You may use this Guide as a companion to four manuals published by EPA in September 1989 to assist small drinking water systems to assess their financial and managerial condition. These manuals are: "Water System Self-Assessment for Mobile Home Parks," EPA 570/9-89-011 "Self-Assessment for Small Privately Owned Water Systems," EPA 570/9-89-012 "Water System Self-Assessment for Homeowners' Associations," EPA 570/9-89-013 "Self-Assessment for Small Publicly Owned Water Systems," EPA 570/9-89-014 ------- NOTES ------- TABLE OF CONTENTS Pae No. Part I: Regulatory Agencies Environmental Protection Agency 1 State Regulatory Agencies • 1 Public Utility Commissions 1 Part II: Financial Assistance Programs 3 Federal Programs 3 State Programs 5 State Municipal Bond Banks 8 Part HI: Technical Assistance Programs 9 National Programs 9 State and Regional Programs 13 Other State Programs 16 University Programs 16 Appendix A: Environmental Protection Agency (EPA) Regional Offices A-l Appendix B: State Regulatory Agencies B-l Appendix C: Public Utility Commissions C-l Appendix D: Farmers Home Administration (FmHA) State Offices D-l Appendix E: State Agencies Administering Community Development E-l Block Grants (CDBGs) Appendix F: Economic Development Administration (EDA) Regional F-l Offices Appendix G: Small Business Administration (SBA) District Offices G-l Appendix H: State Municipal Bond Banks H-l Appendix I: State and Regional Manufactured Housing Associations 1-1 Appendix J: National Rural Water Association (NRWA) State Offices J-l Appendix K: Rural Community Assistance Programs (RCAPs) K-l Appendix L: State Municipal Associations L-l ------- NOTES ------- Resource Guide Regulatory Agencies PARTI. REGULATORY AGENCIES Environmental Protection Agency The Environmental Protection Agency (EPA) is responsible for protection of drinking water supplies under the Safe Drinking Water Act. The agency establishes national drinking water standards and monitors state enforcement of drinking water regulations. Contact the EPA regional office near you for information on water quality standards, system management and operations. Refer to Appendix A for a listing of EPA Regional Offices. State Regulatory Agencies State environmental agencies enforce drinking water standards set by EPA and by the states. Water supply staff can give you information on state regulations, operator training programs, and certification requirements. For the addresses and phone numbers of state regulatory offices, see Appendix B: State Regulatory Agencies. Public Utility Commissions State Public Utility Commissions (PUCs) regulate water rates. The Commissions try to ensure that consumers pay fair prices for utility supplied services such as drinking water or electricity. Most states regulate investor-owned utilities. Some regulate municipal utilities, homeowners' associations, and mobile home parks as well. Depending on your state's laws, you may be required to obtain PUC approval before changing your water rates or obtaining a loan. See Appendix C: Public Utility Commissions. ------- NOTES ------- Resource Guide Financial Assistance Programs PART II.
