FOREWORD
The Office of Radiation Programs of the U.S. Environmental Protection
Agency carries out a national program designed to evaluate environmental
population exposure to ionizing and nonionizing radiation and to promote
development of controls necessary to protect the public health and safety.
Within the Office of Radiation Programs, the Las Vegas Facility
conducts in-depth field studies of various radiation sources (e.g., nuclear
facilities, uranium mill tailings, and phosphate mills) to provide technical
data for environmental impact assessments including information on source
characteristics, environmental transport, critical pathways for population
exposure, and dose model validation.
The Las Vegas Facility is supporting a regulatory effort concerning the
control of radon emissions from licensed uranium mill sites. One facet of
that support is to provide current information concerning the population
distributions around millsites and exposed surface areas of uranium mill
tailings on and around the millsites for the risk assessment portion of the
regulatory effort. This report presents estimates of the population
distributions and the tailings surface areas derived from aerial photographs
taken in 1985.

ABSTRACT
Population distributions and tailings areas were estimated from aerial
photography for each of 21 licensed uranium millsites. Approximately 11,600
persons live within 5 kilometers of the tailings impoundments at the
millsites. About 82 percent of these persons live near five of the
millsites. No persons were found living within 5 kilometers of six of the
millsites.
Tailings area measurements include the surface area of tailings in
impoundments, heap-leached ore, and carryover tailings in evaporation
ponds. Approximately 4,000 acres of tailings surfaces were measured for the
21 millsites. About 55 percent of the tailings surfaces are dry, 11 percent
wet, and the remainder ponded. The average tailings surface area for the
millsites is about 200 acres and ranges from 7 to 813 acres.

INTRODUCTION
The Environmental Protection Agency's Office of Radiation Programs (ORP)
is assessing the need for radiation protection standards to control radon-222
emissions from licensed uranium millsites under the authority of the Clean
Air Act (49 FR 43916, October 31, 1984). One requirement of the assessment
is the preparation of a Background Information Document (BID)(EPA 86)
containing estimates of present and future health effects due to the
radon-222 emissions. This requires knowledge of the millsites1 radon-222
sources and their local population distributions.
Aerial photography was chosen as an aid for estimating contemporary
tailings areas, the source of most of the radon-222 emissions, and popula-
tion distributions. The millsite photographs were taken, prepared, and
interpreted during the summer and fall of 1985. Some of the photographs with
millsite locations are contained in a limited-distribution report (EPA 85).
All aerial film for the millsites has been transferred to the U.S. Geological
Surveys' Earth Resource Observation Station in Sioux Falls, South Dakota.
This report contains estimates of the surface areas of tailings in
impoundments at each licensed uranium millsite. The portions of the
tailings areas that are wet, dry, and ponded are also estimated. Aerial
photographs of the tailings areas are included for perspective and to
identify the tailings impoundments measured.
Estimates of the population living within 5 kilometers from the tailings
areas centroid for each licensed uranium millsite are also presented. The
population estimates are also presented for each sector and areas within
each sector.

AERIAL PHOTOGRAPHY
The aerial photographs were taken by contractor pilots using
photo-mapping cameras that are routinely calibrated through the U.S. Bureau
of Standards. High-altitude photography, taken on a scale of 1:24000 or
1:20000, was used to estimate the population distribution around each
millsite out to 5 kilometers from the tailings impoundments. Low-altitude
photography, on a scale of 1:6000, was used to estimate the tailings areas.
Oblique photographs were taken of each millsite for perspectives. Both the
high- and low-altitude contact prints were enlarged by a factor of two to
facilitate structure counting and area measurements.
POPULATION DISTRIBUTION ESTIMATES
The enlarged high-altitude photographs were formed into a mosaic for
each millsite. The photographic calibration was refined by measuring section
fences, roads, and known distances between points from U.S. Geological Survey
maps. Sixteen sectors were marked off on a clear plastic overlay and scaled
to the mosaic. The origin of the sectors was placed on the centroids of the
tailings impoundments for reference, and habitable structures were tallied
in each sector at distances of 0.0 to 0.5, 0.5 to 1.0, 1.0 to 2.0, 2.0 to
3.0, 3.0 to 4.0, 4.0 to 5.0 kilometers from the centroid.
Habitable structures are detached homes, mobile homes, and apartments.
No mobile homes that appeared to be in storage were counted. All detached
homes were assumed to be occupied except mill housing at the Bluewater and
Uravan mills. The number of millsite housing units in use was obtained from
the millers. The number of apartments in an apartment building were
estimated using roof divisions, length of shadow cast (i.e., number of

stories), and sidewalk entries. The number of persons in each sector
division was estimated by multiplying the number of structures times the
average number of persons per household for the particular county in which
they were located (OOC-83).
Table 1 presents a summary of the population in each concentric annulus
at 1 kilometer intervals for the 21 mill sites. About 11,600 persons live
within 5 kilometers of the millsites. Their distribution, however, varies
widely around individual millsites. About 65 percent (7,600 persons) live
within 5 kilometers of three millsites, and less than 1 percent live within
5 kilometers of eight millsites. The population density in the annuli ranges
from 3.8 to 220 persons per square kilometer and averages about 106 persons
per square kilometer. Estimates of the population in each sector for each
mi 11 site are presented in Tables A-l through A-21 in the Appendix.
TAILINGS AREA ESTIMATES
The enlarged low-altitude photographs were made into mosaics to display
the millsites and tailings impoundments for area measurements. The mosaic
scaling was refined using the high-altitude photographs, section fences,
previously known distances, and ground control measurements provided by
millers.
The tailings areas consist of the tailings impoundments, heap-leach
piles, and evaporation ponds. The tailings areas of the impoundments, piles,
and ponds were subdivided into dry, ponded, and wet subareas. The subareas
were measured with a planimeter and corrected for slope in cases where dams
were made from tailings. Area credit is also given for obvious wind- and
water-eroded tailings outside of the impoundments. In general, the impound-
ments and pond areas could be well defined from the photography with the
exception of the alkaline leach and northwest acid leach impoundments at the
Bluewater mill. Both soil cover and vegetation have blurred impoundments
outlines. Delineation of wet tailings areas was somewhat subjective.

Discolored areas near tailings spigots and around ponds were used as a guide
for their delineation. It is believed that these area estimates are low
because the surface dries faster than the subsurface.
Table 2 contains a summary of the dry, wet, and ponded tailings areas.
The 21 millsites contain approximately 4,018 acres of tailings areas of which
2,190 acres are dry, 473 acres are wet, and 1,355 acres are ponded. About
50 percent of the tailings areas were dry at the time of the photography
(i.e., September and October, 1985). Tailings area measurements for each
individual mi 11 site are presented in Tables A-la through A-21a in the
Appendix. Figures A-l through A-21 in the Appendix show the location of the
tailings area measured at each millsite.
