      This Resource Guide was prepared for the U.S. Environmental Protection Agency,
Office of Drinking Water, by The Cadmus Group, Inc. under Contract 68-03-3348. The
EPA Work Assignment Manager was Brian Rourke; he was assisted by Dr. David W.
Schnare and Jane Ephremides.   The  Cadmus  Project Director was  Gene  E. Fax.

      The Resource Guide lists sources of financial and technical  assistance available to
small drinking water systems.  Each source includes a brief description, address, and phone
number.   You  should  contact the organizations directly  to  obtain  current program
information.

      You may use this Guide as a companion to four manuals  published by EPA in
September 1989 to  assist  small drinking  water systems to assess their financial and
managerial condition. These  manuals are:

                       PARTI. REGULATORY AGENCIES
Environmental Protection Agency

      The Environmental  Protection Agency (EPA)  is responsible  for protection of
drinking water  supplies under the Safe Drinking Water Act.  The agency establishes
national drinking water standards and monitors state enforcement of drinking  water
regulations.  Contact the EPA regional office  near you for information on water quality
standards, system management and operations. Refer to Appendix A for a listing of EPA
Regional Offices.
State Regulatory Agencies

      State environmental agencies enforce drinking water standards set by EPA and by
the states.   Water supply staff can give you information  on state regulations, operator
training programs, and certification requirements. For the addresses and phone numbers
of state  regulatory offices, see Appendix B:  State Regulatory Agencies.
Public Utility Commissions

      State Public Utility Commissions (PUCs) regulate water rates. The Commissions try
to ensure that consumers pay fair prices for utility supplied services such as drinking water
or electricity.  Most states  regulate investor-owned utilities.   Some regulate municipal
utilities, homeowners' associations, and mobile home parks as well.  Depending on your
state's laws, you may be required to obtain PUC approval before changing your water rates
or obtaining a loan.  See Appendix  C:  Public Utility Commissions.

       FmHA provides loans and grants to rural low-income communities for water or
sewer  system improvements  and  construction.  Funds are available to publicly owned
systems and non-profit corporations.  Systems must be located in rural areas and towns of
less than 10,000 people, although areas of less than 5,500 receive priority. Applicants must:


       -  be unable to receive funds from other sources at reasonable rates and terms;

       -  have the legal capacity to enter  into, secure, and  pay loans, and operate the
         facility;

       -  be financially sound and able to manage the facility effectively; and

       -  have a financial base sound enough to pay the facility's operating costs and retire
         the loan.

Applications are  accepted throughout the year.  See Appendix D:  Farmers Home

      Community Development Block Grants (CDBG)

      The HUD Small Cities Community Development Block Grant (CDBG) program
offers grants of $500,000 or less for community improvements that directly benefit low or
moderate income persons, and eliminate health and safety hazards. Publicly owned systems
in communities of less than 50,000 persons are eligible for CDBG grants.  Many states will

not fund water system improvement projects unless  they  are combined with other
community improvements.

      The CDBG program is administered by state planning or community affairs offices.

      The  EDA offers grants to economically distressed  areas for  the purpose of
 encouraging economic development and increasing employment opportunities.  Grants are
 targeted to EDA-defmed  "redevelopment  areas" or "economic development centers".
 Water system development or expansion are considered eligible activities  when they are
 pan of  an economic development program.   Publicly owned systems or associations
 representing redevelopment areas or economic development centers are eligible. Refer to
 Appendix F: Economic Development Administration Regional offices.
       Small Business Administration (SBA)

       The Small Business Administration offers loan assistance to privately owned utilities
 that are unable to obtain  funds from other financing sources. Eligibility is based on the
 size of your business:  annual receipts may not exceed $3.5 to 14.5 million depending on
 the industry.

       SBA offers two basic types of business loans:

       Guaranty loans.  The SBA guarantees up to 90% of loans made by private lenders.
 The  maximum guaranty  percentage for loans exceeding $155,000 is  85%.   SBA can
 guarantee up to $750,000  of a private sector loan.
            direct loans. Direct loans of up to $150,000 are available to applicants unable
 to secure an SBA-guaranteed  loan. Direct loan funds are limited, and, at times, are
 available only to borrowers meeting low-income, minority or veteran-owned criteria.

State Programs

       Many states offer loans and grants for water system improvements necessary to
comply with drinking water requirements. In some states, both publicly and privately owned
systems are eligible for funding. The amount and the terms of financial assistance differ
from state to state. A list of state agencies which have administered funding programs in
the past is  provided below.  Individual programs may vary from year to year as program
goals and funding levels change.  Operators should contact these agencies for current
information on program provisions, eligibility criteria, and application requirements. If your
state is not listed below, contact your state drinking water regulatory agency (Appendix B)
for more information.
