPAstaff and the public. More extensive reference service is provided to EPA staff as required. Equipment: Photocopy machines and microform reader/ printers are available to 1ibrary .patrons for the reproduc- tion of up to 25 pages of literature not covered by copy- right. Material is loaned to Agency personnel; other users must submit interl ibrary loan forms. The collection at that time consisted largely of material dealing with water quality and related subjects. Since the creation of EPA in 1970, the collection has been developed extensively in the fields of solid waste, hazardous wastes, water pollution, air pollution, and pesticides. Literature relating to New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont) and its environmental concerns receives particular emphasis. The collection includes indexing and abstracting sources, books, journals and newsletters, government documents, and technical reports. The library provides reference, circu- lation, interlibrary loan, online searching, and current awareness services for the .EPA. .offices in the greater Boston area and other Federal, State and municipal and environmental offices throughout the region. Outside users—students, university faculty members, industry, and local citizens' groups—have on-site use of the collection, as well as limited reference service and borrowing privi- leges. The Narragansett Lab is conducting research to develop a firm factual basis for regulatory decisions designed to protect man .and his environment from damaging effects of pollutants in marine waters. The Narragansett library was founded in 1966 in support of .the then National Marine Water Quality. Laboratory. The major subject areas covered are biological oceanography, marine ecology, biomedical science, fisheries biology and chemistry. At present, the collection consists of approximately 3,500 books, 200 subscriptions to business and technical period- icals and newsletters, and over 10,000 environmental re- ports. In addition, complete sets of EPA reports and flrral environmental impact statements are maintained in micro- fiche. All of the environmental sciences are included in the library's holdings, as well as related areas such as energy, economics and toxicology, particularly as applied to Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia.- A legal collection of about 3,500 volumes emphasizing Federal and environ- mental law is also available. The Region 3 library primarily serves EPA staff. Its services include centralized book and journal acquisition for the Regional Office, circulation, reference and inter- library loan. The focus of the collection is Federal law, with emphasis on environmental law. In 1981 the Law Library moved to its present location and responsibility therefore shifted to the Office of Adminis- tration, under the supervision of a full-time Law Librarian. . In the ensuing year the floor space was in- creased by 40%, w'ith a corresponding growth in the collec- tion. The Law Library's holdings total approximately 7,000 volumes and include codes, statute's, regulations, case reporters, digests, citators, and general legal reference sources, as well as looseleaf services, newspapers, and 60 current law reviews and periodicals, all of which are cataloged on OCLC. The microfiche collection covers back files of the Congressional Record and the Federal Register, pertinent titles in.the Code of Federal Regulations, and legislative histories of laws relevant to EPA's mission. - 11 - ------- In June, 1984, the operation of the Law Library was trans- ferred back to the EPA General' Counsel and a permanent library technician position was created.' The Law Library is open Monday to Friday* 8:00 a.m. to 4:30 p.m. The staff provides reference, circulation, current awareness, and interlibrary loan services to the Office of General Counsel, enforcement attorneys, and other EPA personnel.- The public is. allowed, use of the. collec- tion. The collection includes 300 serial titles, 5,000 books, 3,000 reports including OTS and OPP supported projects and international developments in- chemical substance control and regulation. The.Library operates an Air Information Center for the OAOPS. This Center handles requests for air oollution information and documents from ail over the world. The library consists of approximately 900 books, 90 journals and newsletters, and a complete collection of EPA/OAQPS reports. The subject matter is air pollution and control technology, including material on costs, chemical technology, minerals and statistics. The reference collec- tion emphasizes chemistry and engineering. The collection consists of 12,000-15,000 documents and reports in paper copy generated by international, Federal, interstate, State, regional and local government agencies and private endeavors. There, are currently about 3,150 book titles and 350 journal subscriptions in effect. There are some 100,000 items in microfiche. Over 200 EPA employees and a- number of on-site contractors work at the Laboratory. The EMSL-Las Vegas'Library was established in 1966 as part of the Public Health Service, Southwestern Radiological Health -Laboratory. Library materials were primarily oriented toward nuclear science at that time. When the EPA was created in December 1970, the laboratory became part of the new Agency with an expanded mission for developing monitoring techniques for a range of environ- mental pollutants. Thus, the emphasis was on marine, estuarine and fresh water quality. Since the creation of EPA, however, the laboratory's responsibilities and library collection have been broadened to include the areas of air, wetlands, non-point sources, cold climate, pesticides, energy-related research and acid precipitation effects. Approximately 143 journal titles are received regularly. These are supplemented by a collection of books, as well as reports from FederaJ, State, local and international sources. Microfiche and microfilm are used to enlarge the holdings in a small space. The library conducts computerized literature searches and .procures translations, patents and other special materials. Interlibrary loans are processed with EPA and other Govern- ment agencies, as well as major libraries throughout the United States. The Corvallis Laboratory is one of 14 major research facil- ities of EPA's Office of Research and Development. - 40 ------- Periodical and report literature and reference materials are selected to support CERL research, which includes general responsibilities in the areas of terrestrial ecology, watershed ecology, and multimedia effects assess- ment. Within these broad categories, the laboratory con- ducts research programs in air .pollution effects, toxics and pesticide effects (terrestrial), contaminated environ- ments (assessment and restoration), and ecosystems .(classi- fication and assessment). GAS-ONLINE, a product of Chemical Abstract Service, contains records for the documents covered since 1967 in the printed version of Chemical Abstracts. Journals, patents, technical reports, books, conference proceedings, and dissertations from all areas of chemistry and chemical engineering are abstracted and Che file is updated biweekly. CIS (Chemical Information System) is a commercially avail- able collection of scientific and regulatory databases. It contains numeric, textual, and some bibliographic information in the areas of toxicology, environment, regulations, spectroscopy, chemical and physical pro- perties, and nucleotide sequencies. DIALOG INFORMATION RETRIEVAL SERVICE, a commercial vendor of databases, has more than 200 databases available through its system. The type of information varies with the database accessed; database records may be bibli- ographic- citations, abstracts, directory listing or statistical tables. Some of the DIALOG databases com- monly used -by EPA libraries are Pollution Abstracts, Enviroline, Chemical Regulations and Guidelines, Social SciSearch, and The National Technical Information Service (NTIS). GLOBAL is an internal, Office of Toxic Substances system which tracks unpublished health and safety studies per- formed under Section 8D of the Toxic Substances Control Act. ------- JURIS (Justice Retrieval and Inquiry System), a Department of Justice system, is a computerized legal research database for use by the Federal government. It provides full-text online retrieval from -general legal materials and special litigation support files. LEXIS is a full-text database that includes information on Federal law, with decisions of all Federal courts, the United States Code, and the Federal Register, as well as specialized law libraries in the following areas: taxa- tion; securities; trade regulation; patent, trademark, and copyright; communications; labor; and bankruptcy. NATIONAL GROUNDWATER INFORMATION CENTER DATABASE, a bib- liographic database, .contains references on the occur- rence and utilization of surface and ground water, and on water well technology. Indexed titles include trade and technical journals and newsletters, books, and government documents. Because EPA established the Center, there is special emphasis in the database on EPA-sponsored reports. NATIONAL LIBRARY OF MEDICINE (NLM) ON-LINE SERVICES data- base consists of bibliographic citations on biomedical literature, including health care services and administra- tive, clinical, and policy topics. Special files on popu- lation, cancer, and toxic substances are also available on the NLM database. NEWSNET, originally designed for use by the business and communications communities, is a full-text database of newsletters, press releases, and wire services.- It is a good current awareness tool, as well as a means of selec- tively accessing otherwise costly information. Subject areas in NewsNet include- the environment, chemicals, government and regulation, public relations, farming and food, research and development, and electronics and computers. NEXIS is i full-text database that contains general'-and business news. NEXIS sources include magazines, news- papers, wire services, newsletters, and government docu- ments.' - 64 - ------- OCLC (Online Cataloging Library Center) supports resource sharing among, more than 2,700-member libraries. Partici- pants use the OCLC Cataloging module to catalog books, serials, and various other library materials and the Interlibrary Loan module to facilitate- interl ibrary lending. ORBIT is an online service which provides access to more than 70 databases in science, technology, business, economics, humanities, social sciences and other areas. SUPER HANDBOOK, a product of the Chemical Rubber Company (CRC) contains an online index to CRC's handbooks. - 65 - ------- |
