In response to States' requests for assistance, the U.S. Environmental Protection Agency's Office of Radiation Programs has developed the National Radon Measurement Proficiency (RMP) Program within Its Radon Division. Under this program, any company offering measurement services — directly, or Indirectly through another company — Is Invited to demonstrate its proficiency In measuring radon gas and/or radon decay product concentrations. The program's Immediate obleetlve Is to assist States and the public In selecting com- panies that have demonstrated competence In measuring Indoor radon «nd/or radon decay products. This Is achieved by evaluating, on an EPA scheduled basis, the proficiency of companies' measurements and the quality of their data management. Those companies that demonstrate proficiency In each of these areas are listed In this Proficiency Report. The program's long-term objectives are to promote standard measurement procedures among measurement companies and to establish quality assurance procedures for all measurement companies. The National RHP Program Is not designed for accrediting measurement companies, nor does It certify, recommend, or endorse participating companies. The Inclusion of a company In this report should not be Interpreted as a certifi- cation or accreditation of that company. This report is only a source of measurement compa- nies that have demonstrated capabilities for measuring radon and radon decay product concentrations. The testing periods are referred to as test 'rounds'. A company enrolls Its measurement methods (e.g.. activated charcoal adsorption) for evaluation. A primary company either owns analysis capabilities or makes all measurements and analyses tilth Its own Instrumentation and operators. This type of company nay or may not offer measurement services directly to the public. A secondary company offers services ranging from detector distribution to home Inspection and consultation. It must use one of the primary companies for Its detector analyses. EPA Instructs the primary companies to submit a specific number and type of detectors (e.g.. five charcoal canisters) for exposure to known levels of radon and/or radon decay products. After exposure. EPA returns the detectors to the company without revealing the radon gas or radon decay product concentration. The company analyzes the detectors and reports Its measurements to EPA. EPA compares these measurements with the known levels of exposure. Only companies having net all the program requirements for a method In the performance test are listed In this Proficiency Report. Table 1 lists. In alphabetical order, all those companies offering measurement services In your State. SELECTION OF MEASUREMENT METHOD Several different measurement methods nay be used to determine the radon or radon decay r ------- product concentrations in houses. In practice. the choice of a method Is often dictated simply by avallablllty — If an adequate method Is available, you use It. If alternative methods are available, then the cost or the duration of the measurement nay become the deciding factor. EPA has developed measurement protocols for eight different methods and believes that any of then, when used In accordance with EPA protocols, can produce valid results. This does not mean that all measurements made ac- cording to the suggested protocols Mill produce results with Identical uncertainties. However. It does mean that the listed methods are capa- ble of producing adequate results for screening or followup purposes. Each method has Its own advantages and disadvantages. Users must decide which method Is best suited to their situations. The fol- lowing sections describe the characteristics of the eight methods, pointing out some of the advantages and disadvantages of each one. This summary Is not exhaustive, but Is Intended to guide the user In making an Informed selection of a measurement method. Continuous Radon Monitoring (CR> and Continuous Working-Level Monitoring fCH> These measurement methods are similar because they both use an electronic detector to accumulate and store Information related to the periodic (usually hourly) average concentration of radon gas or radon decay products. They are deployed In houses according to guidelines In the EPA protocol, and then turned on or progranned for the desired operating tine — a minimum of six hours for screening and twenty- four hours for followup measurements At the end of the test, the monitor must be retrieved. and the results oust be analyzed by a skilled Instrument operator. Advantages • Relatively short measurement duration. • Hourly results can track the variation of concentrations In the house. • Very precise (most models). • Results are available on site (for CW). Disadvantages • Relatively expensive, cost nay range from $100 to $300, depending on the type of services provided. • Requires a skilled Instrument operator. • This, as does any short-term measure- ment, requires careful control of closed-house conditions twelve hours before and during the test. • Because of highly reactive nature of radon decay products, working level measurements are much more susceptible to sampling error then radon gas measurements. Aloha-Track Detection (AT) The alpha-track method measures radon. An AT detector Is a small sheet of special plastic material enclosed In a container with a filter covered opening. The radon gas that enters the container decays, emitting alpha particles. These particles strike the plastic sheet leaving tracks that can be chemically enhanced and counted using a microscope or an automated counting system. The detectors are deployed In the hone according to guidelines In the EPA protocol They are left for periods of up to three months ------- for screening and twelve months for followup measurements. At the end of the desired test- Ing period, they oust be returned to the dis- tributor or analytical laboratory for process- Ing and evaluation. Advantages • Relatively Ion-cost services; cost nay range from $20 to $60. • No special skills required for Baking the oeasureoent. • Can be distributed by mail. • Completely passive, needs no external power. • Can measure the long-tern average con- centrations over a twelve-month period. which Is the optimal measure of long- tern concentrations. Disadvantages • Relatively long neasurenent period necessary; three months is the recoo- nended minimum for currently available detectors. Activated Charcoal Adsorption (CO The charcoal adsorption method measures radon gas. The detectors for this nethod con- sist of variously configured containers filled with a measured amount of activated charcoal. The container Is often perforated or screened to keep the charcoal from falling out and sone have a filter to keep out radon decay products. All charcoal adsorbers are stored In airtight containers when not being used for sampling. Charcoal adsorbers can be received through the nail from a distributor. They are deployed In the hoote for up to seven days, according to guidelines In the EPA protocols. At the end of testing, an adsorber Is resealed and returned to the distributor or analytical laboratory for processing and evaluation. Advantages • Low cost for services; costs nay range fron $10 to $25. • Can be distributed by nail. • No special skills needed for naklng the neasurenent. • Completely passive, needs no external power. • With proper analysis, can yield precise results. Disadvantages • Sone charcoal adsorbers are nore sensi- tive than others to temperature and humidity. • United to short-tern testing. • Requires, as does any short-tern meas- urement, careful control of closed- house conditions twelve hours before and during the test. RPISU - Radon Progeny Integrating Sampling Unit fRP) The RPISU nethod measures radon decay products. RP detectors have a flow-rate air pump that pulls air continuously through a detector assembly. Depending on the node), the unit can be Installed and operated by homeowners or skilled operators for three days or longer according to guidelines In the EPA protocol. At the end of that time, the homeowner sends it to the distributor, or an operator renoves the unit and returns It to the analysis laboratory for processing and evaluation. Advantages • Directly measures concentrations of radon decay products. ------- • Relatively short measurement period. • The detector assembly and some entire units can be sent by nail. • There Is extensive experience In the use of RPlSUs; therefore, measurement errors are Hell established. Disadvantages • Relatively expensive; cost nay range from S40 to $150. depending on type of service provided. • Some node Is nay be both heavy and awkward to nove. • May be United to locations with AC power. • Some units oust be Installed and picked up by a skilled Instrument operator. • Because of the highly reactive nature of radon decay products, neasurenents are nuch nore susceptible to sampling error than radon gas measurements. Grab Sampling - Radon (GfO and Radon Decay Products (GW> The grab sampling methods neasure concen- trations of radon gas or radon decay product concentrations. The radon grab sample Is collected In a special flask holding 100 to 2.000 cubic centimeters of air. The radon decay product grab sample Is collected by drawing air through a filter upon which radon decay products. If present In the air. are collected. Both samples can be acquired simultaneously with some detector systems. All sampling should be done In accordance with guidelines In the EPA protocol. For results of the grab radon test, opera- tors must return to their offices to analyze the exposed detectors, and must delay the anal- ysis for at least four hours after the sample Is taken. For nost grab working-level (radon decay product) tests, operators can perform the analysis on location In an hour or less. Advantages • Results are quickly obtained. • Equlpnent can be portable. • Sone detector systems can sanple both radon and radon decay products simultaneously. • Can acquire and evaluate several samples per day. • Conditions during the measurement are known to the operator. Disadvantages • Relatively expensive; costs may range from S80 to $300, depending on the type of services offered. • Very short measurement periods may not be representative of the long-term average concentrations. • Requires a skilled operator. • Requires, as does any short-tern measurement, careful control of closed- house conditions twelve hours before and during the test. • Because of the highly reactive nature of radon decay products, working level measurements are much nore susceptible to sampling error than radon gas measurements. E-PERM E-PERM (Electret Passive Environmental Radon Monitor) Is an Integrating defector used to measure radon gas. It Is a canister containing a charged electret which reacts to the radiation emitted from radon and radon decay products. E-PERMs can be received through the mail and Installed in a home according to guidelines r ------- In the EPA protocol for two to seven days or three to twelve months, respectively for short or long-term E-PERMs. At the end of the testing period, It Is reseated and returned to the analytical laboratory for processing and evaluation. Advantages The E-PERU Is a relatively Inexpensive (cost lay range fron $8 - $25) snail detector that produces a result that Is a true Integrated average radon concen tratlon. Two types of E-PERMs are available, allowing the method to be used for both short-tern and long-tern neasurenents. The laboratory analysis of E-PERMs Is nondestructive, allowing results to be verified If necessary. Once enrolled, a company nust meet EPA's minimum screening-measurement requirements for each method. A company must neet all detector and analysis result deadlines as listed on Its program schedule. Applications, detectors, and analysis reporting forms received after a scheduled deadline will not be considered In the performance evaluation process. A com- pany's detector(s) must be successfully tested every round to maintain its proficiency listing. Disadvantages E-PERMs are sensitive to background ganma radiation, necessitating a background check and subtraction of an Increment of voltage. EPA does not have extensive experience with this method. • PROGRAM REQUIREMENTS For each method, participants must send with their applications a copy of the operating Instructions they provide homeowners and/or those used by an Instrument operator. These Instructions must reflect the measurement procedures found In the EPA documents, 'Interim Indoor Radon and Radon Decay Product Measure- ment Protocols' and "Interim Protocols for Screening and Followup Radon and Radon Decay Product Measurement*. They nust be accepted by, and on file with. One Is to report the concentration of the radon gas Itself. The unit Is plcocurles per leter (pCI/L). The other Is to report In units that represent the energy released by the chain of products produced when radon gas rad loact Ively decays. This unit Is the working level (NL). Devices oust used by residents usually read In plcocurles per liter while the unit most directly related to dose and health effects Is the working level. The U.S. Environmental Protection Agency recommends corrective actions be begun when radon decay product levels are 0.02 NL or more. This Is approximately equivalent to 4 pCI/L. Alpha-Track Detector (AT) An alpha-track detector consists of a sun 11 piece of plastic enclosed In a filter-covered container. These are passive devices requiring no electrical power. Some alpha-track containers look like large pill boxes, others like clear plastic drinking glasses. Alpha particles emitted by the radon decay products In air strike the plastic and produce submIcroscop Ic damage tracks. At the end of the measurement period (often about one month), the detectors are returned to a laboratory where the plastic Is placed In a caustic solution that enlarges the damage tracks so they can be counted using a microscope or an automated counting system. The number of tracks per unit area Is converted to an average radon gas concentration In air for the measurement period. Activated Charcoal Adsorption (CC) Charcoal adsorption detectors are devices filled with activated charcoal onto which radon In air will adhere. Some are circular cans 2-4 Inches In diameter, about 1 Inch deep, and fitted with a screen to both keep In the charcoal and let In room air. Other charcoal detectors look like large tobacco pouches Into which room air can diffuse. Radon In air will be adsorbed onto the charcoal over the sampling period of 2 - 7 days and will subsequently decay. depositing decay products In the charcoal. When returned to the laboratory, radon decay product emissions from the charcoal are measured with sensitive.* gamma-ray detector, data Is corrected for moisture In the charcoal, and the results reported as an average radon gas concentration in air for the measurement period. Continuous Radon Monitor (CR) A Continuous Radon Monitor consists of three parts (1) a pump. (2) a filter that removes dust and radon decay products and (3) a scintillation cell. The pump draws room air through the filter and Into the scintillation cell. When radon In the cell radloact Ively decays, its decay products strike the zinc sulphide coated walls and produce tiny light flashes. The number of light flashes is A-l ------- measured electronically and Is proportional to the radon In air concentration. A continuous radon monitor requires electrical power. It can be used to look at changes In radon concentrations over periods of minutes to hours to days. Grab Radon (GR) Radon grab samples are very quick determinations of the radon in air concentration taken with scintillation cells. These cells have a clear surface at one end and are coated Kith zinc sulphide on the remaining Inner surfaces. To take a measurement, the cell Is evacuated, taken to the sampling location, opened allowing room air to rush In, and then sealed to trap the radon Inside. In a laboratory, tiny light flashes produced by radon decay products striking the Inner zinc sulphide coated surface are electronically detected through the clear window In one end of the cell. The number of light flashes Is proportional to the radon In air concentration. Radon grab samples measure the radon concentration at the Instant the sample was taken and may not be representative of average conditions to which people are exposed. Grab Working Level (GH) Grab working level measurements are quick determinations of radon decay product concentration. Samples are taken by drawing a known volume of air through a filter with a pump and collecting the radon decay products on the filter. Sampling periods are short, usually five minutes. Filters are counted for alpha particle emissions during mathematically determined periods after the sample Is collected. A single count method Is known as the Kusnetz Method and a three count method Is known as the Tslvoglou Method. Radon decay product grab samples measure the average radon decay product concentration In a short collection period and may not be representative of average conditions to which people are exposed. RPISU - Radon Progeny Integrating Sampling Unit (RP) The RPISU contains an air sampling pump that draws a continuous flow of air through a detector assembly. The detector assembly Includes a filter and at least two thermolumlnescent dosimeters (TLDs). One TLD measures the radiation emitted from radon decay products collected on the filter and the other TLD Is used for a background gamma-ray correction. The pump and detector assembly are operated for 2 - 7 days continuously. TLDs must be read with a special reader In a laboratory. Results are reported as radon decay product concentrations. ~ Continuous Working level Monitor (CW) A Continuous working level monitor draws room air through a filter at low flow rates. As radon decay products collect on the filter an alpha particle detector counts emissions from the finer. Data Is electronically processed and can give successive radon decay product concentrations over desired Intervals from minutes to hours. A-2 ------- E-PERM - Electret Passive Environmental Radon Monitor (EP) E-PERMs are passive devices requiring no power to function. They are Integrating detectors and can be used to determine the average radon concentration In the room where the device Is located during the measurement per lod. E-PERMs are fabricated from steel canisters of two sizes: a SOOcc PERM for short-tern measurements of 2 to 14 days duration, and a SOcc PERM for long-tern measurements of from three to twelve nonths. These E-PERMs function as lonlzatlon chambers. I.e.. they contain a peroanently charged electret which collects Ions formed in the chamber by radiations from radon and radon decay products. When the device Is exposed to radon, these Ions are generated continuously by the radon decay and oove to the surface of the electret reduce its surface voltage. The amount of voltage reduction Is directly related to the average radon concentration present during the exposure period. The electret assembly, In both short and long-tern E-PERMs. Is suspended from the lid of the canister facing downward. The botton of the canister contains a filtered hole to pernlt radon entry. (The filter Is positioned on top during the exposure.) The electret assembly Is covered with a protective cap during storage and shipment. When this cap Is In place the E-PERM Is "off because no Ions can reach the electret. The user nust remove this protective cap when he/she wishes to start monitoring radon and replace It again when the exposure perlod Is over. When the E-PERMs are returned to the laboratory, the electret Is removed and the surface voltage Is re-measured. This final voltage value Is subtracted from the Initial value taken before exposure and the difference Is divided by a calibration factor to determine the average radon concentration value during the short-tern exposure.
